Does the Pact for the Future have a future?
Held as usual in the last week of September, the UN’s High-Level Week included the so-called Summit of the Future. The idea to convene it came from UN Secretary-General Antonio Guterres, and Russia has met this idea with understanding considering that the UN is sinking deeper and deeper into a crisis, and something has to be done about it. Russian diplomats joined efforts to prepare this meeting and acted in a sincere and honest way, even if we did not have any illusions in this regard. In fact, there were quite a few major UN events in the past which failed to go beyond bombastic declarations that were forgotten soon after their adoption.

In 2015, the UN Summit on Sustainable Development adopted grand plans to fight poverty and inequality. In the end, they turned out to be empty promises in the face of the unwillingness of the Western countries to give up their neo-colonial practices of siphoning off the riches of the world for their own benefit. <...>
The current UN Secretary-General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of giving a new start and resetting global cooperation.
This is a wonderful idea. Who could disagree?
But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of globalisation we have been hearing about from everywhere for so many years. These perorations were designed to convince us that they would give everyone equal access to the goods of modern civilisation. Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair market competition under fair and constant rules?
How can we discuss global cooperation when the Western countries have unleashed a real war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar has been crudely turned into a weapon against undesirable countries? <...>

Following the talks, a signing ceremony was held where a number of bilateral documents were inked, including a Joint Statement by the Presidents on deepening relations of alliance and strategic partnership.
💬Vladimir Putin: I would once again like to thank the President of Kyrgyzstan for the invitation, and all our Kyrgyz colleagues for their hospitality and warm reception.
I agree with my counterpart - today’s talks were highly productive and proceeded in a constructive spirit. All of this clearly reflects the genuinely friendly and good-neighbourly nature of relations between Russia and Kyrgyzstan.
We held a detailed discussion of the entire range of issues on the bilateral agenda and exchanged views on pressing regional matters.
Priority attention during the talks was devoted to further developing economic cooperation. Last year, bilateral trade reached a new record, exceeding four billion dollars. This year, mutual trade flows have continued to grow at a solid pace – around 17%. This is a good result.
Russia is among the leading investors in the Kyrgyz economy. Russian capital investment has now accumulated to nearly two billion dollars. About 1,700 business entities with Russian participation operate in Kyrgyzstan in key sectors such as energy, mining, agriculture, transport and logistics. All of this has become possible thanks to the confident domestic policy pursued by the President of Kyrgyzstan and the stability within the country.
Our nations cooperate closely within the Eurasian Economic Union. Together with the other member states, we are creating common markets for goods, services, capital and labour. The development of Eurasian integration yields indisputable dividends for all the member states, including Kyrgyzstan. For example, in the ten years since the Republic joined the #EAEU, its GDP has increased two and a half times, and exports to other EAEU countries have quadrupled.
Energy is one of the most important areas of Russian-Kyrgyz cooperation. Russia fully meets Kyrgyzstan’s needs for petrol and diesel, on preferential terms and without export duties, which provides a direct economic benefit to the Republic.
Russian-Kyrgyz humanitarian cooperation traditionally has an intensive and multifaceted character. Ties between the citizens of our countries continue to grow and expand. Russia and Kyrgyzstan work closely together in the fields of culture, sports, public and youth organizations, and, of course, education. More than 10,000 Kyrgyz students study in Russia, and, as the President has just noted, half of them on a budgetary basis.
It is also gratifying that in Kyrgyzstan, together with Russia, the Russian language is used freely and has official status under the Constitution. We value this highly. Its use in various spheres of life is actively supported by the country’s leadership.
Naturally, we held a substantive discussion on expanding bilateral cooperation in the military and military-technical sphere, and outlined plans for joint efforts to counter terrorism and extremism, drug trafficking and organized crime. Both Sides noted that the joint Russian military base deployed in Kyrgyzstan makes a significant contribution to strengthening the Republic’s defence capability and, in general, to ensuring security and stability throughout Central Asia.
When reviewing current foreign-policy issues, we noted the close, and in many areas identical, alignment of our approaches approaches. Our countries coordinate positions in multilateral formats, including the #UN, the #SCO and the #CIS.
🤝 In conclusion, I would like to express my sincere gratitude to our Kyrgyz friends and to the President for the constructive and productive talks.
I am confident that this visit and our negotiations will contribute to the further development of the multifaceted Russian-Kyrgyz relationship for the benefit of our peoples and our countries.

Today, the #EU Delegation, led by Ambassador Aleška Simkić, met with #UN representatives to discuss joint priorities ahead of the Regional Ecological Summit in April 2026. The meeting focused on coordination and shared approaches to advance regional environmental objectives.

🇷🇺🇵🇰 On June 3, Russia's Foreign Minister Sergey Lavrovheld a meeting with Special Assistant on Foreign Affairs to the Prime Minister of Pakistan Syed Tariq Fatemi.
The Officials discussed bilateral interaction as well as regional and international security. Syed Tariq Fatemi briefed Sergey Lavrov on Pakistan’s view of the current situation in Indo-Pakistani relations.
The Russian Minister stressed the importance of a direct dialogue and greater mutual trust between New Delhi and Islamabad. The Sides highlighted the need of building up joint efforts in the fight against all manifestations of terrorism at international venues, primarily the #UN and the #SCO.

💬Sergey Lavrov: We have not had any illusions about the prospects [of 2025]. Resolving the Ukraine crisis doesn’t have any prospects, either. It has long been clear to everyone holding unbiased positions that it can be settled only in the context of agreements on lasting security and stability in Europe, which would take into account the interests of the Russian Federation and the legitimate interests of all other countries. <...>
President Putin has repeatedly stressed that we never walk away from talks. We need to see serious, concrete proposals. When we have them, we will decide on how to respond to them based on our national interests, the goals of the special military operation, and President Vladimir Putin’s June 14 speech at the Foreign Ministry.
Other key points
• The prevailing discourse we are hearing both in the West and in Ukraine today is about a truce and only truce. It is about buying time to allow the Kiev regime to regain strength, with the help of the West, and resume its attempts to inflict a strategic defeat on Russia, acting on their Western bosses’ instructions.
President Vladimir Putin has mentioned this repeatedly – during the Direct Line, at the Valdai Discussion Club meeting, and at the Russia Calling! investment forum. We will not be satisfied with a truce. We need reliable and legally binding agreements aimed at eliminating the root causes of the conflict, addressing problems such as common security in Europe, NATO expansion, the European Union’s recent decision to become an appendage of the North Atlantic bloc, in fact, erasing all differences between these organisations, and above all, upholding the rights of the people living in these territories who have supported reunification with the Russian Federation.
• We have never initiated a discussion regarding what should be done with nuclear weapons and whether they can be used. On the contrary, it was at Russia's initiative that in 2021, first at the level of Vladimir Putin and Joe Biden, and subsequently among the leaders of the entire G5 nuclear-armed states – the permanent members of the Security Council – the 1987 Gorbachev-Reagan principle was reaffirmed: there can be no victors in a nuclear war, thus it should never be instigated. This was a Russian initiative.
We are not interested in escalating the issue of nuclear weapons usage risks. We firmly adhere to the principle I mentioned earlier: there can be no victors in a nuclear war.
• Regarding the incessant terrorist acts perpetrated by the Kiev regime, which deliberately targets purely civilian structures such as residential buildings, hospitals, clinics, shops, and places where people congregate and relax – this is outrageous. It is a blatant violation of all anti-terrorism conventions and relevant UN Security Council resolutions. We express our condemnation, although regrettably, almost no one in the West and none of the leaders of international organisations, including the #UN, the #OSCE, #UNESCO, and others, join us in this denunciation. Naturally, we do not stop there.
We regularly disseminate information and present relevant videos illustrating our efforts to dismantle facilities directly associated with the preparation and execution of activities by the Armed Forces of Ukraine.
❗️We caution that any continuation of this path will be met with increasingly decisive responses on our part.

Сотрудничество с ООН и входящими в ее систему институтами является важным направлением многостороннего сектора китайской внешней политики, что находит отражение в постепенном увеличении ресурсного участия КНР в деятельности отдельных МИМС системы ООН и ключевых программ. В общей сложности совокупный объем ежегодного взноса КНР по 25 ключевым органам и организациям, включая регулярный бюджет ООН и без учета целевых фондов, сегодня составляет 1120,19 млн долл. США.
Однако, несмотря на то, что данные суммы кажутся значительными в абсолютном выражении, в относительном вклад Китая часто не столь значителен. Можно проследить следующую тенденцию: В институтах, которые Китай не может использовать как площадки для активного продвижения своего лидерства, его взнос, как правило, относительно не велик по сравнению, как с традиционными донорами, так и «новыми» из числа государств бывшего СССР, Латинской Америки и Африки.
Вместе с тем КНР весьма успешно использует возможности даже тех площадок, в работе которых не принимает серьезного финансового участия, для продвижения собственных флагманских международных инициатив, в первую очередь, «Пояса и пути». Для этого активно используются связи с руководством организаций, разовые целевые взносы, а также различные форматы «дипломатии на своем поле» – организация значимых мероприятий по повестке дня МИМС на территории Китая.
Основные усилия Китая в МИМС системы ООН нацелены на развитие сотрудничества с развивающимися странами, а также в рамках форматов «Юг-Юг». Однако демонстрация лидерства по ряду актуальных международных тем, таких как климатические изменения, способствует укреплению позиций КНР и в развитых государствах. Так, в продвижении своих подходов к климатическим изменениям Китай имеет возможность создать тактический союз с ЕС, заинтересованным в поддержании договоренностей Парижского соглашения после выхода из него США. Что касается возможности использования китайского опыта Российской Федерацией, то имеет смысл отметить необходимость следующих действий.
Оптимизировать участие в МИМС, сконцентрировав основной объем выделяемых ресурсов на приоритетных на правлениях, одновременно диверсифицировав сеть партнерств;
Разработать широкую и необязательно детализированную инициативу по развитию международного сотрудничества с планом действий и набором рекомендаций и позиций для скоординированного продвижения на площадках отдельных МИМС;
Нарастить использование форматов «дипломатии на своем поле» и иных ресурсов публичной дипломатии и «мягкой силы» с широким вовлечением не только властного и экспертного, но и делового сообщества;
Активизировать информационную работу, включая продвижение и обнародование результатов российского участия в программной и проектной работе МИМС, в первую очередь в целевых странах;
Стимулировать использование сотрудничества по линии МИМС для «выхода вовне» российского бизнеса с использованием механизмов международных органов и организаций системы ООН.

Excerpts from Alexander Babakov's speech at the plenary session of theInter-Parliamentary Speakers' Conference:
🔸️The policy of the so-called Western world toward the militarization of the Asia-Pacific region — accompanied by the consolidation of NATO's presence and the formation of new military-political blocks — leads to greater instability and hinders the establishment of a just system of international relations based on the principles of international law and mutual respect;
🔸️The #SCO, #BRICS, #ASEAN and the Eurasian Economic Union (#EAEU) promote a unifying, peaceful agenda;
🔸The United Nations—which is celebrating its 80th anniversary this year — remains the cornerstone of the modern system of international relations. The #UN is a bastion of multilateralism and the primary mechanism for addressing contemporary challenges, such as armed conflicts, poverty, hunger, climate change, terrorism, and inequality between states;
🔸 The UN is currently in crisis. The disappointment in the UN seems to stem from overly high expectations that fail to consider the fact that the UN's effectiveness hinges on the political will, negotiating ability and vision of its member states—qualities that are lacking in our time. The crisis engulfing the United Nations is rooted in the selfish approach of a small group of Western countries, driven by their desire to maintain their "reign" over the world;
🔸Russia will continue to seek a fair and sustainable architecture for international relations, based on the UN and strict adherence to the principles of its Charter in their entirety, comprehensiveness and interconnection.
