Kuwait arrested 14 locals and 2 Lebanese, claiming they are part of a "Hezbullah terrorists cell" They found weapons, alcohol, Xanax, lots of Sayyed Hassan photos and so on. It seems they arrested local Shia citizens who are sympathetic, some Lebanese who are likely unaffiliated and personal guns. Some of the arrested are literally elderly in their 50's and 60's
