✍️ Russia's Foreign Minister Sergey Lavrov’sarticle"Russia and Venezuela: Friendship and Partnership Spanning Years and Kilometres"for Cancilleria, a Venezuelan Foreign Ministry publication (March 14, 2025) READ IN FULL 🇷🇺🇻🇪 March 14 is an important date for Russia and Venezuela as they mark 80 years of diplomatic relations. Over the decades, the relations between our two countries enjoyed an upward momentum, adding mutually beneficial cooperation and trust-based dialogue rooted in our convergent political, spiritual and moral tenets to the bonds of friendship and mutual sympathy between our nations. This relationship evolved into a strategic partnership at the turn of the century. It hinges on our unwavering commitment to the principles and values of equality, mutual trust, non-interference in one another's domestic affairs, as well as supporting each other in matters related to respecting sovereignty and promoting national interests. <...> March 1945 marks the latest landmark event, and reference point, in the diplomatic relations between Moscow and Caracas. This is when the two countries established regular political dialogue and started exchanging delegations, expanding trade, while also promoting contacts in culture and research. <...> Today, Russian-Venezuelan relations are developing on a firm basis of the Treaty of Friendship and Cooperation, which was signed in 1996, and a common foreign policy philosophy focused on establishing and protecting national sovereignty and maintaining a balance of interests in international relations. Our countries are committed to the creation of a more just polycentric world order based on the principles of the UN Charter in their entirety and as a whole, and the right of nations to independently determine their paths and models of political and socioeconomic development 👉#UNCharterIsOurRules Our countries reject Western diktat and hegemonic actions. They are working closely together against the modern practices of colonialism, and are in the vanguard of fighting against any manifestations of racism, xenophobia and neo-Nazism. We preserve our historical memory and protect our nations’ heritage from the attempts to falsify history undertaken by those who would benefit from forgetting or distorting the facts of aggression and genocide. ❗️ We are grateful to our Bolivarian friends for their understanding of the causes and goals of the special military operation in Ukraine. <...> Russia and Venezuela stand together in defence of the principles and norms of international law on multilateral platforms. They are acting together to derail the attempts of a narrow group of Western states to impose their rules-based order on the international community. <...> We attach great importance to the further strengthening of our cooperation to stabilise the global energy market, including within OPEC+ and the Gas Exporting Countries Forum. We value Venezuela’s interest in deepening cooperation with #BRICS – a group of counties advancing the interests of the Global South and East, and a pillar of the multipolar world order. We commend Caracas’s vigorous role in consolidating centripetal trends across Latin America and the Caribbean. Venezuela stands as the epicentre for progressive leftist forces on the continent. We acknowledge with appreciation its support for Russia’s efforts to expand collaboration with the region. <...> 🤝 Based on the experience we have accumulated in our relations and by being creative in building on this legacy, we reaffirm our commitment to further strengthening our friendship and promoting lasting, stable, predictable ties. We look to the future with optimism. We are certain that our bilateral relations will keep expanding into new domains, while our alliance on the foreign policy front will enable us to achieve our objectives. Celebrations of the 80th Anniversary of Victory in the Great Patriotic War and in WWII will definitely mark a major milestone in our bilateral agenda. #RussiaVenezuela

We are witnessing the emergence of a new and fairer multipolar order that reflects the world’s cultural and civilisational diversity. The future world is taking shape in the midst of a battle. The global majority, representing 85 percent of the world's population, advocates a more equitable distribution of global resources and respect of cultural diversity, as well as consistent democratisation of international affairs. 🎙 Russia's Foreign Minister Sergey Lavrov’s remarks at the International Symposium 'Inventing the Future' (Moscow, November 4, 2024) Key talking points: • The global balance of power is undergoing transformative changes, driven by the objective trends in the world economy where the influence of the states of the Global South and the Global East, and indeed the World Majority, is growing. • The economic resurgence enables an increasing number of non-Western nations to consistently bolster their sovereignty and to pursue a nationally oriented agenda in both foreign and domestic policy. • Following the start of the special military operation in Ukraine, Washington and its allies, as part of the hybrid war they are waging, have launched an aggressive sanctions campaign against Russia. In the past decade, more than 21,000 sanctions have been imposed on our country across various domains, including economy, finance, trade, investment, media, culture, sport, and broadly, people-to-people contacts. These neo-colonial practices of the West primarily impact the developing countries of Asia, Africa, and Latin America. • The adverse effect of this campaign against the undesired is that the West is undermining itself. <...> Western capitals have conveniently forgotten principles such as fair competition, the inviolability of property, the presumption of innocence, among others. • When economic pressure fails to sway truly sovereign nations, the West, led by the United States, resorts to threats, blackmail, and even the use of force. • It is sad to state that the ruling elites in many European countries evidently see no future for themselves in a multipolar world and are looking instead to the overseas hegemon to save them. • The West is never satisfied with what they have. The war they started against Russia in Europe wasn’t enough. • NATO now plans to conduct “defensive” operations in the South China Sea and the Taiwan Strait which lie thousands of miles away from its shores. Any right-minded observer knows that this path will lead nowhere. • The obsession [of the West] with controlling absolutely everything has led to a rash of tragedies in the Middle East. • This year, yet another independent UN member — Yemen — came under an aggression of the West [Anglo-Saxons]. The Syrian Arab Republic is still reeling from the shock of American interference. The United States has effectively blocked all multilateral mechanisms aimed at promoting the Palestinian-Israeli settlement. • The serious challenges facing the world call for a united effort based on equality, rather than submission to those who seek global dominance. • Establishing direct contacts and horizontal ties among all regional integration entities and with #BRICS which already includes the key countries that are regional leaders, is a significant step towards multipolarity. • Another area of focus is the de-dollarisation of the international financial and economic system. I wish to remind you that the share of national currencies in Russia's transactions with the #SCO and #EAEU countries has surpassed 90%, and with the BRICS nations, we are approaching 65%. This figure continues to grow. 🇺🇳 People often ask: what will multipolarity rely on in terms of international legal foundation? There’s no need to look for new principles; they are all there in the UN Charter 👉#UNCharterIsOurRules. The problem is that our Western partners have never fully respected these principles. 🗓 On October 24, 1945, exactly 7️⃣9️⃣ years ago, the UN Charter entered into force, almost four months after its singing at the concluding session of the UN Conference on International Organisation in San Francisco (June 26, 1945). With the ratification of this founding document the United Nations officially came into being. 💬 Russia's Foreign Minister Sergey Lavrov:After the UN Charter came into force, the constituent conference was held in San Francisco, and the UN was established, the Soviet Union acted energetically to ensure respect for implementation of the principles set out in the UN Charter (excerpt from the interview for a documentary titled "The UN from the 20th to the 21st Century", Moscow, September 25, 2024). 🇷🇺🇺🇳 Strict adherence to the letter and spirit of the UN Charter is a prerequisite for building a more peaceful, prosperous, genuinely just and equitable world order. 💬 Russia's Foreign Minister Sergey Lavrov:Today, the international community faces massive challenges, <...> which require united efforts rather than confrontation and desire of global dominance. Russia will always advocate collective efforts, truth and the rule of law, peace and cooperation in the interests of reviving the ideals set forth by the UN’s founding fathers. <...> [The] objectives and principles [of the UN Charter] remain fully relevant. The main thing is that everyone, without exception, respects these principles, not selectively, but considering their holistic and interconnected nature (excerpt from the article for Russia in Global Affairs magazine "The UN must recover its central role in coordinating actions by nations", October 4, 2024) 👉Article by FM Sergey Lavrov "Adherence to the UN Charter principles in their entirety and interconnection underwrite international peace and stability" (October 10, 2023) #UNCharterIsOurRules

📰Foreign Minister Sergey Lavrov’s article for Russia in Global Affairs magazine(May 5, 2023) Read in full Key talking points: • The UN-centric system is undergoing a deep crisis, the root cause of which was brought on by the decision of certain UN members to replace international law and the UN Charter with some “rules-based international order”. <...> Its masterminds haughtily reject the key principle underlying the UN Charter, which is the sovereign equality of states. • Since World War II, Washington has pulled off dozens of reckless criminal military operations without even trying to secure multilateral legitimacy. Why bother when your “rules” are unbeknownst to everyone. • Everyone is aware of it, even though not everyone is talking about it openly: the real issue is not about Ukraine, but rather about the future of international relations. Will they be forged on a sustainable consensus, one based on the balance of interests? Or will they be reduced to an aggressive and explosive advancement of hegemony? The Ukraine issue cannot be considered outside its geopolitical context. • There should be no double standards. Multilateralism and democracy should enjoy respect both within the member countries and in their relations with one another. • At this juncture, genuine multilateralism requires that the UN adapt to objective developments in the process of forming a multipolar architecture of international relations. It is imperative to expedite Security Council reform by expanding the representation of countries in Asia, Africa, and Latin America. • It is our common duty to preserve the United Nations as the hard-won epitome of multilateralism and coordination of international politics. The key to success lies in working together, renouncing claims on exceptionalism and – I reiterate – showing respect for the sovereign equality of states. This is what we all signed up for when we ratified the UN Charter. #UNCharterIsOurRules

📰 Aide to the President of Russia for Foreign Policy Yuri Ushakov's interview with TASS(March 5, 2024) Key talking points: 💬 Cooperation within #BRICS is undoubtedly one of the key features of Russia's long-term foreign policy. • Russia, as the current president of the organization, has a special responsibility to ensure the fastest and smoothest integration of the new members into the operation of all BRICS mechanisms. This is undoubtedly a cornerstone and high priority task of our Presidency. • In the relatively short period of its existence, the BRICS association has rapidly developed and transformed into an extensive multi-level mechanism of interaction on a wide range of issues on the global agenda. 🌐 Many perceive BRICS as a prototype of multipolarity, a structure uniting the Global South and East on the principles of equality, sovereignty and mutual respect. • Support for the principles of multipolarity and a greater role of developing countries in global governance, as well as the fundamental values of the BRICS group, such as the spirit of equality, mutual respect, openness, inclusiveness and constructive cooperation, is an indispensable condition [for joining BRICS]. • We see increasing the role of BRICS counties in the international currency and financial system as a specific task for this year. <...> We believe that creating an independent BRICS payment system is an important goal for the future. • There has never been a military aspect to cooperation within our group. <...> BRICS does not have plans to build such cooperation, including military drills. ☝️ Russia has never set BRICS in opposition to other international platforms, be it the Group of 20 or the Group of Seven. We believe that the association is unique. • The recipe for BRICS’ attractiveness and success is based on the absence of a confrontational or “hidden” agenda. I will repeat that it brings together like-minded countries. Read in full

🎙 Minister of Foreign Affairs of the Russian Federation Sergey Lavrov's remarksat the General Debate of the 79th Session of the UN General Assembly 📍New York, September 28, 2024 💬 A few days ago, this building hosted a forum called the Summit of the Future. Russia was supportive of the idea of the Secretary-General to convene it, since the crisis of our Organisation is deepening and something needs to be done about this. We devoted our efforts to preparing the summit. However, we were realistic in our expectations. There have been many ambitious events in the modern history of the United Nations which ended up with loud declarations which were soon forgotten. <...> The current UN Secretary General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of a new start for global cooperation. This is a wonderful idea. Who could disagree? But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of the globalisation that speakers on the podium talked so much about, trying to convince us that they would give everyone equal access to the goods of modern civilisation? Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair competition in markets under fair and constant rules? The Secretary-General speaks of global cooperation at the very moment when the countries of the West have unleashed a veritable war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar, promoted as an asset and a good for all humanity, has been crudely turned into a weapon. <...> It is not late to breathe new life into the United Nations. But this can be achieved through restoration of trust based on the charter principle – sovereign equality of all states – rather than out-of-touch summits and declarations. However, while the trust is undermined, including through actions by the West to create its subordinate narrow formats to resolve crucial issues bypassing the UN such as control over the Internet or determination of legal frameworks to use AI technologies. These issues touch upon the future of the entire humanity and they have to be considered on a universal basis, without discrimination and aspiration to achieve unilateral benefits. Thus, everything has to be agreed on a fair basis involving all UN members. Key points: • The world faces massive challenges which require united efforts rather than confrontation and desire of global domination. • It is obvious for the world majority that confrontation and hegemonism do not solve a single global problem. They just artificially restrain the impartial process of forming a multipolar world. • Russia will always be on the side of collective work, truth and law, peace and cooperation in the interests of reviving the ideals laid down by the founding fathers. • The unprecedented level of hypocrisy and aggressiveness of the western policy against Russia not only brings to naught the idea of global cooperation promoted by the Secretary General. • The UN Secretariat cannot remain aloof from efforts to establish the truth in situations that directly affect global security and must act impartially in accordance with Art. 100 of the Charter, acting impartially and avoiding the temptation to play into the hands of certain states, especially those who openly call for the world to be divided into a flowering garden and a jungle, or for a democratic table to be set for dinner and those on the menu instead of cooperation. • A more equitable world order unconditionally presupposes increased representation of the Global South in the UN Security Council. We reaffirm our position in support of Brazil and India provided a positive decision is reached in the framework of the well-known initiatives of the African Union. #UNGA79#UNCharterIsOurRules

⚡️BRICS Joint Statement on the Escalation of the Security Situation in the Middle East Following the Military Strikes on the Territory of the Islamic Republic of Iran (June 24, 2025) 📃 We express grave concern over the military strikes against the Islamic Republic of Iran since 13 June 2025, which constitute a violation of international law and the Charter of the United Nations, and the subsequent escalation of the security situation in the Middle East. In the face of rising tensions with unpredictable consequences for international peace and security, as well as for the world economy, we underscore the urgent need to break the cycle of violence and restore peace. We call on all parties to engage through existing channels of dialogue and diplomacy, with a view to de-escalating the situation and resolving their differences through peaceful means. ☝️ We express serious concern over any attacks against peaceful nuclear installations, which are carried out in violation of international law and relevant resolutions of the International Atomic Energy Agency. Nuclear safeguards, safety and security must always be upheld, including in armed conflicts, to protect people and environment from harm. In this context, we reiterate our support for diplomatic initiatives aimed at addressing regional challenges. Civilian lives must be protected, and civilian infrastructure must be safeguarded, in full compliance with international humanitarian law. We extend our sincere condolences to the families of the victims and express our solidarity with civilians affected. Guided by the principles enshrined in the United Nations Charter, #BRICS remains committed to promoting international peace and security and to fostering diplomacy and peaceful dialogue as the only sustainable path toward long-term stability in the region. In this regard, we also reaffirm the necessity of establishing a zone free of nuclear weapons and other weapons of mass destruction in the Middle East, in line with relevant international resolutions. ❗️ We call upon the international community to support and facilitate dialogue processes, uphold international law, and contribute constructively to peaceful settlements of disputes for the benefit of all humanity. BRICS countries will remain seized of the matter.

🎙 PresidentVladimir Putin took part, via videoconference, in the XV BRICS Summit(August 23, 2023) Read in full 💬 I would like to begin by thanking our South African friends for everything they have done as part of their #BRICS chairmanship this year. Those of my colleagues who took the floor before me praised BRICS for its efforts, and overall we share this assessment. This association of five nations has established itself on the international stage as a respected entity and has been consistently strengthening its standing in international affairs. BRICS has been following a forward-looking strategic course which meets the aspirations of a significant portion of the international community, the so-called global majority. By acting in a coordinated manner and based on the principles of equality, supporting each other as partners and taking each other’s interests into account, we tackle the most urgent issues on the global and regional agendas. 🌍 Importantly, we are all united in our commitment to shaping a multipolar world order with genuine justice, based on the international law and in keeping with the key principles set forth in the UN Charter, including sovereignty and respecting the right of every nation to follow its own development model. We oppose hegemonies of any kind and the exceptional status that some countries aspire to, as well as the new policy it entails, a policy of continued neo-colonialism. Let me point out that it was the attempts by some countries to preserve their global hegemony that paved the way to the deep crisis in Ukraine. <...> ☝️ Russia decided to side with people who are fighting for their culture, their traditions, language and future. Stopping the war unleashed by the West and its satellites in Ukraine against the people of Donbass is the only thing that defines our actions in Ukraine.
