An African male exposing himself outside the Grand Hotel IPAS centre in Wicklow Town, last night and again this morning. When gardaí finally arrested him, a local says he could be heard shouting "this is racist" while being handcuffed. Another remarked "I just want to say a huge thank you to the lady that let me into her car this morning and gave me a lift home, from outside the grand hotel.
