For those asking how to make Circle to search work (on builds with it enabled already), you can do 2 things 1. Clean flash, update Google app from Play store and setup Google Assistant and download updates for it. 2. If you dirty flashed, uninstall Google app update and clear data the app as well, and it should be fine afterwards. Make sure the option 'Hold handle to search' is toggled and try to change navigation modes once.
