In May 2018, Putin signed the decree "On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024", which stated that by 2024, “it is necessary to ensure … [an] increase in thetotal fertility rate to 1.7”. In May 2024, Putin signed the decree “On the national development goals of the Russian Federation for the period up to 2030 and for the perspective up to 2036”, which calls for “increasing the total fertility rate to 1.6 by 2030”. Meanwhile, Russia’s birthrate dropped to 1.4, a figure so catastrophic that it hasn’t been seen since the socioeconomic collapse of the 1990s.
