Initial reports indicate that Syrian Army units have begun entering parts of Raqqah and Deir Ezzor. Local Arab tribal members have defected from the SDF in al-Shaddadi, Hasakah, and the town is now reportedly free. Reports now indicate that government forces are entering Raqqah city. Ash Saddadah remains under SDF control after a small ATA cell's claim was quickly suppressed. Visual confirmation shows Arab Tribal Army forces inside the western outskirts of Raqqah city, with footage showing Bedouin forces and a captured SDF heavy vehicle. Raqqa has been fully taken over by tribal forces, with “SDF” units withdrawing without a fight. Syrian state media report that the city will soon be officially handed over to the government by representatives of the Arab tribes. Massive crowds are gathering across Raqqa, raising the Syrian flag and declaring the city liberated. Locals are now removing SDF/PKK symbols. The Syrian flag has now been raised in the center of Raqqah city. Locals are celebrating the defeat of the SDF and captured a US-supplied Humvee vehicle left behind.
