Sometimes, as a new freelancer on Upwork, you're not hired because of your identity verification that you've not done. A message usually pops up whenever a client clicks on your profile to hire you which discourages them from doing so. To avoid this, try to verify your identity. Take a look at this example below. I wanted to hire a Freelancer and Upwork showed me this on the screenshot. As you can see, Upwork gave me the option to choose another freelancer immediately.
