Syrian state institutions will now operate in Hasakah, Deir ez-Zor, and Raqqa. The Syrian government will also assume control of border crossings in the region, further solidifying its authority. Key provisions include integrating civilian institutions, transferring oil field control, and incorporating SDF members into the Syrian Ministry of Defense after vetting. Under the Damascus-SDF deal, Syrian forces will take over all state borders with Turkey and Iraq in the northeast from the SDF. The agreement also stipulates the Syrian government's responsibility for prisons and camps holding ISIS members and their families. A comprehensive ceasefire is now in effect, requiring the SDF to withdraw east of the Euphrates as a preliminary step toward redeployment.
