Russia’s Deputy Health Minister Pavel Pugachev believes QR codes may become “the key to information about all the vaccinations of each individual person throughout his life.” In an interview with Izvestia, Pugachev said that "withthe help of such a system it will be possible to assess collective immunity for a particular disease with an accuracy up to a specific region, locality, and predict the risks of the spread of infectious diseases.” Impossible to imagine how such a wonderful health-protecting system could be misused or abused.
