The investigation points to a specific group within the IDF that regularly executed civilians without any soldiers facing charges. One example given involves the far-right Israeli Minister Ben-Gvir, who regularly grants promotions to IDF troops involved in extra-judicial killings. The report describes a case in which he promoted an officer whose Border Police unit killed two unarmed Palestinians in the city of Jenin. The promotion was awarded after footage of the execution surfaced online.
