This is actually working as intended. Low lifetime values in IPv6 Router Advertisements have an outsized impact on battery life, since they force the device to wake up very frequently and packet filtering offloads (such as Android Packet Filtering) become ineffective as they can only filter for a fraction of the Router Advertisement's lifetime. To (drastically) improve your devices battery life, we have added kernel and Android Packet Filtering support to ignore any Router Advertisement section with a lifetime < 180s. I recommend fixing your network by providing longer lifetime values if you can.
