As a follow-up to the agreements reached by the Presidents of Russia and the United States, including during their latest telephone conversation on July 3, the Ministers reviewed all issues on the bilateral agenda and the global situation.
They also held a substantive and frank exchange of views on the settlement in Ukraine, the situation in Iran and Syria, as well as a number of other international issues.
They have reaffirmed mutual commitment to searching for peaceful solutions to conflict situations and resuming Russian-US economic and humanitarian cooperation and unhindered ties between their countries’ societies, which could be promoted by the resumption of direct flights.

I would like to once again thank my US counterpart for the proposal to come to Alaska. It is quite logical to meet here since our countries, albeit separated by oceans, are, in fact, close neighbours. <...>
As you know, Russian-American summit talks have not been held for over four years. That is a long time. This period has proved exceptionally difficult for bilateral relations, and, let’s face it, they have deteriorated to their lowest point since the Cold War. And this does not benefit either our countries or the world in general.
Obviously, sooner or later we had to remedy the situation, to move from confrontation to dialogue, and in this regard, an in-person meeting between the two heads of state was really overdue – of course, with serious and thorough preparations, and this work has been done.
President Trump and I have established very good direct contacts. We have had frank conversations on the phone multiple times. As you know, the US President’s Special Envoy, Mr Witkoff, has visited us in Russia several times. Our aides and heads of foreign ministries have maintained regular contacts.
As you are well aware, the situation around Ukraine is one of the key issues. We acknowledge the commitment of the US administration and President Trump personally to help resolve the Ukrainian conflict, and the President’s willingness to understand the root causes and its origins.
I have repeatedly said that the developments in Ukraine present fundamental threats to Russia’s national security. Moreover, we have always considered the Ukrainian people – and I have said this many times – a brotherly people, no matter how strange it may sound in today’s circumstances. We share the same roots, and the current situation is tragic and deeply painful to us. Therefore, our country is sincerely interested in ending this.
Yet, we are convinced that, for the conflict resolution in Ukraine to be long-term and lasting, all the root causes of the crisis, which have been repeatedly explained, must be eliminated; all of Russia’s legitimate concerns must be taken into account, and a fair security balance must be restored in Europe and the rest of the world. <...>
Hopefully, the understanding we have reached will bring us closer to this goal and open up the road to peace in Ukraine. <...>
Today, we hear President Trump saying: “If I had been president, there would have been no war.” I believe it would have been so. I confirm this because President Trump and I have established a generally very good, businesslike and trustworthy contact. And I have every reason to believe that, as we move along this path, we can reach – and the sooner the better – the end of the conflict in Ukraine.

⚡️Main outcomes of the Russia and United States expert groups meeting (March 25, 2025)
1. In line with the agreement reached by the presidents of Russia and the United States, the Russian and American sides agreed to provide for the implementation of the Black Sea Initiative, which includes ensuring safe navigation, eliminating the use of force, and preventing the use of commercial vessels for military purposes in the Black Sea, while adopting appropriate control measures by inspecting such vessels.
2. The United States will help restore Russia's access to the world market for agricultural and fertiliser exports, lower maritime insurance costs, and enhance access to ports and payment systems for such transactions.
Note:
Clauses 1 & 2 will come into force following:
🔹the removal of sanctions imposed on Rosselkhozbank (Russian Agricultural Bank) and other financial institutions involved in ensuring international food trade (including fish and fish products) and fertilisers, their reconnection to SWIFT, and opening of relevant correspondent accounts;
🔹the removal of restrictions imposed on trade finance operations;
🔹the removal of sanctions imposed on companies producing and exporting food (including fish and fish products) and fertilisers, as well as restrictions banning insurance companies from working with food cargoes (including fish and fish products) and fertilisers;
🔹the removal of restrictions on servicing ships in ports and sanctions against ships flying the flag of Russia, if they are involved in food trade (including fish and fish products) and fertilisers;
🔹the removal of restrictions on supplies to the Russian Federation of agricultural machinery and other goods used in the production of food (including fish and fish products) and fertilisers.
3. Russia and the United States agreed to develop measures for implementing the agreement between the two countries' presidents to ban strikes against energy facilities of Russia and Ukraine for 30 days starting on March 18, 2025, with an option to extend the agreement or to withdraw from it in the event of non-compliance by either party.
4. Russia and the United States welcome the good offices of third countries with a view toward supporting the implementation of the energy and maritime agreements.
5. Russia and the United States will continue working toward achieving a durable and lasting peace.
A list of energy facilities of Russia and Ukraine covered by the temporary moratorium on strikes against the energy system, as agreed upon by the Russian and American sides (March 25, 2025)
1. Oil refineries.
2. Oil and gas pipelines and storage facilities, including pumping stations.
3. Electricity generation and transmission infrastructure, including power plants, substations, transformers, and distribution facilities.
4. Nuclear power plants.
5. Hydroelectric dams.
The temporary moratorium will be in force for 30 days, starting on March 18, 2025, and can be extended by mutual agreement.
In the event of a violation of the moratorium by either party, the other party has the right to consider itself free from obligations to comply with it.

What is interesting are the words said by Western figures, including the response of German politicians when the truth about the recording of conversations between German generals was revealed. Some of them are concerned there was a leak from a secure line. The fact that German weapons and the personnel servicing them are going to be used to attack the Russian Federation, including the Crimean Bridge and ammo depots, is not surprising. They wonder why the secure line turned out to be not so secure. This says a lot.
