The photo shows the first example of its work. A red block will appear under the text of the post, where Telegram itself explained that Durov did not make such a statement. We are talking about the post where «the Panorama publication reported on Durov's announcement of the messenger's departure from the Russian market», which is indeed not true - Panorama is a satirical media - this was added by the We TON channel later.
