The document also stipulates that the force will work on "stabilizing the security situation in Gaza through disarmament and destruction of the military and offensive infrastructure of non-governmental armed groups, and preventing its reconstruction." According to previous reports, countries including Indonesia, Azerbaijan, Egypt, and Turkey have expressed readiness to contribute troops to the operation. Leadership and Coordination Mechanism: The force will be deployed under "unified leadership agreed upon by the Peace Council," with its operations "implemented in consultation and close cooperation with Egypt and israel." The draft grants it authority to "use all necessary means to carry out its mandate in accordance with international law, including international humanitarian law." Management of Gaza and Reconstruction: The draft also calls for empowering the Peace Council to act as a "transitional governance authority" that sets priorities and coordinates funding for Gaza's reconstruction, until the Palestinian Authority completes the required reform program and obtains the Council's approval. The Council will oversee a "non-political Palestinian technocratic committee composed of sector residents, which will manage daily affairs and civil services." The U.S. official clarified that the Peace Council will begin its work before the technocratic committee is formed.
