The country's political instability after the collapse of the Soviet Union and economic decline led to a surge in violence. Doing business became life-threatening. Novgorod was hit the hardest because of its proximity to Moscow and Saint Petersburg. The criminal activity from the two capitals added to its own. Aleksandr Sadriyev was a very successful businessman, well known and respected by both the people and the authorities of Novgorod. His retail chain was doing well and invoked envy from the criminal circles who wanted a share of his profits.
