Russia is demanding that Ukraine surrender roughly 5,000 sq km of Donetsk—the last area still under Ukrainian control. Ukraine refuses to give up land it still holds, and polls show most Ukrainians reject territorial concessions. Rubio acknowledged that “it’s still a gap,” but the talks have narrowed to this issue.
