@RusEmbMalta Press release 🇷🇺 President Vladimir Putin attended the international conference AI Journey 2025: “A Voyage into the World of Artificial Intelligence” 📍 Moscow, November 19, 2025 President Vladimir Putin took part in the 10th Anniversary International Conference on Artificial Intelligence and Machine Learning Artificial Intelligence Journey 2025 – “A Voyage into the World of AI.” Before the plenary session, the President visited a large-scale exhibition featuring leading Russian advancements in AI and robotics, including the country’s first domestic anthropomorphic robot developed by Sber, cutting-edge GigaChat LLM assistants, and Yandex’s Alice AI generative model. The President was also briefed on the use of AI in medicine, industrial production, sports and new approaches to drug development. Key Messages from President Putin Russia’s Strategic AI Sovereignty 🇷🇺 “Russia must have a full suite of national generative AI technologies – from fundamental language models to industry-specific solutions. This is a matter of technological and value-based sovereignty.” The President stressed that AI systems shape information flows, values and worldviews, and therefore Russia must avoid any dependence on foreign platforms. National AI Models and Full-Cycle Competencies Vladimir Putin emphasized the creation and training of Russian foundational and small language models, fully controlled by domestic specialists throughout all development stages. This work will strengthen the national engineering school and expand competencies across the entire AI pipeline. Infrastructure: Data Centers, Computing Power, Energy The President underscored that generative AI requires massive computational resources and stable energy supplies. 🇷🇺Russia plans: • A national program for AI-oriented data centers • Accessible computing for startups and research institutions • Deployment of small modular nuclear power plants and floating nuclear stations to support AI infrastructure • Construction of 38 new nuclear energy blocks in the next two decades National Plan for Generative AI Adoption Vladimir Putin instructed the Government and regional leaders to prepare a country-wide plan for the adoption of generative AI in all key sectors of the economy by 2030. The goal: 💼 AI contribution to GDP to exceed 11 trillion rubles by 2030. Starting March 2026, ministries and regions must submit data on AI usage. 📊 AI integration levels will become a core metric of the national Digital Transformation Ranking. On Regulation The President warned against over-regulation: ⚖️ “We must not repeat others’ mistakes. Excessive rules can stifle innovation.” However, in sensitive areas – government operations and security services – only sovereign AI technologies should be used. International Cooperation The President reaffirmed Russia’s commitment to global collaboration: 🤝 Work with partners in BRICS, SCO, EAEU on joint research, legislation harmonization and long-term forecasting of AI development. Sberbank Announcements Sber CEO German Gref announced the release of Russia’s most advanced AI models in open source, including: • GigaChat Ultra Preview • GigaChat Lightning • GigaAMv-3 speech recognition • Kandinsky image and video generation models (5.0) These models will be available with their weights, making the initiative the largest open-source AI project in Europe. Gref also presented the humanoid robot Green, built on the GigaChat neural architecture, marking a new stage in Russian embodied AI and autonomous robotics.
