🎙Remarks by President of Russia Vladimir Putin at the main Plenary Session of the XVII BRICS Summit(July 6, 2025) 💬President Putin: Colleagues, friends. First of all, I would like to join the words of gratitude to President Lula da Silva and the Brazilian Chairmanship for their active efforts in advancing the strategic partnership within #BRICS. It is important that the BRICS countries continue to deepen their cooperation across key sectors in politics, security, the economy and finance, cultural and humanitarian contacts. This group has significantly grown and now includes leading states in Eurasia, Africa, the Middle East, and Latin America. Together, we possess a vast political, economic, scientific, technological, and human potential. 📈 The BRICS countries account for not only a third of the Earth’s landmass and almost half the planet’s population, but also for 40 percent of the global economy, while their combined GDP at purchasing power parity stands at $77 trillion. This is the 2025 data according to the IMF. By the way, BRICS is substantially ahead of other groups in this parameter, including G7 with $57 trillion. Year after year, our group’s global authority and influence continue growing. BRICS has rightfully established itself as one of the key centres of global governance, with our collective voice in support of the global majority’s vital interests resonating ever more powerfully across the international stage. BRICS has many supporters in the Global South and East. The culture of an open partnership and cooperation, mutual respect and consideration for each other’s interests in the group appeals to them. Based on this knowledge, during the summit in Kazan, Russia, in October 2024, we decided to establish a category of BRICS partner states, to develop ad hoc practical cooperation with all interested countries. BRICS has ten partner states to date. 🌐 I will stress that the BRICS countries represent different development models, religions, authentic civilisations and cultures, while unanimously upholding equality and neighbourliness. They prioritise traditional values, the high ideals of friendship and accord, striving to contribute to global stability and security, the prosperity and success of all nations. Without doubt, this constructive approach and unifying agenda are highly relevant amidst the geopolitical challenges of today. We all see that the world is experiencing tectonic shifts. The unipolar system of international relations that once served the interests of the so-called golden billion, is losing its relevance, replaced by a more just multi-polar world. Global economic patterns are changing faster. Everything indicates that the liberal globalisation model is becoming obsolete while the centre of business activity is gravitating towards developing markets, launching a powerful growth wave, including in the BRICS countries. To maximise the emerging prospects, it is important to intensify cooperation within the group, primarily in technology, effective resource development, logistics, insurance, trade and finance. It is important to continue expanding the use of national currencies in mutual payments. It is believed that creating an independent payment and monetary system within BRICS will expedite currency transactions while also ensuring their effectiveness and security. Furthermore, using national currencies in trade within BRICS is steadily growing. In 2024, the share of Russia’s national currency, the ruble, and the currencies of our friendly states in transactions with Russia and other BRICS countries reached 90 percent. 📄Read in full

The traditional paradigm of globalization where the predominant role is played by the so-called developed states of the West is becoming a relic. • Countries of the Global South and East are becoming a main driving force of the global economic growth. Regional organizations such as the African Union, CELAC, ASEAN, SCO, EAEU are playing an increased role. In this context conceptual and practical approaches are being developed to establish a new architecture of world economy based on the principles of equality, multilateralism and non-discrimination in trade, financial settlements, technology, logistics. • BRICS countries account for more than 40% of the global gross domestic product based on purchasing power parity, and together with partner countries this figure is at 45% or 93 trillion dollars. Experts estimate that AI contribution to the global domestic product will be at 20 trillion dollars by 2030. • We will need to address issues related to ensuring universal access to advance developments in this field. ⚡️BRICS Joint Statement on the Escalation of the Security Situation in the Middle East Following the Military Strikes on the Territory of the Islamic Republic of Iran (June 24, 2025) 📃 We express grave concern over the military strikes against the Islamic Republic of Iran since 13 June 2025, which constitute a violation of international law and the Charter of the United Nations, and the subsequent escalation of the security situation in the Middle East. In the face of rising tensions with unpredictable consequences for international peace and security, as well as for the world economy, we underscore the urgent need to break the cycle of violence and restore peace. We call on all parties to engage through existing channels of dialogue and diplomacy, with a view to de-escalating the situation and resolving their differences through peaceful means. ☝️ We express serious concern over any attacks against peaceful nuclear installations, which are carried out in violation of international law and relevant resolutions of the International Atomic Energy Agency. Nuclear safeguards, safety and security must always be upheld, including in armed conflicts, to protect people and environment from harm. In this context, we reiterate our support for diplomatic initiatives aimed at addressing regional challenges. Civilian lives must be protected, and civilian infrastructure must be safeguarded, in full compliance with international humanitarian law. We extend our sincere condolences to the families of the victims and express our solidarity with civilians affected. Guided by the principles enshrined in the United Nations Charter, #BRICS remains committed to promoting international peace and security and to fostering diplomacy and peaceful dialogue as the only sustainable path toward long-term stability in the region. The Russian Federation and the People’s Republic of China reaffirm their comprehensive strategic partnership of coordination in the new era. They firmly uphold the international system with the United Nations at its center, the international order based on international law, and the central role of the United Nations in international affairs. They reiterate the 2016 Declaration of the Russian Federation and the People’s Republic of China on the Promotion of International law. 🔹 2. The Russian Federation and the People’s Republic of China believe that codification and progressive development of international law must take account of the realities of a multipolar world, primarily within the efforts taken under the aegis of the United Nations. They support widest possible participation of States in UN treaties and uniform interpretation and application thereof. They also note the importance of using the potential of regional, subregional and cross-regional multilateral mechanisms, organizations and integration systems such as #BRICS or the Shanghai Cooperation Organization, in elaborating norms of international law, if this is in the best interests of the respective region and participating States. 🔹 8. The Russian Federation and the People’s Republic of China oppose and condemn unilateral sanctions that violate international law, in particular the principles of sovereign equality of States, State immunity and non-interference in internal affairs of States, and are not authorized by the Security Council, as well as long-arm jurisdiction and division along ideological lines, and emphasize that States have the right to conduct normal economic and trade cooperation. 🔹 10. Dinamica actuală a legăturilor comercial-economice confirmă justețea deciziilor adoptate și rezultatele pozitive ale implementării lor. • Orientarea către consolidarea principiilor multipolare în economia globală necesită o implicare mai largă a Sudului în procesele economice mondiale, formarea unui model echitabil de dezvoltare a Africii. Premisele necesare pentru aceasta le vedem în integrarea statelor continentului în lanțurile transfrontaliere de producție și desfacere, nu doar în calitate de furnizori de materii prime, ci și de producători de bunuri intermediare și finite. • Spre deosebire de țările occidentale, Rusia nu condiționează cooperarea economică de considerente politice conjuncturale și nu se amestecă în treburile interne ale statelor suverane. Propunem un model deschis de cooperare reciproc avantajoasă, bazat pe respectarea intereselor naționale ale partenerilor. • Agenda pe care MAE, în tandem cu ministerele de resort, o promovează activ pe plan extern are un caracter constructiv și unificator. Aceasta este orientată spre construirea unei ordini economice mondiale mai democratice, care va înlocui modelele de cooperare învechite, formate pe baza abordărilor neocoloniale occidentalocentrice.

Paradigma tradițională a globalizării, cu rolul dominant al așa-numitelor state dezvoltate din Occident, aparține trecutului. • Țările Sudului Global și ale Orientului devin principala forță motrice a creșterii economice globale. Importanța uniunilor regionale precum Uniunea Africană, CELAC, ASEAN, OCS, UEEA este în creștere. În cadrul acestora se elaborează abordări conceptuale și aplicate pentru formarea unei noi arhitecturi economice mondiale, bazate pe principiile egalității, multilateralismului și nediscriminării în domeniile comerțului, decontărilor financiare, tehnologiilor și logisticii. • Statele BRICS dețin deja peste 40% din produsul intern brut mondial calculat la paritatea puterii de cumpărare, iar împreună cu țările partenere, această cifră ajunge la 45%, sau 93 trilioane de dolari. BRICS reprezintă astăzi peste 20% din comerțul mondial și aproape jumătate din populația planetei. • Ponderea țărilor BRICS în comerțul exterior al Rusiei crește constant și, la sfârșitul anului 2024, a depășit 48%, în timp ce 90% dintre decontările reciproce se efectuează în monede naționale. • Reformarea și depolitizarea instituțiilor de la Bretton Woods este esențială pentru atingerea acestor obiective, astfel încât ele să reflecte raportul real de forțe din economia mondială. Este inacceptabil ca FMI și BM să continue să fie folosite pentru menținerea practicilor neocoloniale. • Tentativele tot mai agresive ale Occidentului de a introduce în dialogul internațional, aproape ca principale criterii, ultimatumuri ideologice bazate pe interpretări occidentale ale drepturilor omului și democrației au un impact extrem de negativ asupra realizării Obiectivelor de Dezvoltare Durabilă ale ONU. • Pentru corectarea dezechilibrelor și mobilizarea resurselor în scopuri de dezvoltare, Rusia a propus înființarea, în cadrul BRICS, a unei Noi Platforme de Investiții, cu participarea Băncii Noi de Dezvoltare (BND). Suntem recunoscători colegilor pentru interesul față de această inițiativă promițătoare. • Inteligența artificială devine o tehnologie critică. Potrivit estimărilor experților, contribuția acesteia la produsul intern brut mondial ar putea ajunge la aproximativ 20 trilioane de dolari până în 2030. • Este necesară soluționarea mai multor probleme legate de asigurarea accesului universal la cele mai avansate dezvoltări din acest domeniu. Inițiativele închise promovate de anumite țări, cu participarea unui cerc limitat de „invitați”, pentru impunerea unor abordări neconsensuale, pot avea cele mai grave consecințe. • Provocările legate de dezvoltarea tehnologiilor digitale sunt de natură transfrontalieră și necesită răspunsuri colective. • Sunt convins că statele BRICS, împreună cu partenerii care le împărtășesc viziunile, vor continua să fie lideri în promovarea unei ordini mondiale multipolare și echitabile, care să asigure condiții favorabile pentru dezvoltarea durabilă a tuturor statelor, fără excepție.
