The Delegation Program application deadline to be considered for the first batch of Foundation delegations is Sunday, March 16 at 23:59 UTC. An announcement will be made shortly before the network upgrade that transitions the mainnet validator set to a fully permissionless model. This is expected to occur in a few weeks.
