🗣 In his remarks, the Russian President highlighted BRICS’ growing role as a key center of global governance and stressed the importance of expanding the group based on equality, mutual respect, and the sovereign right to choose development paths.
📊 According to IMF data for 2025, BRICS accounts for 40% of the global economy, with a combined GDP (PPP) exceeding $77 trillion – far ahead of the G7’s $57 trillion.
💬Key points from President Putin’s speech:
– The world is undergoing tectonic shifts. The outdated unipolar system is giving way to a just multipolar order.
– Expanding the use of national currencies is vital. In 2024, over 90% of Russia’s transactions with BRICS partners were in the ruble and friendly currencies.
– BRICS is building an open cooperation architecture with the Global South and East – 10 countries already hold BRICS Partner status.
– Traditional values, equality, and civilizational diversity are becoming the foundation of a new globalization model.
– Developing an independent BRICS payment and settlement system is a strategic priority.
📄The Rio de Janeiro Declaration was adopted at the summit under the theme “Strengthening Global South Cooperation for a More Inclusive and Sustainable Governance.”
It includes:
✅ A reaffirmation of commitment to multilateralism and comprehensive UN reform, including Security Council expansion to better represent developing countries
✅ Strong condemnation of unilateral sanctions and the June 2025 military strikes against Iran
✅ Condemnation of terrorist attacks on Russian civilian infrastructure (May–June 2025)
✅ Support for the Palestinian people’s right to self-determination
✅ Emphasis on “African solutions to African problems” as a basis for conflict resolution on the continent

Strengthening Multilateralism for Just Global Development and Security
✍️ We reiterate the importance of further enhancing BRICS solidarity and cooperation based on our mutual interests and key priorities and further strengthening our strategic partnership.
We reaffirm our commitment to the BRICS spirit of mutual respect and understanding, sovereign equality, solidarity, democracy, openness, inclusiveness, collaboration and consensus. As we build upon 16 years of BRICS Summits, we further commit ourselves to strengthening cooperation in the expanded BRICS under the three pillars:
✅ political and security;
✅ economic and financial;
✅ cultural and people-to-people cooperation;
and to enhancing our strategic partnership for the benefit of our people through the promotion of peace, a more representative, fairer international order, a reinvigorated and reformed multilateral system, sustainable development and inclusive growth.
We welcome the considerable interest by countries of the Global South in BRICS and we endorse the Modalities of BRICS Partner Country Category. We strongly believe that extending the BRICS partnership with EMDCs will further contribute to strengthening the spirit of solidarity and true international cooperation for the benefit of all. 🇺🇳 We reaffirm our support for a comprehensive reform of the United Nations, including its Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase the representation of developing countries in the Council’s memberships so that it can adequately respond to prevailing global challenges and support the legitimate aspirations of emerging and developing countries from Africa, Asia and Latin America, including BRICS countries, to play a greater role in international affairs, in particular in the United Nations, including its Security Council.
We recognise the crucial role of BRICS in the process of improving the international monetary and financial system (IMFS), with a view to making it more responsive to the needs of all countries.
👉Enhancing cooperation for global and regional stability and security
We strongly support enhanced BRICS dialogue on policy and security issues.
We reiterate our unequivocal condemnation of terrorism in all its forms and manifestations whenever, wherever and by whomsoever committed.

We underscore the need to reform the current international financial architecture to meet the global financial challenges including global economic governance to make the international financial architecture more inclusive and just.

💬 The meeting of the #SCO Council of Foreign Ministers has just concluded in the city of Tianjin. This marked the culminating stage of preparations for the upcoming SCO Summit, which will likewise be held here in Tianjin in late August — early September of this year.
All participants unanimously acknowledged the business-like, focusednature of our efforts. In this context, we attach particular significance to this morning’s meeting with President of the People’s Republic of China Xi Jinping, who shared his assessments of joint efforts under China’s chairmanship and his vision of the key tasks for the progressive development of our Organisation.
🌐 The discussion confirmed a shared understanding of the growing importance of the SCO’s collective potential in both regional and global affairs. <...> The prevailing trend towards further consolidation of the SCO and the enhancement of its role on the international stage is encouraging.
We affirmed that our common approach of strengthening the SCO as oneof the central pillars of a more equitable, #MultipolarWorld order remains unchanged. <...> Considerable number of nations are seeking to join the SCO’s work.
The geographical scope of our structure spans a significant portion of the Eurasian continent. We noted that cooperation within our Organisation objectively contributes to the creation of an architecture of equal and indivisible security across Eurasia.

We expressed support for further expanding the SCO’s engagement with external actors. A new step in this direction will be the upcoming high-level meetings in the #SCO format at the Tianjin Summit — the first of their kind. We anticipate the participation of representatives from approximately 30 states and multilateral organisations in this event. This underscores the SCO’s growing constructive agenda and its appeal to nations of the #GlobalSouth and the #WorldMajority.
We provided our colleagues with detailed assessments of the latest developments in Ukraine and reaffirmed our well-known approaches to resolving the crisis, repeatedly articulated by President of Russia Vladimir Putin. In turn, our partners demonstrated an understanding of these positions.
Once again, we emphasised the necessity of addressing the root causes of the conflict, recognising the existing territorial realities <...>.
Regarding the developments in the #MiddleEast, it was noted that sustainable stabilisation in the region is impossible without a just and comprehensive resolution of the Palestinian–Israeli conflict.
These strategic guidelines, building on the accumulated experience of the ongoing upgrading, will be enshrined in the SCO Development Strategy through 2035. 👉 The resolutions adopted by Leaders on the aforementioned matters will establish a foundation for effective preparations in advance of the Meeting of the SCO Council of Heads of Government, scheduled for November 17–18, 2025, in Moscow under Russia’s chairmanship.

Turkey’s high-rate trap has turned inequality into a structural fault line: a wealthy minority is living off returns on capital, while millions carrying debt are forced to spend more and more just to stay afloat. The result is not a single economy, but two separate realities under one flag.
