What to Test: 一项实验性改动，现在 [Proxy] 和 [Proxy Group] 段，支持使用 # 注释整行将一个项目标记为未启动了。 相比原本直接注释掉不生效，被禁用掉的策略不会触发配置检查的错误。先前版本在其他规则、策略组中引用了一个不存在的策略，会直接导致 Surge 无法启动。 禁用掉的策略，如果是被其他策略组使用，或者以 include-other-group 或 include-all-proxies 被引用，则不会出现在该组的可选项中。 如果使用规则或其他方式直接使用了被禁用的策略，那该策略将会被 SUBSTITUTE 策略（DIRECT 策略的别名）取代。 Official Channel: @SurgeTestFlightFeed
