Russia’s regions have launched an aggressive re-injection campaign. It’s important to understand that they are not making this decision independently. On August 23, federal authorities held a video conference with regional officials to discuss “organization of vaccination of the population against COVID-19.” Regions were instructed to: – “develop a plan … aimed at increasing the level of herd immunity”; - “take comprehensive measures aimed at increasing vaccination coverage, paying special attention to patients discharged from inpatient treatment centers, medical and pedagogical workers, and labor unions”; - “increase the pace of vaccination in social service institutions (psychiatric clinics, nursing homes for the elderly and disabled, and other institutions)” 🧐
