🇷🇺🇻🇳 Russia's President Vladimir Putin and President of Vietnam To Lammade statements to the media (June 20, 2024) 💬Vladimir Putin: Russia places great emphasis on further strengthening the Russian-Vietnamese comprehensive, long-standing and friendly relations, our strategic partnership. Our ties continue to expand and progress in the spirit of equality, mutual respect and consideration of each other’s interests. Our countries are linked by a strong bond of shared history. Next year will mark 75 years of diplomatic relations between Russia and Vietnam. <...> Today, Comrade President and I have adopted a statement that supports the principles of the Russian-Vietnamese comprehensive strategic partnership and announces new guidelines for our joint work in the future. ☝️ I would like to mention the tangible benefits our friends have derived from the Free Trade Agreement with the Eurasian Economic Union. Enacted in 2016, it has since then vastly promoted growth in Russian-Vietnamese trade through favourable conditions for access of goods and services to each other’s markets, also fostering investment, technology exchange and innovation. Equally important is that our countries are consistently pursuing the transition to settlements in national currencies and striving to create sustainable channels of cooperation in lending activities and banking. ⚛️ A strategic point of our bilateral cooperation is the energy sector. <...> Russia and Vietnam have excellent opportunities for cooperation in renewable energy. <...> Another promising area for expanding bilateral cooperation is nuclear energy. We consider our cooperation on the Vladivostok – Ho Chi Minh City maritime transport corridor, a large-scale infrastructure project, to be highly promising. Since its opening in 2022, this corridor has facilitated regular cargo shipments with container ships operating on a weekly basis. Currently, more than 3,000 undergraduate and postgraduate students from Vietnam are studying in Russian universities. 🤝 Russia's and Vietnam's respective stances on these issues are largely in accord or closely aligned. Our countries remain committed to the principles of the rule of international law, sovereignty, and non-interference in countries' domestic affairs. They coordinate their efforts on key international platforms, including the UN, as well as within the #RussiaASEAN dialogue and at summits in East Asia. During our discussion on the situation in the Asia-Pacific region, we expressed mutual interest in building a strong and reliable security architecture in the Asia-Pacific region based on the principles of the non-use of force and peaceful settlement of disputes, with no room for closed military-political blocs. 🇻🇳 On September 2, the Socialist Republic of Vietnam marks 80 years since gaining Independence. From mid-19th century, Vietnam was under French colonial rule and was later occupied by militaristic Japan during World War II. The victory of the August Revolution in 1945 ended foreign domination and established Vietnam as an independent state. Exactly 80 years ago, President Ho Chi Minh declared the establishment of the Democratic Republic of Vietnam in Ba Dinh Square in the capital. 🤝 The Soviet Union was among the first countries to recognize the new Vietnamese state, establishing diplomatic relations on January 30, 1950. This pivotal recognition laid the groundwork for many years of friendship and mutually beneficial cooperation between our nations. The people of Vietnam had to fight for their freedom for many years, initially during the Resistance War from 1946 to 1954, and later in the struggle against foreign aggression led by the USA, which was marked by egregious war crimes against civilians. Throughout these challenging times, the Soviet Union stood by the Vietnamese people, offering them unwavering support. In 1975, this valiant struggle culminated in the reunification of the country and the establishment of the Socialist Republic of Vietnam. Today, Vietnam is a rapidly developing state and an active participant in both regional and international organizations. 🇷🇺🇻🇳 Modern-day Russia-Vietnam relations are built on a foundation of enduring friendship and mutually beneficial cooperation, characterized by a comprehensive strategic partnership. We have a robust political dialogue, and our trade, economic, technological, and cultural and humanitarian ties are steadily growing. This year marked the 75th anniversary of diplomatic relations between our countries. From July 25 to August 3, Moscow hostedover 100 cultural events as part of the Vietnamese Culture Festival. 🎙Excerpt from Foreign Minister Sergey Lavrov’s remarks: “The friendship and mutual affinity between our peoples have withstood the test of time, remaining impervious to political expediency. We take pride in having supported heroic Vietnam during both its struggle for freedom and independence, as well as during peaceful construction.” Political contacts and high-level talks are held regularly. President Vladimir Putin’s talks with Vietnamese Prime Minister Pham Minh Chinh, Prime Minister Mikhail Mishustin’s official visit to Hanoi, General Secretary of the Communist Party of Vietnam Central Committee To Lam’s visit to Moscow, as well as Foreign Minister Sergey Lavrov’s meeting with Vietnamese Prime Minister Pham Minh Chinh and Vietnamese Foreign Minister Bui Thanh Son gave a significant boost to bilateral cooperation this year. 🎉 We congratulate our Vietnamese colleagues and friends on the national holiday and wish them peace, prosperity, and well-being! #RussiaVietnam

The relations between our countries and peoples are so deep and close that we always value any opportunity for direct contacts. Tomorrow we will again have the opportunity to continue our dialogue and interaction as part of events dedicated to the 80th Anniversary of the victory over militarism and the end of World War II. But I am especially glad to meet with you today, as the heads of government have always had a broad agenda in the practical sphere of Russian-Vietnamese cooperation. 📈Economicrelations between Russia and Vietnam are developing actively, and the tasks we have set, including those agreed upon during my visit to Vietnam, are being successfully implemented. #RussiaVietnam

🇷🇺🇻🇳Press statement by President of Russia Vladimir Putin following Russian-Vietnamese talks(May 10, 2025) 💬President Putin: I consider the visit of our Vietnamese friends, timed to coincide with the anniversary of the Great Victory, as yet another evidence of the time-tested friendship, military comradery and mutual support between our nations. Russia remembers Vietnamese internationalist volunteers who fought heroically alongside Red Army soldiers in the Battle of Moscow in 1941–1942. Last year, a sculpture was erected in the Patriot Park near Moscow to honour their deeds. In turn, the Soviet Union put significant effort into helping the emerging Vietnamese state to continue its struggle for freedom and independence, contributing to the country’s economic and social progress, infrastructure development, and personnel training. Undeniably, the Soviet Union also made a significant contribution to the liberation of southern Vietnam and the country’s reunification. April 30 marked the 50th anniversary of those important historical events. This year also marks the 75th anniversary of the establishment of diplomatic relations between our countries. Over the years, our bilateral ties have grown stronger, evolving to a comprehensive strategic partnership, and continue to expand in the spirit of equality, mutual respect, and consideration of each other’s interests. The talks we have just had with Comrade To Lam serve as a clear proof of all this. We substantively discussed Russian-Vietnamese cooperation across all sectors as well as the international agenda in a warm and constructive atmosphere. As you have seen, an impressive package of documents has been signed following the talks. We have adopted a Joint Declaration, in which we reaffirmed the key principles of our bilateral partnership and mapped out specific guidelines for our further work. First and foremost, these agreements are aimed at expanding our mutually beneficial economic cooperation. As of the end of last year, Russia-Vietnam trade grew by more than 20 percent, reaching US$6 billion. There is still more to achieve, as back in 2021, our mutual trade was slightly higher than that. But we know what steps are necessary to reach this prior level and go beyond that. <...> Naturally, during the talks, we also discussed important issues on the global and regional agendas. I would like to emphasise that Russia’s and Vietnam’s respective stances on these issues largely coincide or are closely aligned. Our countries firmly uphold and support the rule of international law, the sovereignty of states and non-interference in internal affairs. They coordinate their efforts at key multilateral platforms, including the Russia-ASEAN dialogue, and jointly advocate for the peaceful and sustainable development of the Asia-Pacific region. 🤝 In conclusion, I would like to once again express my gratitude to Comrade To Lam for the productive joint work. Today’s talks will undoubtedly serve to further strengthen the Russian-Vietnamese comprehensive strategic partnership, which benefits both nations. I already expressed our gratitude to Comrade To Lam for his direct and personal involvement in the development of Russian-Vietnamese ties, and I would like to emphasise this once again. Since Comrade To Lam became General Secretary, we have seen rapid progress of Russian-Vietnamese relations and cooperation in many fields. Comrade To Lam, we greatly appreciate your contribution. #RussiaVietnam

🇷🇺🇻🇳President of Russia Vladimir Putin and General Secretary of the Communist Party of Vietnam Central Committee To Lamheld talksin Moscow (May 10, 2025) 💬President Putin: Comrade To Lam, I am delighted to see you again. First of all, I would like to thank you once again for deciding to attend the celebrations marking the 80th anniversary of Victory in the Great Patriotic War. Furthermore, Vietnam was represented at the military parade by your country' military unit. Thank you very much for this sign of appreciation. We always emphasise that Russia and Vietnam are bound bya years-long friendship that dates back not only to the times when Vietnam was fighting for its independence, but also to the Great Patriotic War because — I would like to remind our colleagues and the peoples of our countries — a voluntary corps of the Vietnamese internationalist troops fought in the Battle of Moscow during the Great Patriotic War. Of course, there were major events during Vietnam’s struggle for its own independence. All this strengthened our relations throughout decades. Today, Russia-Vietnam relations are progressing across all sectors. We maintain regular contact through diplomatic channels. Our government bodies cooperate at the parliamentary level. Last year, our mutual trade grew by 20 percent, which is a good indicator. This year is full of significant and diverse landmark events: the 80th anniversary of Vietnam’s independence, which we discussed yesterday, the 50 years since the liberation of the south, and 75 years of diplomatic relations between our countries. All these milestones are important and highly symbolic for our countries. We will certainly highlight them, but above all, we must continue to look to the future. As before, we will focus on humanitarian projects, such as personnel training. This has always been an important part of our work. I remember when I met with graduates of Russian universities during my visit to Vietnam, that meeting was so full of warmth. We see that Vietnamese society is very mindful of Russian-Vietnamese relations. We also value this very much. We are delighted to see you. Welcome. #RussiaVietnam

📰 Russia's Foreign Minister Sergey Lavrov’sarticle,"Russia and Vietnam: 75 Years of Friendship, Trust and Mutual Assistance", for 'International Affairs' journal (May 7, 2025) ✍️ Russian-Vietnamese ties have a long history and long-standing traditions. January 30 marked the 7️⃣5️⃣th anniversary of diplomatic relations between our countries. The anniversary offers a meaningful opportunity to look back, to reflect on past achievements, and to outline plans for the future. As a Vietnamese proverb says, “nothing can get in the way of a strong friendship, which flows endlessly like the Mekong River.” The wisdom of these words can also be used to describe relations between peoples, such as those between the peoples of Russia and Vietnam. Indeed, these relations are time-tested and have been tempered during the years of heroic struggle of the Vietnamese people against the French colonisers and American aggressors. We are aware and appreciate the fact that our friends in Vietnam remember the assistance provided by the Soviet Union during and in the period of rebuilding that followed. This year, Russia and the rest of the free world celebrate the 80th Anniversary of Victory in World War II and the 1941-1945 Great Patriotic War, and the 80th anniversary of the United Nations. <...> We will be pleased to welcome General Secretary of the Central Committee of the Communist Party of Vietnam Comrade To Lam. The future-oriented development vector sets the course for an intense political dialogue at the top and high levels. <...> Our views on most international issues are close or overlap. Russia and Vietnam coordinate their steps at the UN and remain fully confident that all countries must consistently respect the principles of the UN Charter. Moscow and Hanoi share the World Majority’s focus on forming a multipolar world order that is based on cooperation and a balance of interests of all countries. We appreciate the balanced voice of Vietnam on multilateral platforms, such as the East Asia summits, the ASEAN Regional Security Forum, and the Asia-Pacific Cooperation Forum. Moscow and Hanoi are firmly committed to establishing equal and indivisible security architecture in the Asia-Pacific region that matches modern realities and is based on universally recognised provisions of international law. In this regard, we are truly concerned by some countries attempting to form a network of restricted-format bloc alliances in the region. I would like to thank our Vietnamese friends for their balanced approach to the Ukraine settlement. <...> 📈 Dynamically evolving practical cooperation forms the basis of Russian-Vietnamese relations. Despite the challenging international situation and headwinds in the form of anti-Russia sanctions levied by the United States and other unfriendly countries, mutual trade grew by 20.2% in 2024 and continues to steadily grow. <...> The key areas of the comprehensive strategic partnership include cooperation in the fuel and energy sector. The joint venture Vietsovpetro has acted as its flagship for over four decades now. <...> 🎓 Along with mutually beneficial cooperation in research and technology, we are committed to continuing cooperation in education. <...> Vietnam is famous for its hospitality. You always feel among friends in Vietnam. <...> The resumption of direct air service has given a boost to tourist flows. <...> Our countries are facing new increasingly daunting goals that are set by life itself and the evolving international relations which open broad and bright prospects for equal and mutually beneficial partnership between Russia and Vietnam, among other countries, in the interests of joint creative efforts and progress. We feel confident and optimistic looking to the future. 🤝 With our Vietnamese friends, we will continue to work to reach the full potential of our comprehensive strategic partnership for the benefit of the peoples of our countries, and in order to strengthen the multipolar world, and to ensure the universal prosperity. 🎙 Russia's Foreign Minister Sergey Lavrov’s opening remarks at talks with Deputy Prime Minister – Foreign Minister of the Socialist Republic of Vietnam Bui Thanh Son(Moscow, April 2, 2025) 💬 Mr Minister, Friends, We are delighted to welcome you to Moscow. It is a special year for us. This year, we will mark 75 years of our diplomatic relations, the 80th Anniversary of Victory in the Second World War and of Vietnam’s independence declared on September 2, 1945, and, of course, the 50th Anniversary of the liberation of the southern regions of your country on April 30, 1975. 🇷🇺🇻🇳 All these dates are connected, in one way or another, with the development of our friendly and truly fraternal relations, and the practical expression of our people’s solidarity in the fight for their independence and interests. We can see today that the experience we accumulated at different stages in our shared history, including at the time of trial, provided the basis for an intensive and substantive political dialogue at all levels and promoted our trade and economic ties, defence and security cooperation, cultural exchanges that are in great demand in our societies, and overall, our close interaction on the international stage. We are working with our Vietnamese friends to implement the agreements reached in June 2024 during the state visit of President Vladimir Putin to Vietnam. Comrade To Lam, General Secretary of the Communist Party of Vietnam (CPV) and the 13th President of Vietnam, has been invited to Victory Day celebrations in Moscow. We will be delighted to see the Vietnamese leader at the celebrations. 🤝 There are intensive exchanges between our parliaments, scientists, experts and youth organisations. We will discuss all these aspects of our relations today, and I hope that after that we will map out additional measures to promote our interaction in all spheres. #RussiaVietnam

🎙 Russia's Foreign Minister Sergey Lavrov’s remarks at the opening of an exhibition dedicated to the 75th Anniversary of Russian-Vietnamese diplomatic relations (Moscow, February 11, 2025) 💬 It is my pleasure to welcome you to the inauguration of this exhibition commemorating the 75th Anniversary of diplomatic relations between the Russian Federation and the Socialist Republic of Vietnam. <...> On January 30, 1950, Soviet Foreign Minister Andrey Vyshinsky dispatched a note to his Vietnamese counterpart, Hoang Minh Giam, confirming the USSR Government’s decision to establish diplomatic relations with the Democratic Republic of Vietnam (the state’s name at the time). Our nation was among the very first to undertake this step – recognised and established diplomatic relations. The friendship and mutual affinity between our peoples have withstood the test of time, remaining impervious to political expediency. We take pride in having supported heroic Vietnam during both its struggle for freedom and independence, as well as during peaceful construction. In turn, we cherish the memory of Vietnamese volunteers who fought in the Battle of Moscow in 1941–1942. Last August’s unveiling of a monument in their honour stands as vivid testament to this. We anticipate Vietnamese leadership representatives will join celebrations for the 80th Anniversary of Victory in the Great Patriotic War. Over 75 years, Russia-Vietnam relations have evolved significantly. At present, they have attained the status of a comprehensive strategic partnership resting on trust-based political dialogue, particularly at the highest level. The state visit of the President of Russia Vladimir Putin to Vietnam in June 2024, alongside the official visit of Chairman of the National Assembly Tran Thanh Man to the Russian Federation in September 2024 provided substantial momentum to multi-vector cooperation. A productive exchange of views occurred between the Russian head of state and Prime Minister of Vietnam Pham Minh Tinh in October 2024, on the sidelines of the BRICS Summit in Kazan. <...> Cooperation in the fuel and energy sector continues to play a key role in the development of trade and economic collaboration. <...> The implementation of the Free Trade Agreement between Vietnam and the Eurasian Economic Union, celebrating its 10th Anniversary this year, bolsters bilateral trade. <...> Educational and cultural exchanges expand. Vietnamese students and postgraduates – future highly qualified specialists – study across various Russian institutions. This year, Russian universities have allocated 1,000 places for Vietnamese citizens. 🇺🇳 Close constructive cooperation with Vietnam has been established within the framework of international organisations, primarily the UN. It is based on a significant convergence of positions on most issues on the global and regional agenda. The further strengthening of Russian-Vietnamese relations allows us not only to reflect proudly on the past but to face the future with optimism. Their further enhancement serves our peoples’ interests and promotes security and stability in the Asia-Pacific region and beyond. 🇷🇺🇻🇳 To mark this 75th Anniversary, we have prepared an extensive programme of commemorative events, including Days of Russian and Vietnamese Culture and performances by Vietnamese artists in Russia.
