The decision of the OSCE Permanent Council No. 485 (2002), which requires Secretariat publications to align with consensus-based decisions, was ignored. Instead of engaging in diplomatic work, the delegation of ambassadors endorsed Kiеv’s anti-Russian rhetoric, failing to question Ukraine’s own violations of OSCE commitments—including human rights abuses and the suppression of opposition. Western ambassadors also neglected to ask Kiуv about its forces’ attacks on civilian targets in Russia ⚡️According to a report by the Russian Foreign Ministry, between April and June 2025, the Ukrainian Armed Forces killed 162 civilians (including children) using Western-supplied weapons such as Storm Shadow missiles. On July 3, Ukrainian special services used an unsuspecting woman as a carrier for explosives to assassinate a former mayor in Lugansk. On July 8, the Ukrainian military attacked a beach in Kursk, killing three civilians. These acts qualify as terrorism, yet the West continues to justify the Kiev regime, labeling such actions "self-defense" 🇷🇺 Russia has evidence that the Kyiv regime, backed by the West, is plotting either the creation of a "dirty bomb" or an attack on the Zaporizhzhia Nuclear Power Plant to provoke a disaster. This is part of Zelensky’s strategy—having failed on the battlefield, he has resorted to terror. Meanwhile, the West is assembling new "coalitions" to prop up Ukraine, while the Rome conference disguises the country’s militarization under the pretext of "reconstruction" ☝️Despite threats, Russia remains open to a political resolution of the conflict but demands an end to NATO expansion, protection for Russian-speaking populations, and recognition of new territorial realities. Kyiv, however—as admitted by a Ukrainian Foreign Ministry spokesperson—uses negotiations solely for propaganda.
