🎙 Russia's Foreign Minister Sergey Lavrov’s opening remarks at a joint meeting of the Collegiums of the Foreign Ministries of Russia and Belarus (Moscow, November 25, 2025) 💬 Today, we are looking back at the outgoing year, which marked the 80th anniversary of Victory in the Great Patriotic War, a sacred holiday for Belarusians and Russians. I would like to express my gratitude to our Belarusian allies for their consistently close cooperation and support in all our joint undertakings. Guided by the Programme of Coordinated Actions in Foreign Policy of the States Parties to the Treaty on the Establishment of the Union State for 2024-2026, we have closely cooperated within the framework of our common Eurasian associations, such as (in addition to the Union State) the #CSTO, the #EAEU, the #CIS, and the #SCO, as well as within #BRICS, the #UN, and the #OSCE. In all of these organisations, we act in solidarity on virtually all international issues. We are implementing important joint initiatives, including those aimed at strengthening security and stability in Eurasia. Diplomatic support of large-scale bilateral cooperation and integration processes within the Union State has remained our overriding priority. Undoubtedly, the Union State is a format that sets the tone for interaction across several areas. In accordance with the resolution adopted by the collegiums and instructions issued by the respective heads of state and government, we primarily focused on promoting cooperation within common integration entities, deepening ties among them, and expanding cooperation with the countries from the Global South. Likewise, we focused on coordinating our efforts on international legal issues, among them countering the West’s sanctions aggression, and other areas. <...> We have facilitated the dialogue between the EAEU and the SCO and BRICS, and the coordination of 2026-2030 EEC-ASEAN Cooperation Programme. We have started looking into the possibility of expanding CIS contacts with African organisations and established cooperation between the CSTO Secretariat and the AU Counter Terrorism Centre. As I mentioned earlier, we have jointly promoted on all international venues the initiative advanced by the President of the Republic of Belarus, Alexander Lukashenko, on the development of the Eurasian Charter of Diversity and Multipolarity in the 21st Century which aligns with the initiative put forward by President of the Russian Federation Vladimir Putin to form a new architecture of equal and indivisible security in Eurasia. <...> We have made significant efforts to expand international support for countering the practice of illegal unilateral sanctions. On the initiative of the Group of Friends in Defence of the UN Charter, of which Russia and Belarus are members and play an important role, the UN General Assembly adopted, in June, a resolution establishing the International Day against Unilateral Coercive Measures. <...> The agenda of today’s meeting is quite extensive. We will begin by discussing issues related to the joint use of humanitarian policy tools, the promotion of traditional values, and the preservation of historical memory. We will then consider matters related to cooperation with friendly states and their associations, as well as our approaches to building relations with the countries whose governments pursue an openly unfriendly policy towards us. This will also include our relations with the organisations that deviate from their own founding principles, do not adhere to impartiality and equal distance, but instead seek to take predominantly pro-Western political positions. We will place special emphasis on sharing experience in foreign policy information support. Following the meeting, we plan to sign a Resolution of the collegiums and a Plan for inter-ministerial consultations for 2026. #RussiaBelarus

✨️ On February 4, Ambassador Albert P. Khorev participated in a seminar titled "25 Years of the Shanghai Cooperation Organization: Towards Fair Global Governance, Shared Sustainable Development, and Multilateral Cooperation," which was held at the National University of Science and Technology (NUST) in Islamabad. ❗️The Russian Ambassador noted that, in its 25 years of existence, the #SCO has firmly established itself as an influential international organization that actively contributes to the formation of a multipolar world order. He emphasized that Russian foreign policy consistently prioritizes steadily strengthening the SCO and enhancing its role in international affairs. Albert P. Khorev emphasized the SCO's growing collective potential, allowing it to be viewed as a reliable foundation for establishing a system of equal and indivisible security in Eurasia. The Ambassador noted the promising prospects for combining the potential of the SCO and the Eurasian Economic Union (EAEU) in the trade, economic, and social spheres. He emphasized that establishing diplomatic relations between Pakistan and Armenia in August 2025 paved the way for a potential free trade agreement between Pakistan and the #EAEU. Ambassador Khorev informed the audience about the trade, economic, social, and sporting events that were held in Russia in 2025 as part of our country's SCO Council of Heads of Government chairmanship. He noted the progress that SCO members have achieved in finance, investment, high technology, the digital economy, energy, and developing small and medium-sized enterprises. He praised the SCO countries' efforts to transition to mutual settlements in national currencies. Albert P. Khorev thanked the SCO partners for supporting Russia's initiative to adopt a special thematic statement in which the leaders of the organization's member states honored the heroic actions of peace-loving peoples during World War II. The statement also reaffirmed the lasting importance of defeating fascism and militarism and confirmed the commitment of our countries to peace and tranquility. He also emphasized the SCO's constructive role in addressing international conflicts, including those in Gaza, Iran, and Afghanistan. The Ambassador outlined Russia's approach to resolving the crisis in Ukraine. He discussed the SCO's collaboration with other international and regional organizations, such as the #UN, the #CIS, and the #CSTO. In conclusion, the Ambassador assured the partners that Russia is committed to supporting Kyrgyzstan's chairmanship in strengthening the SCO in 2026. Other prominent speakers included Special Secretary UN, Foreign Ministry of Pakistan, Ambassador Nabeel Munir; Chinese Ambassador to Pakistan Jiang Zaidong; NUST Rector, Dr. Muhammad Zahid Latif; and NUST Institute of Political Studies Director General, Ashfaque Hasan Khan. SCO Secretary General Nurlan Yermekbayev delivered a welcome speech to the participants via video link. The speakers emphasized the important role of the SCO in promoting sustainable development in Eurasia. They underscored Russia's and China's significant contributions to strengthening peace and stability in Eurasia, as well as Pakistan's active efforts to enhance the SCO's effectiveness.

🎙 Foreign Minister Sergey Lavrov’s remarks during the 9th Ministerial Meeting of Russia and Central Asia (Moscow, April 17, 2026) 💬Sergey Lavrov: I am pleased to welcome you to Moscow. We began our joint work yesterday at the CIS Foreign Ministers Council, and today we are holding the ninth meeting of Foreign Ministers of Russia and Central Asia. This in itself underscores the relevance of this six-party dialogue mechanism. In our view, it is developing successfully and dynamically, to the benefit of all participants. In October 2025, the Second Russia – Central Asia Summit was held in the welcoming city of Dushanbe. During the summit, our leaders approved a Joint Action Plan for 2025-2027 and put forward a number of important initiatives. Our task now is to translate these decisions into concrete steps. The Action Plan serves as a framework document, outlining the key areas of our cooperation: trade, economic and investment ties, transport, energy, healthcare, environmental protection, security, cultural and humanitarian engagement, and migration. Specific projects and initiatives are currently being developed within the six-party working groups established by the relevant agencies of Russia and your countries. As we noted today during the #CIS meeting, our relations are grounded in equality, mutual respect, and careful consideration of each other’s interests. They truly deserve the highest recognition as an example of a modern and forward-looking model of international partnership. Our leaders maintain close and regular communication, both bilaterally and within integration frameworks such as the #CIS, the #EAEU, the #CSTO, and the #SCO. Active contacts are also sustained among heads of government, deputy prime ministers, and the leadership of parliaments, ministries, and agencies. Despite the current geopolitical turbulence – which we examined in detail during today’s CIS meetings – we have succeeded in maintaining a consistently high level of trade turnover. In 2025, it continued to grow, approaching the $50 billion mark. As I have already noted, cultural and humanitarian cooperation continues to develop. Through our joint efforts, and at the initiative of President of Kazakhstan Kassym-Jomart Tokayev,the International Organisation of the Russian Language was established. The Russian language remains a key means of communication not only between Russia and the Central Asian states, but also among the peoples of the broader post-Soviet space. Our approaches to international issues are closely aligned and, in most cases, coincide. We greatly appreciatethat, despite unprecedented external pressure, the Central Asian countries remain committed to their allied obligations, thereby contributing to the dynamic development of our friendly and mutually beneficial relations, both bilaterally and within multilateral frameworks, including the Russia – Central Asia mechanism. I hope that today we will be able to make a tangible contribution to the implementation of the decisions adopted at the second Russia – Central Asia Summit in Dushanbe.

I would like to use this occasion to wish a happy holiday to all Russian diplomats who are working at the Central Office and territorial offices, and diplomats fulfilling their duty abroad. The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable. We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland. Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation. Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis. Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people. ✨️ On February 10, the Islamabad Institute of Strategic Studies hosted a roundtable discussion titled "European and Eurasian Security: The View from Moscow and Islamabad," featuring experts from Russia, including IMEMO RAS Director Feodor Voitolovsky and researchers Gleb Makarevich and Maria Khorolskaya. During their presentations, the Russian researchers discussed the historical conditions that led to the collapse of the Euro-Atlantic security system. They emphasized the importance of the initiative proposed by Russian President Vladimir Putin to establish a security architecture based on the primary regional integration structures — the #CIS, #SCO, #BRICS, #EAEU, and #CSTO — on the Eurasian continent. #Announcement 🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues. Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations. The agenda of the 13th forum focuses on international security cooperation. ℹ️ The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats. During his speech, Ambassador Khorev emphasized the importance of finding ways to strengthen the Eurasian community amid ongoing global turbulence. ❗️Focusing on the collaborative effort between Russia and Belarus to establish a new framework for Eurasian security, Ambassador underscored the accomplishments of Eurasian integration within the context of prominent regional organizations, including the #EAEU, #CSTO, #CIS, and #SCO. He noted that there were no obstacles to Pakistan intensifying its cooperation with the EAEU, including signing a free trade agreement. 🤝 During the discussion, participants emphasized Russia's pivotal role in ensuring food, energy, and military security in Eurasia. 🇷🇺🇵🇰 They discussed opportunities for expanding economic cooperation between Russia, Pakistan, and other regional countries, as well as ways to intensify cultural dialogue, educational exchanges, and academic contacts between the peoples of Eurasia.

🎙 Russia's Foreign Minister Sergey Lavrov’s statement at a meeting of the Council of the #CSTO Parliamentary Assembly (Moscow, April 20, 2026) 💬 On January 1, 2026, Russia assumed the chairmanship of the Collective Security Treaty Organisation. Our tenure proceeds under the motto, Collective Security in a Multipolar World: Common Goal, Shared Responsibility. In collaboration with our allies within the CSTO, we are intensifying efforts to uphold shared approaches to resolving international security issues. Much has already been articulated on this subject today. The foundational documents of the Organisation – and I wish to underscore this with particular emphasis – enshrine the principles of peaceful coexistence among states, the primacy of political and diplomatic methods of resolution, and adherence to the norms of international law, with the United Nations playing a central role. I consider it of fundamental importance that, in the current period, as the West resorts more frequently and extensively to illegitimate use of force, neocolonial methods of diktat, and outright plunder, the CSTO countries are neither altering nor revising the aforementioned goals of their activities. We will not deviate from the universal norms of international law. On the contrary, we will counter attempts to undermine them and oppose efforts to impose lawlessness in global affairs, whilst upholding the universal norms of international law, above all the sovereign equality of states, as enshrined in the UN Charter. <...> The Collective Security Treaty Organisation has established itself as an authoritative association of allied states whose activities are not directed against anyone, contain no aggressive aspirations, and are built exclusively in the interests of maintaining regional stability and the well-being of its member countries. <...> Russia maintains continuity in advancing the principal vectors of our collaboration within the CSTO. We continue our work to implement the initiatives of the preceding chairmanship – that of the Kyrgyz Republic. 🇷🇺🇺🇳 On July 1, Russia assumed the UN Security CouncilPresidency, which, pursuant to the UN Charter, bears the primary responsibility for finding effective responses to threats to international peace and security. Three central events have been planned during the Russian presidency: 🗓July 16 – open ministerial-level debate on multilateral cooperation for a more just, democratic and sustainable world order. 🗓July 17 – open ministerial-level debate on the situation in the Middle East, including the Palestinian issue. 🗓July 19 – debate in the Security Council on UN cooperation with the #CSTO, the #CIS and the #SCO. The first two events will be chairedby Foreign Minister of the Russian Federation Sergey Lavrov. In general, the Council has a very busy agenda. The mandate-reporting cycle will include meetings on the situation in Haiti, the Democratic Republic of the Congo, West Africa and the Sahel region, Yemen, Cyprus, Colombia, Lebanon and Syria, as well as on the activities of the UN Regional Centre for Preventive Diplomacy for Central Asia. The mandates of the UN Integrated Office in Haiti, the UN Mission to Support the Hudaydah Agreement and the Security Council sanctions regime against the Central African Republic are scheduled for renewal. The agenda also includes discussions on implementing UN Security Council Resolution 2720 on the humanitarian mechanism for the Gaza Strip to be attended by the UN Senior Humanitarian and Reconstruction Coordinator for Gaza Sigrid Kaag. 🇷🇺 The Russian Federation as a permanent member of the Security Council and a responsible participant in the international community, will traditionally make every effort to ensure a coherent and expeditious work of this agency. In this connection, Russia will urge its colleagues in the Security Council to seek common denominators, given due account of the interests of all the parties concerned.
