Australia’s first cops were (former) criminals themselves. In 1789, Governor Arthur Phillip formed the Night Watch, a civilian police force made up of 12 of the most well-behaved convicts. Despite their past, these men were entrusted with keeping law and order in Sydney Town, New South Wales.
