📄Article by Dmitry Medvedev, Deputy Chairman of the Security Council of the Russian Federation (December 13, 2024)
National identity and political choice on the example of Russia and China
✍️ The people of Russia and China are united by the bonds of friendship and neighbourliness based on deep historical traditions. In 2024, we marked 75 years of our diplomatic relations and the 75th anniversary of the People’s Republic of China. Despite the fundamental shifts underway in the world due to the rise of a multipolar world, some factors have not changed for decades. Russia and China remain responsible for the present and future of humanity. We will continue working together to implement this challenging mission, settling the problems we inherited from the past, which I would like to dwell on in greater detail.

Key points:
🔹 The Western civilisation has always tried to impose its will on external players throughout its history. Its most effective method was not inflicting a direct military defeat on them, which Europe could seldom accomplish due to the permanent shortage of material and human resources. It employed a much simpler strategy of destroying the existing power structures from within and by proxy. The Western world tried to prevent people from joining forces to repel the enemy, and to incite rivalry and dissent among them. <...> The ultimate form of such policy is the divide et impera – divide and rule – principle.
🔹 The current-day Anglo-Saxon powers have long devised and implemented strategies to encourage separatism for all those who oppose their aggressive meddling in the internal affairs of states worldwide.
🔹 Western forces are acting against us according to the same hypocritical principle of “divide et impera.” Their establishments and Ukrainian ideologues are persistently attempting to apply the Taiwanese, Hong Kong, and other experiences (including Manchukuo) in Ukraine. Their aim is to demonstrate that Russians and Ukrainians are as disparate as possible, to sever Ukraine from Russia, to sow discord, and to create ethnic divisions.
🔹Russians and Ukrainians are one people. Historical attempts to drive a wedge between us are utterly unfounded and criminal. All those Vygovskys, Mazepas, Skoropadskys, and Banderas, throughout different eras, found themselves dashed against the pan-Russian wall. It will be no different now.
🔹 In addition to the unfettered supply of arms to Taiwan, there is a deliberate tendency to turn a blind eye to the efforts of the Taiwanese administration to “de-Sinicise” and “Taiwanise” the island. This is achieved through the implementation of policies aimed at fostering the so-called Taiwanese identity or Taiwanese consciousness – encouraging the self-identification of its inhabitants as “some kind of Taiwanese detached from their roots” and not Chinese.
🔹 The classical principle of Western 'civilisers', “divide et impera,” inflicts untold suffering and hardship across the globe, serving as a source of numerous ethnic and socio-cultural conflicts, as well as pervasive economic inequality. This was true in the past, and it remains so today.

📰 Foreign Minister Sergey Lavrov’s article for Rossiyskaya Gazeta on the occasion of the 75th anniversary of diplomatic relations between the Russian Federation and the People’s Republic of China (October 3, 2024)
🇷🇺🇨🇳 Russia and China: Partnership and friendship forged by time
💬 This year, alongside our Chinese partners, we mark a significant milestone which is the 75th anniversary of diplomatic relations.
The history of Russian-Chinese relations spans centuries, but October 2, 1949 holds a special place in it. On the second day after the founding of the People’s Republic of China, the Soviet Union recognised the New China and established diplomatic ties with it. In the early days of China as a fledgling state, the Soviet Union provided substantial support to it.
Over the decades, the bilateral relationship has faced numerous strength tests, but, most importantly, we have shown strategic wisdom and perseverance. We succeeded in building an exemplary model of relations between neighbouring great powers rooted in neighbourliness, friendship, and cooperation.
Russia has invariably placed high importance on strengthening cooperation with its great neighbour.
Key points:
• Today, Russian-Chinese cooperation has evolved to become a comprehensive partnership and strategic interaction on the cusp of a new era. According to our leaders, bilateral relations have soared to an unprecedentedly high level and never stop to be enriched with new content.
☝️We firmly believe that Russia needs a prosperous and stable China, just as China needs a strong and successful Russia.
• In this day and age, as the world is undergoing truly tectonic shifts caused by the emerging multipolar international order, the Russia-China strategic partnership serves as a balancing force in international politics and contributes directly to the economic growth and the well-being of the people in both countries.
• It is gratifying to note that, despite various restrictive measures imposed by the United States and its allies, the economies of Russia and China continue to grow dynamically. Our countries’ economic structures are highly complementary. For many years now, China has been our primary trading partner.
• Our countries’ close interaction in the international arena is highly commendable. The Russia-China foreign policy partnership strengthens the legal foundations of the multipolar world order, takes into greater account the interests of the Global South and the Global East, helps overcome the legacy of colonialism, and counters modern neocolonial practices.
👉 Since the security system in Europe and the Euro-Atlantic region has been fully discredited by United States and other NATO countries, we suggest deploying serious collaborative efforts to build new Eurasian security architecture based on the regional- solutions-to-regional-problems principle, anchored in equality and indivisibility, and grounded in the existing multilateral associations within Eurasia.

🇷🇺🇨🇳 President of Russia Vladimir Putinmet with Vice President of the People's Republic of China Han Zheng at the Far Eastern Federal University.
💬President Putin: In October 2024, we will mark 75 years since the establishment of diplomatic relations between our countries. That event had a profound impact on our bilateral relations and on development of modern China and our interstate ties.
As per our agreement, we hope to see President of the People’s Republic of China Xi Jinping at the upcoming BRICS summit. I propose holding a bilateral meeting during that event.
Thanks to our joint efforts, relations between China and Russia have reached an unprecedented level. We attach great importance to interregional cooperation. I hope that during our meeting today and our work at the Eastern Economic Forum tomorrow, we will have the opportunity to explore and identify new areas for cooperation.
We are grateful to the President of the People’s Republic of China for sending such a substantial delegation to this forum. I would like to thank you for leading this delegation and for taking part in our joint work.

We are establishing subsidiaries of Russia’s leading world-class museums, theatres and musical venues here. I know that some performers who are popular with Chinese audiences have visited China many times, and have recently been on another tour. I hope that Vladivostok will also become a prominent hub for cultural exchanges and attract tourists from Russia, from all over the world and especially from China, which is our friend.

🇷🇺🇨🇳 President Vladimir Putin and President of the People’s Republic of China Xi Jinpingheld talks in Beijing.
💬 Vladimir Putin: One and a half years after my last visit, all of us, our large delegation, are in Beijing again. We can see that the city is developing and prospering, and we are very glad for our Chinese friends.
Your idea of promoting wide-ranging cooperation between the countries of the historical Silk Road, which was put forward ten years ago, has gained momentum.
You have just outlined a very strong and extensive programme to further promote your road and destiny idea intended to benefit, in effect, as you say yourself, the whole of humankind. We sincerely wish you success in this noble undertaking.
Under the difficult present-day conditions, it is particularly relevant to maintain close foreign policy coordination, something we are doing now. Today, we will discuss all of this, including, and primarily, our bilateral relations.

🇷🇺🇨🇳 On September 18, Moscow hosted talks between Foreign Minister Sergey Lavrov and Foreign Minister of the People’s Republic of China Wang Yi.
The Ministers spoke highly of the current state of Russian-Chinese relations which continue to develop dynamically despite the unstable and tense international political situation.
They discussed topical issues on the bilateral agenda in the context of implementing agreements between the leaders of Russia and China, the issue of highest- and high-level contacts, as well as preparations for Russia’s participation in the Third High-Level Belt and Road Forum for International Cooperation, due to take place in Beijing this coming October.
They conducted an in-depth exchange of opinions regarding collaboration at the UN, including the UN Security Council reform.
They noted the importance of further deepening effective coordination within the SCO and BRICS in the context of these organisations’ growing prestige and expanding membership, as well as at the G20, ASEAN-centric associations, APEC and other international formats.
☝️ The ministers also discussed the current developments in Ukraine in detail and noted that attempts to resolve the crisis without taking Russia’s interests into account and without involving it in the peace process had no future.
Sergey Lavrov spoke about the main results of the official visit to Russia by Kim Jong-un, President of the State Affairs Commission of the Democratic People's Republic of Korea.
🤝 The Sides noted their similar positions regarding US actions on the international scene, including those with an anti-Russia and anti-China bias. Wang Yi informed Sergey Lavrov about the contents of his talks with the US President’s National Security Adviser Jake Sullivan. The ministers discussed a number of other issues of mutual interest.
The talks took place in a trust-based and constructive atmosphere, a salient feature of the Russian-Chinese dialogue.

🇷🇺🇨🇳 President Vladimir Putinmet with Vice Premier of the State Council of the People's Republic of China Zhang Guoqing.
💬 Vladimir Putin: Thanks primarily to the efforts of our governments and business circles, Russia-China relations in this area – the area of economic cooperation – have reached a very high level.
Of course, this is a derivative of what has been achieved in the political sphere, but nevertheless the results are more than good, they are excellent, and every year our trade grows by almost one third.
We highly value and appreciate the fact that, as you mentioned, the President of China made his first foreign visit after his re-election to Russia. This indicates that the relations between Russia and China have reached an unprecedented and historic level in the past few years.
