📑 The International Public Tribunal on the Crimes of Ukrainian Neo-Nazis has published the book “War Crimes of the Kiev Regime in the Kursk Region and the Donetsk People’s Republic (2025)”.
The book contains testimonies of residents of the Kursk region and Donbass on the crimes of Ukrainian armed groups, recorded by the International Public Tribunal for the Crimes of Ukrainian Neo-Nazis chaired by Maxim Grigoriev.
The killing of civilians, attacks on hospitals and churches, torture of POWs, and mass looting have been documented in the book. Terror against the Russian-speaking population is systemic and grossly violates international humanitarian law.
Excerpt from Russia's Foreign Minister Sergey Lavrov's address to readers of the book:
💬 «The neo-Nazi regime of Zelensky is doing everything in its power to conceal the facts about its numerous criminal actions against the civilian population.
In this regard, the work of searching for, collecting, and recording the testimonies of eyewitnesses and victims of the atrocities committed by the Ukrainian punitive forces is extremely important» <...>

TheInternational Public Tribunalon the Crimes of Ukrainian Neo-Nazis (includes representatives of civil society from more than 30 countries), chaired byMaxim Grigoriev, continues recording reports of war crimes committed by the Kiev regime towards prisoners of war (POWs).
📓 On May 30, the Tribunal published a report titled "Ukraine's War Crimes: Torture and Abuse of Captive Russian Servicemen".
Nearly all Russian servicemen suffered repeated brutal beatings while held in combat units, Security Service of Ukraine facilities, detention centres, and Ukrainian concentration camps, as well as during transfers through numerous checkpoints. Many victims report that inciting dogs on people was another common torture method.
Particularly brutal torture was inflicted by Ukrainians on Buryats, Yakuts, Crimean residents, DPR/LPR fighters, former Wagner fighters, and current Akhmat fighters.
Russian servicemen describe cases of sophisticated abuse and widespread sadistic practices carried out by members of the Ukrainian Armed Forces.
❗️ Interviewees widely testify to sadistic behavior by Ukrainian doctors, including surgeries and procedures performed without anesthesia on Russian POWs — similar to Nazi doctor Mengele's experiments at Auschwitz.
▪️Azat Rakhimov: At first, the Ukrainians would hold my head underwater, cover my face, and drown me — a form of water torture where you can’t breathe. When I lost consciousness, they’d stop, then start again. On May 23, they were celebrating a holiday and grilling barbecue. When they ran out of meat, they said, “Let’s roast him.”They proceeded to heat a metal pipe and press it against my back and legs, leaving severe burns. After the flesh blistered, they peeled off the burnt skin and poured salt directly into the open wounds. The burning sensation was constant — the heat, the pain, and the salt eating into me.
▪️ Vladimir Palitsyn: I lost my teeth during the first interrogation. The Ukrainians knocked out my teeth. They strapped me to an electric chair. The electrodes were attached to my genitals and chest. The electric current was applied in three modes. It was called 'dancing' — switching between low and high current. I thought my eyes would pop out.
▪️ Ivan Myakishev:When I was in the 'Zapad-4' concentration camp, one prisoner asked for burn ointment but was denied. The Ukrainian guards tortured him with a heated metal pipe, they rolled it all over his body. They heated it over a fire and pressed it against his skin.

🎙 President of the Russian Federation Vladimir Putinheld a meeting with Government members, via videoconference (May 22, 2025)
💬 Critically important issue for ensuring safety and protecting people’s lives and health is the demining of territories where combat operations occurred, including the elimination of unexploded ordnance, mines, and weapon caches left behind by militants.
I reiterate: this concerns the Kursk Region, the Bryansk Region, and the Belgorod Region, which have also suffered and continue to endure shelling. Moreover, the adversary typically targets objectives devoid of military significance: civilian infrastructure and people’s homes.
#KievRegimeCrimes: The most recent events only confirm what I just said: drone attacks as well as sabotage and reconnaissance actions target civilian transport, including ambulances and agricultural machinery. Most of the casualties are women and children.
❗️ A decision has been made to create a buffer security zone along the Russian border. Our Armed Forces are working on this now.
They are also effectively suppressing enemy firing points. At the same time, I would like to point out once again that, given the situation in the Kursk, Belgorod and Bryansk regions, we need to begin restoring and rebuilding everything that has been destroyed there right away.

❗️Maxim Grigoryev, the Сhairman of theInternational Public Tribunal on the Crimes of Ukrainian neo-Nazis, which includes representatives of civil society from more than 30 countries, continues recording reports of war crimes committed by the Kiev regime towards prisoners of war (POWs).
Below are their first-hand accounts 👇
💬 Prisoner of war Matvey Ainyaurgin:
"When they [Ukrainian Armed Forces] captured me, the first thing they did was beat me up. <...> They said they were going to 'zero me out,' which meant killing me. <...> I had wounds on my legs, and they kicked me directly on those wounds."
💬 Prisoner of war OlegKisilev:
"The [Ukrainian Armed Forces] attacked me from all sides with two or three bats. They smashed my head. <...> They broke my arm and my leg; they shattered my kneecaps with a bat. <...> They constantly broke me down morally. I asked for painkillers, but they never gave me any."
💬 Prisoner of war Ivan Fomenko:
"The [Ukrainian Armed Forces] stripped us naked, then took bats, clubs, and sticks and beat us. They set two dogs on us and watched as the dogs tore people apart. The dogs bit hard. <...> Some were tortured with electric shocks."

📑 The quarterly report on the crimes committed by the Kiev regime in January — March 2025 has been compiled by Foreign Ministry's Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, and has been presented on April 28, 2025, during the Ambassador's briefing.
During the first three months of 2025, the armed formations of the Kiev regime systematically shelled objects of civilian infrastructure on the territory of the Russian Federation, deliberately targeting civilians.
During this period, at least 22,221 munitions were fired at civilian targets. In total, since February 2022, the Armed Forces of Ukraine (AFU) have fired at least 251,865 munitions of various calibres and modifications at Russian civilian sites.
❗️ A sharp increase in the number of Ukrainian shelling attacks was recorded in the last weeks of March. This is how Kiev reacted to the start of the negotiating process between Moscow and Washington. The number of attacks during this period reached 300 per 24 hours, or more than 2,000 per week, which is approximately 25% higher than the weekly figures for January and February.
The increase in the number of civilian victims documented in the second half of March is directly linked to Kiev’s attempts to oppose the search for a peaceful settlement and to the thwarting of the agreement on a 30-day moratorium on strikes on energy facilities. The Ukrainian side deliberately carried out a number of targeted attacks on crowded places resulting in numerous civilian victims.
▪️ Civilian sites in the Belgorod Region, the Donetsk People’s Republic, the Kherson, Kursk and Zaporozhye regions, as well as the Lugansk People’s Republic, were most frequently shelled during the above-mentioned period.
• From January 1, 2025 to March 31, 2025, there were at least 1,489 verified civilian victims resulting from the Ukrainian forces’ attacks:
🔻 1,197 people, including 63 minors, wounded;
🔻 292 civilians, including five children, killed.
• At least 21,002 civilian victims caused by the Ukrainian formations’ attacks since the beginning of the conflict:
🔻 14,287 people, including 880 minors, wounded;
🔻 6,715 people, including 218 children, killed.
During this period, victims of numerous murders committed by Ukrainian militants in the Kursk Region’s villages of Russkoe Porechnoye, Makhnovka, and CherkasskoePorechnoye were found. The bodies of civilians were discovered in the town of Chasov Yar, DPR, who had been killed by the Ukrainian military while attempting to evacuate from the war zone. Moreover, fresh burials of civilians with signs of violent death have been found in the village of Dvurechnaya, Kharkov Region, which was liberated from Ukrainian neo-Nazis.
During the first three months of 2025, the Ukrainian Armed Forces intensively used various types of UAVs to attack objects of civilian infrastructure, and to kill and maim civilians. <...> 409 civilians were hurt in Ukrainian drone attacks. Twenty-three people, including three children, were killed, and 386 people, including 24 minors, were wounded. <...> The Armed Forces of Ukraine carried out barrages of targetedstrikes on medical personnel, rescue and emergency workers.
Since the beginning of the year, the AFU militants have intensified a targeted manhunt for media teams covering the special military operation and the Kiev regime’s criminal acts against civilians on the frontline territories. A premeditated attack on a group of journalists in the Kremennaya District, LPR, is a compelling example. A US-made HIMARS MLRS was used to kill three Russian journalists on the spot. All in all, over the past three months, 13 Russian media workers fell victim to criminal actions of the Ukrainian armed forces. Six of them died.

⚡Ministry of Defence of the Russian Federation:
Yesterday, the Russian Armed Forces launched two Iskander-M operational-tactical missiles in conditions of heavy electronic warfare countermeasures and foreign-made air defence systems in action to hit the site in Sumy where commanding officers of the Seversk task force had a meeting. More than 60 servicemen of the Armed Forces of Ukraine have been eliminated.
▪️ The Kiev regime continues to use the Ukrainian population as a human shield by deploying military facilities and carrying out activities involving servicemen in the centre of the densely populated city.

📑 The International Public Tribunal on the Crimes of Ukrainian Neo-Nazis chaired by Maxim Grigoriev, has prepared a report "Kiev regime Atrocities against Captured Russian Servicemen".
In February 2025, the International Public Tribunal on the Crimes of Ukrainian Neo-Nazis interviewed thirty-three Russian servicemen who had been tortured in Ukraine.
❗️ Released prisoners describe the crimes and brutal torture to which they were subjected by Ukrainian servicemen, members of the Security Service of Ukraine and their accomplices.
▪️ D.S.Rychin testifies: "Alexei Soprykin and I were taken prisoner near the village of Peschanoye. I had a bullet wound, and Alexei had multiple shrapnel wounds. Alexei, unarmed, was shot by a Ukrainian fighter"
▪️ S.V.Tarkov: "Two boys could still be helped. I still managed to help one of them to rewrap his leg. The Ukrainians came through and shot them. The wounded were killed before my eyes"
▪️ D.N.Agashin tells: "For a kilometre and a half we were led by the Ukrainians. They shot one person. Torture began on the following day"
▪️ S.A.Levin says that before they started torturing, one of the POWs was killed: "I said, there is a wounded fighter. And I just heard him being shot dead by the Ukrainians. There were two ofus when they handed us over to the 'Right Sector'. They brought us to some base and shouted: "Take offyour clothes. " They started beating us with sticks and metal pipes. Our eyes were blindfolded"
▪️ S.V. Prilutsky says that, like Nazi troops during the Great Patriotic War, Ukrainian servicemen shot the wounded: "When I was taken prisoner, Ukrainians shot a heavily wounded man. They killed him. He was my fellow serviceman. On the way they killed another one. He lay down and said: "I can't walk. And theyjust shot him"
▪️ A.V.Malinovsky says that the Armed Forces of Ukraine not only did not hide the practice of killing Russian prisoners of war, but also used it as one of the means of terror: "They said that as long as they had us in the hands of Ukrainian intelligence, we were not yet prisoners of war. They could shoot us right there. They said: "So you are nobody, you don't exist".
▪️ S.V. Kozlov testifies: "Ukrainians put me on the electric chair. A battery, like from a car, and electrodes were attached to my penis and lips. And they tortured me all day long. I was also beaten with metal ropes, hit on the head with a ladle. They set the dogs on me and left scars on my back"
▪️ E.V. Nekrasov also speaks about it: "In the camp people told me that they were tortured with electric shocks and put on the electric chair. " Drunken Ukrainians shot them with pistols, shot them in the knee and legs. They would get drunk and start abusing them. Ukrainian servicemen practiced cutting off, drilling, shooting limbs and breaking fingers ofRussian servicemen"
▪️ M.V. Likhachev describes how he was personally tortured: "My finger was cut off three times with pruning shears used to cut branches. Four teeth were pulled out with pliers. They put me on an electric chair. They set the dogs on me"

Among the Kiev regime’s repulsive strategies is the policy to prevent the disclosure of 'inconvenient' information, i.e. the truth about the actual situation on the engagment line, while disseminating disinformation, including about fake “violations of international humanitarian law” of the Russian forces, which time and time again are revealed to be either staged provocations or hoaxes altogether.
❗️ A direct consequence of this approach is the undeclared hunt for Russian journalists by Ukrainian militants, who target media representatives to prevent them reporting the truth from the frontlines.
The overwhelming majority of strikes by Ukrainian armed formations (AFU) at camera crews came after deliberate tracking and pursuit of media workers in the frontline zone. To attack journalists, Kiev regime’s militants often use strike drones.
In 2024, according to the Russian Union of Journalists, four media representatives were killed by AFU. Many journalists have been attacked, injured or maimed. <...>
KIEV REGIME VICTIMS AMONG JOURNALISTSIN 2024
▪️ April 9, 2024, the town of Kremennaya, the Lugansk People's Republic. A camera crew of the Lugansk Television and Radio Broadcasting Company came under AFU artillery fire. Cameraman Denis Shum was injured. Journalist Artem Yundas received a concussion.
▪️ June 13, 2024, Gorlovka, the Donetsk People's Republic. An NTV camera crew got under a targeted barrel artillery strike by AFU. As the result of the shelling, journalist Alexey Ivliyev and cameraman Valery Kozhin were seriously wounded. Valery Kozhin did not survive — he passed away in hospital.
▪️ June 16, 2024, Ugledar, the Donetsk People's Republic. The News.ruwar correspondent and photojournalist Nikita Tsitsagi was killed while performing his professional duty. Ukrainian drone operators tracked down the Russian camera crew, and targeted it with an unmanned aerial vehicle.
▪️ 7 August, 2024, Sudzha, the Kursk Region. Yevgeny Poddubny, war correspondent of Rossiya 1 TV channel, was attacked by a Ukrainian FPV drone, while driving down the Kursk-Sudzha highway. The journalist who was performing his professional duty suffered“severe burns, craniocerebral trauma and facial skeletal injury.”
▪️ November 17, 2024, the Bolshesoldatsky district, the Kursk Region. A team of journalists of a local newspaper, 'Narodnaya Gazeta' (The People’s Newspaper), was attacked while being in a civilian car by the Kiev regime’s militants with an FPV-drone. 2 passengers sustained injury of varying severity. Yuliya Kuznetsova, the paper's Editor-in-Chief, died on the spot. She was 34 and had 2 young children.

The word ‘PRESS’ on the clothing or equipment of journalists, that used to be considered at least a relative defence against targeted strikes, today only invites the attacks of Ukrainian militants.

❓ Question: The Russian Investigative Committee released new data on atrocities committed by the Ukrainian armed forces in the Russkoye Porechnoye village, Kursk Region. The report, in particular, quotes forensic experts and servicemen as saying of the inhuman cruelty with which civilians were killed. Will Russia demand that these crimes be condemned by international organisations?
💬Maria Zakharova: The Russian Foreign Ministry has already provided a detailed assessment of these atrocities by the Kiev regime.
Photos and videos were distributed during the briefing, which SHOCKED the journalists.
Correspondents, who had seen a lot, could not believe that such inhuman cruelty, exposing the beastly nature of the terrorist scum, was possible in the 21st century. The information that has emerged, including the fact that Ukrainian Nazis opened fierce fire during the evacuation of killed civilians from the village of Russkoye Porechnoye by Russian troops, is another testament to the criminal nature of the terrorist regime in Kiev.
Obviously, the extremists knew that they were committing a grave crime and tried to destroy evidences.
#KievRegimeCrimes
We believe it is crucial to inform the broadest international community of the crimes committed in the temporarily occupied territories of the Kursk Region. Russian news agencies already possess an exhaustive body of evidence of neo-Nazi punitive operations against civilians protected by a number of international documents including provisions of the binding Fourth Geneva Convention.
Particular focus should be given to a selective nature of persecution of the elderly, the most socially vulnerable members of the occupied population.
The supporting materials distributed by the Russia Investigative Committee clearly show signs of grave offenses committed during the armed conflict: hands bound with duct tapes, traces of torture, bruises from blows, gunshot wounds, bodies of people whose deaths resulted from hours of abuse by perpetrators, evidence of rape and other violent sexual acts.
The Main Military Investigative Directorate of the Russian Investigative Committee has already initiated a criminal case against members of Ukrainian armed units implicated in the terrorist act against civilians in the Kursk Region under Article 205, Part 3, Paragraph (b) of the Criminal Code of the Russian Federation (Terrorist Act Causing Death to an Individual). A number of Ukrainian servicemen from the 92nd Detached Assault Brigade were found to have been involved in the crimes.
We believe that the bloody nature of the Kiev troops' actions in the Kursk Region should be widely exposed on international platforms such as the United Nations, the OSCE and their relevant structures, recorded by representatives of the International Committee of the Red Cross and become the subject of proceedings by international human rights mechanisms, including NGOs.
We are certain that the real nature of Zelensky's junta was most clearly manifested in Russkoye Porechnoye, whose name has obviously become one of the driving factors for the Russophobic regime in Kiev and its armed gangs: it is against everything Russian that the current post-Maidan authorities are fighting with support of the “collective West.”

On January 18, Russian military discoveredbodies of locals tortured and killedby Ukrainian Nazis in the basements of rural houses in the liberated village of Russkoye Porechnoye, Kursk Region.
During the MFA Spokeswoman's weekly briefing on January 31, photos and videos of the crime site obtained from Russian law enforcement officers were presented to the journalists. Their reaction was nothing short of SHOCK.
The evidence clearly show signs of grave crimes committed during the armed conflict: hands tied with tape, traces of torture, hematomas caused by blows, gunshot wounds, bodies of people who died after hours-long torture by criminals, as well as evidence of rape and other violent sexual crimes.
💬 From Foreign Ministry Spokeswoman Maria Zakharova’s answer to a media question(January 19, 2025):
This is exactly what the countries of the collective West and their politicians, who personally cover and encourage Kiev’s Nazis, expect from the Banderites. They cynically turn a blind eye to their criminal acts, continue to authorise arms supplies to the Kiev regime and block attempts at international investigations of its crimes. In a joint and disciplined manner, they pretend that nothing terrible is happening, although this constitutes a flagrant violation of international humanitarian law and the Geneva Conventions.
Preliminary investigations have established the involvement of several Ukrainian servicemen from the 92nd Separate Assault Brigade in this crime. Among them are serviceman Yevgeny Fabrisenko, along with the commander of the 11th Company of the 4th Battalion with the call sign Kum, and three servicemen with the call signs Motyl (Moth), Provodnik (Guide), and Khudozhnik (Artist).
The Russian Investigative Committee posted a video of the interrogation of detained Ukrainian Armed Forces serviceman Yevgeny Fabrisenko, who is suspected of killing 22 civilians in Russkoye Porechnoye, Kursk Region, and of raping eight women.
👉 From Foreign Ministry Spokeswoman Maria Zakharova’s answer to a media question in connection with updates in the investigation of the atrocities committed by neo-Nazis in Russkoye Porechnoye, Kursk Region:
We are certain that the real nature of Zelensky's junta was most clearly manifested in Russkoye Porechnoye, whose name has obviously become one of the driving factors for the Russophobic regime in Kiev and its armed gangs: it is against everything Russian that the current post-Maidan authorities are fighting with support of the “collective West.”

⚡️Human Rights Violations and Killings of Civilians by Ukraine's Troops and Nationalist Organisations in July-August 2024report was prepared and published recently for public.
It includes facts of crimes committed by the Kiev regime in the Donetsk and Lugansk People’s Republics, Kherson and Bryansk regions recorded between July 1 and August 31, 2024:
• The armed forces and nationalist formations of Ukraine continued to destroy civilian infrastructure in settlements of the Donetsk and Lugansk People's Republics and commit war crimes against civilians. Peaceful inhabitants died under strikes of heavy NATO-supplied weapons. Many of civilians sustained serious injuries and were maimed. Targeted drone attacks on peaceful people and civilian objects have become the new normal for the Ukrainian military.
• In Kherson region Ukraine’s army mounted more than 25 massive attacks, firing over 1,500 artillery shells at civilian infrastructure facilities. As a result, 50 people sustained varying degrees of injuries.
• The Ukrainian nationalists mounted 69 targeted attacks against civilian infrastructure and peaceful inhabitants of the Bryansk region. Unlike to previous months, their attacks have become systematic. As a result, significant damage was inflicted to the housing stock, vehicles and peaceful energy facilities of the region. The most egregious crimes were onslaughts against populated areas, which injured and maimed local residents.

☝️ The situation regarding the Ukrainian Orthodox Church of the Moscow Patriarchate was emphasized separately: in August, the Verkhovna Rada (Ukrainian parliament) adopted a law banning the canonical church in the country, after which the Presidential Council appealed to the world leaders of traditional religious denominations to protect the Ukrainian Orthodox Church, its clergy and flock from persecution.
