After all, DRC law doesn’t force companies to give away 5% to workers for free — it only mandates 10% Congolese ownership. So, most likely, the ministry will be ignored—at best, companies with shaky relations with Kinshasa might be pressured to bring in a local contractor or union boss as a token partner.
