❗️Foreign Minister Sergey Lavrov’s statement on the beginning of Russia’s CSTO Presidency On January 1, 2026, Russia assumed the presidency of the Collective Security Treaty Organisation (#CSTO) and will hold it under the motto, Collective Security in a Multipolar World: Common Goal, Shared Responsibility. Together with our CSTO allies, we are joining forces to uphold our common approaches to resolving international security issues. The fundamental documents of the Organisation set forth the principles of peaceful co-existence of states, the priority of a political and diplomatic settlement, and compliance with the international law with the UN playing a leading role. This forms the foundation for working with our partners to forge mutually beneficial relations and to actively engage in shaping the contours of a future architecture of equal and indivisible security across the Eurasian space. The CSTO could become one of its pillars. We would like the Eurasian states to take responsibility for resolving security issues and determine the future of the continent themselves, without any outside interference. The Collective Security Treaty Organisation has emerged as a prominent and respected association of allied states, whose activities are not directed against anyone, do not contain any aggressive aspirations, and aim exclusively to maintain regional stability and ensure the wellbeing of its member states. Moreover, all decisions in the Organisation are made by consensus based on a balance of interests, and cooperation is based on the principles of respect for each other, good neighbourliness, genuine friendship and mutual support. 🤝Russia will ensure continuity in the development of main areas of cooperation, among other things, by continuing to work on implementing the initiatives of the presidency of the Kyrgyz Republic which has just finished. In view of geopolitical tension, we will strive to further consolidate CSTO member states, strengthen allied ties, and deepen coordination on key international matters. We will continue our policy of expanding the CSTO’s network of contacts with the Eurasian states and their integration associations. Our efforts will focus on effectively fulfilling the Organisation’s primary mission which consists of maintaining peace and stability in its area of responsibility, ensuring favourable conditions for safe development and prosperity of the CSTO member states. No one should have any doubts: we will not allow any chaos in our common home. We attach great importance to the development of the enforcement dimension in the Organisation’s work. There are plans to focus on building up the capabilities of the Collective Forces of the CSTO, equipping them with up-to-date and compatible weapons and equipment. The work will be structured in accordance with the nature of current and potential challenges, taking into consideration the experience of present-day armed conflicts. We will pay special attention to cooperation in protection against biological threats and information security. Ensuring technological leadership in the military sphere, developing military-industrial complexes of the CSTO countries and promoting their cooperation, and fulfilling the innovative potential will also be among our priorities. We intend to use a wider range of tools for jointly countering international terrorism and extremism, money laundering and terrorist financing, as well as combating illicit drug and arms trafficking, transnational organised crime, and illegal migration. <...> We are confident in the support of our partners in implementing the priorities of the Russian presidency, and ready to work closely together and productively in 2026. Importantly, Kazakhstan is making great strides under the leadership of President Tokayev, and demonstrating stable and robust growth. The sociopolitical situation in the country is stable, which is crucial for planning work in the economic sphere and investing. • We have billions invested in the economy of Kazakhstan. I mentioned earlier that mutual trade amounts to nearly 30 billion and keeps growing. Our traditional areas of cooperation include space exploration, energy, and, now, advanced technologies. This date symbolises the surmounting of a colonial past and embodies the unwavering resolve of African peoples in their quest for freedom and justice. <...> This year is marked by the 80th Anniversary of the end of the Great Patriotic War and the Second World War, as well as the 65th Anniversary of the UN Declaration on the Granting of Independence to Colonial Countries and Peoples. It is clearer than ever now that the expansion of global drug trafficking is a common threat and fighting it is our joint responsibility. 🤝 We welcome the determination of individual groups of countries and associations such as Central Asia and #ASEAN to create drug-free regions. We note with satisfaction that in recent years the #SCO has significantly built up its drug-combating capacity and continues to build, in conjunction with the #CSTO, the #CIS and CARICC, a barrier on the northern route that is used for smuggling Afghan drugs to Europe. ⚠️ Unfortunately, not all states are willing to act responsibly when it comes to fighting drug abuse. For several years now, we have been witnessing a small group of Western countries acting as if they are entitled to not follow the corresponding conventions. Today, we are talking not only about legalising supposedly less harmful cannabis, but also about lifting bans on the use of dangerous substances such as methamphetamine and heroin. Everyone can see the results of this thoughtless policy of permissiveness. It is no coincidence that these countries are faced with an opioid crisis involving an unprecedented number of fatalities. @RusEmbMalta Press release 🇷🇺🎙️President Vladimir Putin’s Answers to Media Questions Following the State Visit to Kyrgyzstan and the CSTO Summit Bishkek, 27 November 2025 The President of Russia commented on the outcome of discussions held in Bishkek, addressing the current negotiation track with the United States, the military situation in Ukraine, and broader international issues. 🔹On the draft “peace treaty” The President underlined that there was no draft treaty as such – only a set of issues proposed for discussion and subsequent formalisation. Prior to his visit to the United States, including the trip to Alaska, these matters were examined with American negotiators. It was in the course of those consultations that a detailed list of potential understandings was shaped and later passed to Russia through established channels, after which it was carefully reviewed. 🔹On the negotiation process President emphasized that it is necessary to sit down and discuss specific elements seriously, translating all positions into diplomatic language. Russia has never planned and does not intend to “attack Europe” – “this sounds ridiculous to us” – but if partners want this formalized in writing, Russia is ready to do so. The President confirmed that Russia is fully prepared for substantive discussion. An American delegation is expected to arrive in Moscow next week. Russian negotiators are led by the Ministry of Foreign Affairs. From the Presidential Administration, Aide to the President Vladimir Medinsky continues to oversee the process from the outset, while Aide Yury Ushakov has also been instructed to coordinate the ongoing work and maintain contact with U.S. counterparts. 🔹On the situation in Ukraine Ukrainian forces must withdraw from the territories they occupy – only then will hostilities cease. If they do not withdraw, Russia will achieve this militarily. Across all sectors of the front, the President noted a positive dynamic. Moreover, the pace of advance by Russian forces is increasing significantly. The main problem for the Ukrainian military, according to the President, is the growing gap between losses and the number of troops they are capable of sending to the line of contact. In October alone, Ukraine suffered 47,500 losses, while mobilization yielded only around 16,500, with a further 14,500–15,000 returning from hospitals. The monthly deficit is therefore around 15,000, following a deficit of 10,000 the previous month. This gap continues to widen. High levels of desertion in the Ukrainian forces are reported not only by Russian sources but also by Western media, which the President stressed is impossible for Kiev’s partners to conceal. 🔹On the EU initiative for asset confiscation Hungary, as an EU member state, is fully aware of the consequences. The Hungarian Prime Minister, the President noted, understands how such actions would affect the European currency. Any move to confiscate Russian assets will have serious negative consequences for the global financial system, sharply reducing trust in the eurozone. This comes at a time when the locomotive of the European economy – Germany – has been in recession for the third consecutive year. 🔹On the Ukrainian leadership and legitimacy Signing documents with the current Ukrainian leadership is, in the President’s words, meaningless. He reiterated that Kiev committed a fundamental strategic mistake by refusing to hold presidential elections, leading to the loss of legitimacy. Russia itself, despite being in an armed conflict, held presidential elections as well as municipal and regional elections – “we do all this, and they, for some reason, do not”. Russia ultimately seeks to reach an agreement with Ukraine, but at present this is legally impossible. This reflects a tectonic shift in international politics, which took place over the past years and continues to this day. It primarily consists of an accelerated emergence of a multipolar world order, as well as new centres of development across the Eurasian continent, Africa and Latin America taking on a bigger role in the global distribution of power. • #BRICS exemplifies constructive multilateral cooperation among major international actors and their partners representing various continents, cultures and religions. It has firmly established itself as one of the pillars of a multipolar world order and a champion of the Global Majority on the international stage. • Upholding international law and seeking guidance from the principles of equality and neighbourly relations, as well as mutual respect and taking into account each other’s interests guarantees peace and stability. • The conflict in Ukraine (and more fundamentally, the profound security crisis across Europe) was triggered precisely by NATO’s aggressive eastward expansion over decades that was in direct contravention of the solemn assurances by American and European leaders to both Soviet and Russian leadership regarding the alliance’s non-expansion. • The alliance [NATO] is now taking steps to operate outside its area of responsibility, seeking to move into the Asia-Pacific region — the Indo-Pacific, as they call it — threatening to undermine the #ASEAN-centric security architecture that has developed there over decades and allowed the countries in the region and their partners in different parts of the world to successfully cooperate. 🤝 On March 16-17, Shanghai Cooperation Organisation Secretary-General Zhang Mingpaid a working visit to Moscow. The Secretary-General was received by Sergey Lavrov, Foreign Minister of the Russian Federation. He also held consultations with Deputy Foreign Minister Andrey Rudenko. During the exchange of views, they discussed key aspects of the organisation’s activities, including prospects for improvement in the context of current changes in global politics and the economy. 👆The Parties discussed the growing demand for creativity and the stabilising role of the SCO in today’s complex geopolitical situation and its notable contribution to shaping a multipolar architecture of international relations. They exchanged views on strengthening the international standing of the #SCO with a focus on the need to deepen the dialogue with international partner organisations and multilateral associations, primarily the United Nations, the #CSTO, the #CIS, the #EAEU and also #ASEAN. ⚡️Main Foreign Policy Outcomes of 2022⚡️ The year 2022 saw history-making events, such as the emergence of a new international reality, and became a turning point for Russia’s foreign policy. 👉 The recognition of the Donetsk & Lugansk People’s Republics, the start of the Special Military Operation in accordance with Article 51 of the UN Charter, the referendums held in the DPR & LPR and the liberated territories of the Zaporozhye & Kherson regions and their subsequent integration into Russia – these events will forever go down in the history of Russia. They put an end to 30 years of Russia’s honest attempts to develop equitable relations with the collective West. ✍️ Russia & other like-minded countries adopted a political declaration in support of the inviolability of the UN Charter. ✍️ An overwhelming majority of states members of the UN GA approved the annual Russia-initiated resolution on combating the glorification of Nazism. ✍️ At Russia’s initiative, the Joint Statement of the Leaders of the 5 Nuclear-Weapon States on Preventing Nuclear War & Avoiding Arms Races was adopted in January 2022. ✅ International cooperation within the framework of the #EAEU, #SCO & #BRICS made rapid headway. ✅ Allied relations with Belarus continued to grow stronger. ✅ Several major initiatives have been implemented within the framework of the #CIS aimed at strengthening integration ties in all spheres of the organisation’s activities. ✅ The mechanisms of the #CSTO operated efficiently. Russian diplomats have significantly stepped up efforts to achieve the peaceful settlement of international conflicts. Russia extensively supported stabilising the situation in Afghanistan. #Announcement 🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues. Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #ASEAN, #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations. The agenda of the 13th forum focuses on international security cooperation 🗓 The 5th ASEAN-Russia Consultations of the High Representatives for Security Issues will be traditionally held on the sidelines of the event. 🚩 The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats.
