Andrei Yakovlev: There is obviously a high level of corruption in Russia, but now it is primarily political corruption at the highest level. On the lower and middle levels, in my view, it has decreased in recent years, and the bureaucracy has become more effective. And that can help to explain the current relative stability of the Russian economy in the conditions of war.
