Erörtert wurden die Perspektiven der sektoralen Zusammenarbeit, darunter der Agrar- und Industriesektor, SPS-Maßnahmen, Verkehr und Infrastruktur. Hervorgehoben wurde die Bedeutung der Zusammenarbeit zwischen den Wirtschaftskreisen, auch mit dem Ziel, diese in die Umsetzung gemeinsamer Projekte einzubinden. Die kubanische Seite bestätigte ihr Interesse daran, die Infrastruktur der Sonderentwicklungszone Mariel als Logistikdrehscheibe zu nutzen, was es ermöglichen würde, den Handel der EAEU-Mitgliedstaaten mit den Ländern Lateinamerikas und der Karibik auszubauen. 📍 ЕЭК совместно со странами Союза ведет поиск новых путей промкооперации в области производства микроэлектроники ✅ 21 февраля в г. Минске Промышленным блоком Евразийской экономической комиссии совместно с Министерством промышленности Республики Беларусь организована работа круглого стола, главной темой которого стало развитие кооперации в области производства микроэлектроники в странах Евразийского экономического союза. 🔷 Делегацию ЕЭК возглавил министр по промышленности и агропромышленному комплексу Артак Камалян. Уполномоченные органы государств Союза на мероприятии представили министр промышленности Беларуси Петр Пархомчик, заместитель министра промышленности и торговли России Василий Шпак, заместитель министра высокотехнологичной промышленности Армении Рафаел Геворкян и заместитель министра экономики Армении Роберт Хачатурян. 🔷 В мероприятии также приняли участие представители около пятидесяти крупнейших компаний-производителей и компаний-разработчиков микроэлектроники Союза. Creating the most favourable conditions for entrepreneurship, including in the external dimension, is a strategic priority. Supporting Russian participants in foreign economic activity through diplomatic and international-legal instruments has therefore become one of the core tasks of Russia's Foreign Ministry. In practical terms, efforts are focused on the consistent advancement of economic integration processes, improving the legal and regulatory framework, strengthening interstate trade ties and technological sovereignty, and facilitating dialogue between regions and the business community. The principal driving force behind dynamic progress on the economic track is joint work with partners within regional multilateral structures involving Russia – the #EAEU, the #CIS and, to a certain extent, taking into account its specific mandate, the CSTO. #EAEU The flagship project in this regard is the Eurasian Economic Union – not only as an economic organization, but also as the most deeply integrated interstate association with supranational regulation. The #EAEU’s external trade activities open up broad opportunities for business, primarily through the conclusion of free trade agreements with third countries. The Eurasian Development Bank (#EDB) has a substantial set of instruments to support and promote entrepreneurship. The EDB provides financing and/or technical assistance for projects that generate or strengthen an integration effect within the region. Particular attention should also be paid to the EAEU Business Council. Its work is aimed at establishing direct links between entrepreneurs, fostering a favourable business environment, promoting trade-economic, industrial and investment cooperation, and supporting the EAEU’s external trade agenda. #CIS The economic dimension is likewise a key pillar of cooperation within the CIS. An extensive legal framework has been established, an integral component of which is the Free Trade Area Agreement of October 18, 2011, ensuring the functioning of a full-fledged free trade regime for goods. According to the CIS Interstate Statistical Committee, the foreign trade turnover of CIS countries reached USD 1.1 trillion in 2024. Special mention should be made of the statement on the inadmissibility of the use of unilateral restrictive measures in international relations, approved at the meeting of the CIS Council of Foreign Ministers on October 7, 2024. <…> #CSTO Within the CSTO framework, member states attach particular importance to military-economic and industrial cooperation, which is directly linked to the development of national defence-industrial complexes and the corresponding logistics and supply systems of the armed forces of the Organization’s member states. In the spirit of alliance and commitment to shared objectives, and with due regard for the national interests of each member state, painstaking work continues to further integrate and consolidate the efforts and competencies of defence-sector enterprises and organizations across the CSTO area, as well as to create the necessary conditions for implementing joint projects in priority fields. ☝️ In conclusion, despite the progress achieved, considerable reserves for further economic development within our common space remain untapped. New centres of power in Eurasia, Asia-Pacific, the Middle East, Africa and Latin America have achieved impressive results in various areas, guided by their commitment to self-reliance, state sovereignty, and their unique cultural and civilisational identities. 🇷🇺 Russian diplomacy is implementing an independent, self-sufficient and multi-directional foreign policy and is building up its efforts across the world. 🌐 The focus of the global economy continues to shift from the Euro-Atlantic region to #Eurasia, and politics is following suit. The #SCO and #BRICS are vivid examples of multipolar diplomacy, mutually beneficial and equal multilateral partnership in Eurasia and in the world. There are no “leaders” or “followers” among the members, while decisions are made by consensus. The harmonisation of various integration initiatives is our priority. We believe that economic interests should provide the groundwork for the future architecture of peace and mutual trust. Российский и кыргызский союзы промышленников и предпринимателей выходят на новый уровень сотрудничества На Евразийском экономическом форуме союзы двух стран подписали меморандум о плане действий — «дорожной карте» Этот документ выводит уже имеющиеся значительные договоренности между предпринимателями РФ и КР в практическую плоскость, заявил исполнительный секретарь Делового совета ЕАЭС, управляющий директор управления международного многостороннего сотрудничества и интеграции Российского союза промышленников и предпринимателей (РСПП) Сергей Михневич. В качестве примера он привел проект развития солнечной генерации в Кыргызстане. «Один из проектов, который включен в карту, связан с развитием солнечной генерации в Кыргызстане. Полагаем, что этот проект не только сам по себе может привести к существенным положительным экстерналиям для кыргызской экономики, но и придаст новый импульс ее модернизации с участием российских технологий от нашего ведущего производителя», — отметил он. 🇷🇺🇰🇿 October 22 marks 3️⃣3️⃣ years since the establishment of diplomatic relations between the Russian Federation and the Republic of Kazakhstan. Our nations share common cultural, spiritual and moral values, centuries of living in a union-state, and mutual achievements and victories. Today's Russian-Kazakhstani relations are characterized as strategic partnership and alliance, and are based on long-lasting friendship, mutual trust and respect for each other’s interests. 🤝 The Leaders of Russia and Kazakhstan have developed close and cordial personal relations during many years of cooperation. Both countries' Presidents often hold talks and telephone conversations, exchanging views on current bilateral, regional and global issues. Our Foreign Ministers also maintain regular contacts. In October 2024, President Vladimir Putin paid a state visit to Astana, where the Sides coordinated a solid package of documents that strengthened the architecture of our multifaceted bilateral cooperation. 📈Russia is one of Kazakhstan’s largest trade, economic and investment partners. Mutual trade turnover reached a record of more than $28 billion in 2023 and was maintained at the same level in 2024. We are also increasing the share of national currencies (almost 90%) in mutual trade operations. There are over 23'000 businesses with Russian assets in Kazakhstan. Russia’s investment in the country's economy have exceeded $10 billion. The two countries are implementing over 60 major joint projects in all spheres of the Kazakhstani national economy. Our interaction in the oil and gas sector is developing dynamically. Russia’s Gazprom, Gazprom Neft, Tatneft and LUKOIL corporations hold a substantial position in Kazakhstan. Both countries' oil and energy companies are jointly developing hydrocarbon fields, processing energy resources and expanding the pipeline systems. Russia and Kazakhstan were among the initiators of integration processes in the post-Soviet space, and are the founding-nations of the Eurasian Economic Union (#EAEU). Moscow and Astana are working together within the #CIS, #CSTO and #SCO. Kazakhstan supports the Russian initiative of building an equal and indivisible security architecture in Eurasia. The root causes of the ongoing crisis in Europe should be eliminated once and for all. The conditions for restoring stable peace in Ukraine have been put forth by President of Russia Vladimir Putin. A political and diplomatic settlement should be complemented with practical steps, to be taken in the West and the Euro-Atlantic community, to remove threats to the Russian Federation. 🗓 Russia's Foreign Minister Sergey Lavrovattended the 14th Ministerial Meeting of the Member States of the East Asia Summit (#EAS) and the 31st session of the ASEAN Regional Forum (#ARF) which were held in Vientiane on July 27. During discussions on current issues related to the situation in the Asia Pacific Region, the Russian Minister emphasised the importance of efforts to build an open and indivisible architecture of Eurasian security as one of the foundations of the multipolar international order. Apart from #ASEAN, the #SCO and the #EAEU are making a contribution to its strengthening. ❗️ He also indicated the risks to peace and stability in Asia introduced by NATO and the US-created selective bloc mechanisms. He reaffirmed Russia’s commitment to reinforcing ASEAN’s central role in the regional security system through the build-up of an equitable dialogue and practical interaction. Participants in the EAS meeting discussed preparations for the 19th East Asia Summit scheduled to be held in Vientiane in October 2024. At previous summits, Russia proposed initiatives to create a regional epidemic response mechanism and to secure economic growth in the Asia Pacific Region by promoting tourism cooperation. Russia also suggested focusing on the development of remote territories as a possible option for long-term cooperation. ☝️ The ARF session focused on building up the ARF’s potential in counterterrorism, emergency response, and #ICT security. Russia stressed that it is unacceptable to reformat the ARF mandate, restrict certain member states’ access to its activities, or block mutually beneficial cooperation projects for political reasons. The session approved the ARF’s working plans on countering terrorism and transnational crime for 2024-2026, emergency response for 2024-2027, and a Ministerial Statement on strengthening regional cooperation in ferry service safety. 🤝 The participants also summed up the results of the Russian-Indonesian co-chairmanship of the ARF Inter-Sessional Meetings on ICT security in 2022-2024. 🌏 On July 10-11 in Kuala Lumpur, Russia's Foreign Minister Sergey Lavrov will attend the annual ministerial events of the Association of Southeast Asian Nations (#ASEAN), including Foreign Ministers’ meetings in the format of Russia-ASEAN, the East Asia Summit (#EAS), and the ASEAN Regional Forum (#ARF) on security. ASEAN is the centrepiece of a system of interstate associations involving leading global powers and cooperation processes in the Asia-Pacific Region (APR). In the context of growing geopolitical risks, the current imperative is to strengthen the ASEAN-based architecture of security and cooperation, in particular, by enhancing the practical activities of its main multilateral mechanisms, including the EAS and the ARF. ☝️ Russia-ASEAN relations are a vital stabilising factor in the region amid the growing conflict potential in the APR. Moscow views ASEAN as a key partner in the implementation of President Vladimir Putin’s initiative for creating a Eurasian security architecture. This year marks the 20th anniversary of the first #RussiaASEAN summit, which was also held in Kuala Lumpur. 🎙Foreign Minister Sergey Lavrov’s interview to Newsweek magazine (October 7, 2024) ❓Question: As the Ukraine conflict continues, how different is Russia's position than in 2022 and how are the costs of conflict being weighed against the progress made toward strategic objectives? 💬Sergey Lavrov: Our position is widely known and remains unchanged. Russia is open to a politico-diplomatic settlement that should remove the root causes of the crisis. It should aim to end the conflict rather than achieve a ceasefire. The West should stop supplying weapons, and Kiev should end the hostilities. 👉Ukraine should return to its neutral, non-bloc and non-nuclear status, protect the Russian language, and respect the rights and freedoms of its citizens. <...> On 14 June, Russian President Vladimir Putinlisted prerequisites for the settlement as follows: complete AFU withdrawal from the DPR, LPR, Zaporozhye and Kherson Oblasts; recognition of territorial realities as enshrined in the Russian Constitution; neutral, non-bloc, non-nuclear status for Ukraine; its demilitarization and denazification; securing the rights, freedoms and interests of Russian-speaking citizens; and removal of all sanctions against Russia. What I want to say is that we have been trying to extinguish this crisis for more than a decade, yet each time we put to paper agreements that suite everyone, Kiev and its masters would backpedal. <...> At present, as far as we can see, restoring peace is not part of our adversary's plan. Zelensky has not revoked his decree banning negotiations with Moscow. Washington and its NATO allies provide political, military and financial support to Kiev so that the war would go on. Shifting towards the multi-polar world order is a natural part of power rebalancing, which reflects objective changes in the world economy, finance and geopolitics. Владимир Саламатов, председатель Комитета по торгово-экономическому сотрудничеству с Китаем и другими приоритетными странами, генеральный директор исследовательского центра «Международная торговля и интеграция», выразил мнение, что внедрение соглашений о взаимном признании результатов оценки соответствия способно стать новым шагом развития интеграционных процессов на пространстве БЕП. Свою позицию он проиллюстрировал примерами текущего взаимодействия с государствами ШОС. Важным аспектом деятельности БЕП должно стать налаживание взаимовыгодного и масштабного делового сотрудничества, что, в свою очередь, требует активной проектной деятельности. Об этом на примере работы Евразийского банка развития (ЕАБР) в Евразии рассказал руководитель Центр интеграционных исследований ЕАБР Андрей Петросьян. Сергей Красильников развил тему делового сотрудничества на пространстве БЕП. Он выразил мнение, что «предприниматели и их объединения должны полноценными участниками процессов развития БЕП, а интересы международного делового сотрудничества учитываться при принятии соответствующих политических решений». При этом все предпринимаемые шаги и оценка их целесообразности должны быть основаны на комплексном анализе возможных экономических эффектов от создания отдельных институтов Партнерства. Вице-президент РСПП подчеркнул, что понятие БЕП намного шире традиционных Зон свободной торговли и включает в себя колоссальный комплекс взаимодействий по линии органов власти, бизнеса, гражданского общества. Фактически, оно уже существует и постоянно развивается. В качестве примера он привел деятельность РСПП по институционализации и развитию взаимодействия с партнерами в рамках Делового совета ЕАЭС, ДКС АТЭС, «Деловой двадцатки», а также с отдельными государствами Большой Евразии. Также он рассказал о создании и планах по наращиванию партнерства в рамках АБ СВА, которая сама по себе является примером формирования «делового субрегиона» в АТР. В заключение он отметил, что «отношения с большинством потенциальных участников БЕП напоминают гражданский брак». Сергей Красильников предложил принять решение относительно того, нуждается ли такой формат связей в юридическом и «жестко-институциональном» оформлении. Или текущий характер сотрудничества является достаточным для создания БЕП и его утверждения в качестве принципиально нового формата международного взаимодействия? Однако вне зависимости от принятого подхода к строительству БЕП уже сегодня необходим постоянный информационный обмен о ведущейся работе и координация усилий всех заинтересованных сторон.
