The empire is the only one in the world - the kingdom of all kingdoms. The head of the empire is the emperor, whose power is autocratic and is not limited by anything except the will of God. The power of the Tsar is in symphony with the power of the patriarch. Loyalty to the emperor unites subjects regardless of their origin. The empire is distinguished by the highest culture, self-sufficient economy and meritocracy/aristocracy - the power of the worthy and capable, the best.
