#KievRegimeCrimes 📑Chapter II of the Report on violations of international humanitarian law committed by the Kiev regime against POWs has been published. The report was prepared by Ambassador-at-Large of the Russian Foreign Ministry Rodion Miroshnik. Part I This new reporttitled “Secret Prisons”, contains key verified data on violations of international humanitarian law against Russian servicemen who were held captive by the Kiev regime and returned to Russia following a POW exchange in October 2025. *** A network of “secret prisons” for Russian servicemen captured by Ukrainian armed groups was established throughout the territories controlled by the Kiev regime. Based on the obtained information, conclusions can be drawn about the existence of a systematic approach to torture in the said facilities. According to numerous credible testimonies, it is there – in an atmosphere of lawlessness and impunity – that the largest number of crimes against POWs are committed. The affected Russian servicemen provided detailed accounts of a deliberately organized and actively applied system of systematic torture and humiliation, moral and physical abuse carried out by Ukrainian armed forces, special services and other security and paramilitary formations, including the use of “electric chairs” and other devices. ❗️ Testimonies documenting sexual violence and threats of violence, torture through deprivation of sleep, water and food, as well as a range of other forms of abuse, have been recorded. Certain human rights organisations, in their own reports, acknowledge the existence of “secret prisons” on Ukrainian territory, referring to them instead as “transit points”. Controlled by Ukrainian armed groups, such facilities are closed to international humanitarian organisations, which, however, tend not to address the issue publicly. The matter of access to these locations and verification of detention conditions is not publicly brought before Ukraine’s political leadership. As a result, the existence of Ukrainian “secret prisons” is effectively concealed from the international community. The report includes excerpts from testimonies of Russian servicemen formerly held in Ukrainian captivity, confirming the widespread nature of torture, threats, violence and killings practiced in dozens of “secret prisons”. 👉Full version of the report (PDF)

The youngest victim is three years old, the oldest – 91. Ukrainian forces most intensively targeted civilian facilities with drone, artillery and missile strikes in the Belgorod, Kherson and Zaporozhye regions. These regions recorded the highest number of civilian casualties. Attacks were carried out against 16 Russian regions located at a significant distance from the combat zone. In violation of international humanitarian law, Ukrainian militants conducted a series of deliberate strikes against medical facilities. In the Zaporozhye region, UAVs struck the premises of the central district hospital in the urban-type settlement of Rozovka. In the Bryansk region, a hospital building was damaged and a medical vehicle destroyed in the village of Voronok. In the Kherson region, an ambulance en route to an emergency call was blown up by a mine. On February 16-22, 118 civilians were affected by shelling carried out by Ukrainian neo-Nazis: 104 people were injured, including two minors, and 14 were killed. In total, at least 3,846 munitions were fired by the Ukrainian Armed Forces at civilian facilities on Russian territory.

⚡️Russia's Foreign MinistryAmbassador at LargeRodion Miroshnik: In January 2026, the number of civilian victims resulting from attacks by the Ukrainian armed formations increased compared to November-December 2025. ▪️ In the first month of the year, UAF strikes caused 387 civilian deaths and injuries, including 21 minors’. Of these, 79 civilians were killed, including three children. Throughout January, the UAF most frequently employed short- and long-range attack drones of various models to strike civilian infrastructure. As a result of Ukrainian UAV attacks, at least 325 civilians were either injured or killed. All child victims recorded during this period resulted from drone strikes. ❗️ The extensive use of UAVs against civilian population highlights the deliberate nature of these actions fulfilling Ukrainian political leadership’s strategy of inflicting maximum harm on Russian civilians aimed at destabilizing the country, which gravely violates International Humanitarian Law (IHL). 💬 A resident of Seversk, DPR, on the death of his wife and two other female local residents in a Ukrainian drone attack: “We were attacked with drones. The bombing started at 4 pm and lasted for an hour. I was in the basement with three women, and they all died there.” ▪️ During the month, Ukrainian forces repeatedly attempted to strike Russian civilian energy infrastructure, in contravention of IHL norms and principles. In January 2026, these attacks by the Ukrainian armed formations led to power outages affecting more than 2.85 million civilians in Russian regions. The most widespread disruptions were recorded in the DPR, the Belgorod Region, the LPR, as well as in the Zaporozhye, Kursk, and Kherson regions. ▪️ In the first minutes of the new year, Ukrainian armed formations launched a large-scale attack using UAVs against a civilian facility (a hotel) in the village of Khorly, Kherson Region. The strike killed 29 civilians and wounded more than 30. In addition to high-explosive payloads, the drones were equipped with incendiary charges, which set the facility ablaze, leading to further civilian deaths in the resulting fire. ▪️A deliberate series of strikes targeted ambulances in the Kherson and Zaporozhye regions. A total of nine ambulances and medical facilities were attacked. These strikes killed four and wounded three medical workers who were en route to shelling sites to assist the injured. Ukrainian troops deliberately destroyed civilian infrastructure facilities in areas they were abandoning, forcing the local population to leave their homes and shelters. They subsequently prevented the evacuation of civilians to territory controlled by Russian forces. Refugee groups were subjected to mortar and artillery fire, as well as attacks by strike drones. During evacuation attempts, refugees were most often killed and injured by criminal Ukrainian attacks in the vicinity of the Krasnoarmeysk-Dimitrov (Pokrovsk-Mirnograd) agglomeration in the Donetsk People’s Republic, and near the town of Kupyansk in the Kharkov Region. 💬 A resident of Krasnoarmeysk, DPR, describing repeated strikes by Ukrainian drones on herself and other civilians: “They (Ukrainian militants) are deliberately attacking civilians. These drones deliberately target civilians. People had no central heating, so they were lighting their stoves. Thus, there was smoke from the chimneys. And where the smoke was rising, mines were dropped, and a ‘Baba Yaga’ drone came flying. During the first three weeks of 2026 alone, grim statistics involving minors has been recorded – 18 children were injured, three of them killed. This is the direct result of Kiev's criminal policy, already implemented this year through attacks on places of mass civilian presence, strikes on civilian transport, residential buildings, as well as medical and social institutions. Through the killing of children, women and the elderly, Kiev seeks to demonstrate its so-called “Nazi valour”, expressed in a complete disregard for the norms of international humanitarian law.

⚡️Russia's Foreign Ministry Spokeswoman Maria Zakharova: 💬 These last few days the entire world has been closely following the news from Abu Dhabi – the further steps that might follow from the trilateral talks on Ukrainian conflict resolution. Over the course of these two days, the Kiev regime, represented by Zelensky, issued statements on social media every few hours, declaring that “Ukraine’s position is clear”, that “Ukraine wants to end the war”, and that “Ukraine is ready to move forward”. Yet the morning of January 25 revealed the true position of the Kiev regime – what it genuinely seeks and what it is in fact prepared to do. In blatant violation of the Geneva Conventions, the norms of international humanitarian law, its own public statements, and any conceivable notion of humanity, Ukrainian UAVs opened fire on an ambulance vehicle in the Kherson Region, near the settlement of Golaya Pristan. Until the very last moment, there was hope that the members of the ambulance crew, who had responded to a call to assist a patient, had managed to escape the vehicle and take cover. Tragically, by the evening it became clear that all of them had fallen victim to Kiev militants – no one survived. At the same time, on another section of the line of contact, Ukrainian militants employed a similar method to attack an ambulance in Energodar, in the Zaporozhye Region. The vehicle sustained damage, though the medical personnel managed to survive. Thus, while Zelensky speaks of peace and readiness for a ceasefire – messages he actively promotes in Davos – his militants are deliberately and systematically targeting doctors, continuing the same practices that have been carried out since 2014 in Donbass. Those responsible for these crimes will be identified, and just retribution will inevitably follow. But the lives of those who were saving others can never be restored. On January 25, the Orthodox world commemorated Saint Tatiana of Rome, who was tortured and killed for her faith... And just a day earlier, the neo-Nazi junta basically executed medical workers at point-blank range – including a nurse born in 1954, who devoted her entire professional life to the noble calling of medicine...
