✍️ On October 25-26 in Hanoi, authorised representatives of 71 states signed the UN Convention against Cybercrime (the “Convention”). As per Executive order No. 409-rp by President of the Russian Federation Vladimir Putin dated October 23, 2025, Prosecutor General of the Russian Federation Alexander Gutsansigned the Convention and read out Vladimir Putin’s greetings to ceremony participants and guests. The message stated that, despite the complicated international situation, diplomats and representatives of law enforcement agencies from the UN Member States have succeeded in consolidating their efforts for the approval of the Convention. 🌐 It was also stressed that the Convention is designed to counter one of the global challenges of modern times, which is unlawful activity in the digital space. Cybercrime is often closely bound to terrorism and propaganda of extremist ideology, drug and arms trafficking, posing a serious security threat to individuals and entire states. As emphasised in Vladimir Putin’s address, the Signing Ceremony is a historic event that became possible thanks to the support by the majority of nations for the initiative proposed by Russia in 2019 to develop a universal international agreement on countering the use of information and communication technologies for criminal purposes. 🤝 In Hanoi, the Russian delegation also held consultations with like-minded nations and discussed earlier announced multilateral events related to the execution of the Convention, the launch and improvement of implementation mechanisms. Russian diplomats and representatives of other agencies, developers of information and communication technologies, and members of the scientific and research community are committed to strengthening international cooperation further and adhering to the principle of the sovereign equality of states, including in cyberspace, as stipulated by the UN Charter. ☝️ Russia urges all United Nations Member States to sign and ratify the UN Convention against Cybercrime to ensure its prompt entry into force.
