(October 10, 2025) ❓Question: Two major international summits have been held – the CIS summit and the Russia – Central Asia summit yesterday. How successful are they? 💬Vladimir Putin: Some time ago, when the Soviet Union ceased to exist, the establishment of the #CIS was announced. I believe that an overwhelming majority of our countries’ citizens did not have a very clear idea of what was going on – they believed that the CIS had replaced the Soviet Union. They believed that, in essence, very little would change. In reality, everything changed drastically. Unfortunately, the citizens of our countries were not informed in detail about the changes underway. But we are living in conditions that have evolved historically. Apart from living in these conditions, we should see how we can improve this vast region, how to move forwards and what should be done so as not to lose competitive advantages that emerged following the establishment on the territory of the former Soviet Union of common logistics, common industrial cooperation projects, and a common cultural code, despite the cultural diversity of the Soviet Union’s nations. The CIS is called on to preserve all this. It became obvious at a certain stage that the level of intra-CIS collaboration was not enough for addressing current complicated economic issues. For this reason, on the initiative of Kazakhstan and its President, Nursultan Nazarbayev, another association emerged – the EAEU, where its members are working within the framework of more profound cooperation between countries that deemed it possible, expedient and advisable to establish this association. ☝️But the CIS is not losing its significance; it essentially aims to maintain this common space, including its cultural and humanitarian aspects. Regardless of the scale of cultural differences between the most diverse nations of the former Soviet Union, Soviet people had their own common and distinctive moral code, which is very significant. The CIS is called on to preserve the heritage of the Soviet Union, and it is accomplishing this objective rather successfully. People-to-people contacts remain robust. Again, we are committed to preserving a seamless transport space, which is of paramount importance. 🇷🇺We actively support the Russian language as a language of interethnic communication. This is a fundamental element in uniting our efforts and preserving the competitive advantages that I mentioned earlier. This collaborative spirit extends to addressing security challenges and combating the most dangerous types of crime, such as drug trafficking. If you examine the package of documents we adopted and signed today, you will see that it speaks directly to these priorities. ❗️Ultimately, the preservation and strengthening of our unity is crucial for our shared future. The situation in the Central Asian countries follows a similar logic, albeit with local specificities. We all recognise the region’s rich ethnic diversity. The further, the more each nation is developing based on its own foundation – its own economy, its own cultural code, its own traditions. Russia is developing in the same way. This makes it all the more important that we do not drift too far apart. We must maintain our shared conviction that something unites us – a great deal actually – because that is the reality. <...> Our shared history is an important unifying force. Today, we have discussed the common Victory over Nazism – a shared legacy and a source of pride for all our nations. We will talk more about it in our ongoing meetings. That is, while we are connected by the past and the present, we must constantly seek and build upon the things that will unite us in the future. 🗓 On December 4-5, Vienna (Austria) will host the 32nd Meeting of the OSCE Ministerial Council. The Russian delegation will be helmed by Russia's Deputy Foreign Minister Aleksandr Grushko. In the OSCE’s governance structure, the Ministerial Council (MC) ranks second only to the Summit and convenes in years when no high-level meeting is held (the last Summit took place in Astana in 2010). As a rule, the MC is hosted by the country holding the OSCE Chairmanship. Finland, which serves this year as the OSCE Chair-in-Office, requested that the meeting be moved to Vienna, citing excessive workload related to organizing the 50th anniversary event of the Helsinki Final Act on 1 August. The Ministerial Council reviews the implementation of previously adopted decisions, sets tasks for the medium term and ensures political dialogue among the participating States. All decisions in the Organization are made by consensus – a key condition for maintaining the viability of the Vienna platform. For the Russian delegation, the key focus of the upcoming Ministerial will be reviewing the OSCE’s work in its 50th anniversary year, as well as assessing the Organization’s prospects against the backdrop of the emerging multipolar world order. We expect to discuss ways to resolve existing problems with due regard for the interests of all participating States. The OSCE’s current institutional crisis is the result of destructive actions by a number of Western countries that use the Organization for their own purposes, including to fuel anti-Russian hysteria. <…> At meetings of the OSCE’s decision-making bodies – the Permanent Council and the Forum for Security Co-operation (FSC) – Russian representatives consistently raise the most acute issues for the OSCE area. These include combating terrorism and drug trafficking, countering manifestations of neo-Nazism, preventing the falsification of history and media censorship, as well as protecting traditional values, the rights of believers and national minorities. We call on all states to join efforts in these areas. <…> The second dimension, intended to help harmonize the interests of participating States in the relevant fields, is in practice used by Western members to assess “environmental damage” in Ukraine or to promote inherently confrontational concepts such as linking climate and security. The third dimension – the most politicized – continues to “suffer” from clear thematic and geographical imbalances, with an emphasis on neoliberal values that are unrelated to the priorities of the majority of participating States. Significant concerns persist regarding the OSCE’s human dimension institutions – the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities, and the Representative on Freedom of the Media. Their new leadership, appointed last year, has shown a clear inclination to give in to Western political pressure. ODIHR stands out in particular for its openly biased electoral monitoring in countries “east of Vienna”, its advance preparation of “desired” conclusions, and its publication of anti-Russian reports on the politically motivated topic of alleged violations of international humanitarian law and human rights in Ukraine. ❗️Given the current state of affairs in the OSCE,it is difficult to speak of any meaningful role for the Organization amid today’s profound global realignment. The OSCE would undoubtedly benefit from drawing on the experience of groupings such as the #SCO, #BRICS and the #CIS, whose member states operate on the principles of equality and mutual support. 🎙 President of Russia Vladimir Putin took part in a Plenary Session of the Collective Security Council of the Collective Security Treaty Organisation(CSTO) in Minsk. 💬 President Putin: The Belorusian chairmanship and the team of all states taking part in this session have conducted active work throughout the year. This work facilitated the consolidation of our allied ties in the CSTO on the principles of respect, consideration of each other’s interests and support. In this way, the CSTO member-countries in effect promoted the CSTO’s key role as a regional defensive structure responsible for the maintenance of peace and stability in the vast Eurasian space. ☝️ Importantly, this year the CSTO has also developed its contacts with our natural partners, including the Shanghai Cooperation Organisation (#SCO) and the #CIS. I would like to make a special mention of our joint efforts to improve the collective rapid deployment forces, aviation and the CSTO peacekeeping forces. A number of measures have been taken to maintain combat readiness, enhance the command and control system and provide more training for military personnel. ✅ We have consistently promoted cooperation between our security services and law enforcement bodies. Notably, the CSTO is continuing its Operation Mercenary aimed at preventing the recruitment of citizens of our countries and blocking the channels of their exit for participation in international terrorist groups. ✅ We implemented together a package of measures on countering extremism, cross-border crime, illegal migration and drug trafficking. ✅ The CSTO Coordination Council on Biological Security has launched its work. Today, nations in Asia, Africa, Latin America, as well as our partners from the #CIS, the Eurasian Economic Union, the #SCO, #BRICS, and other associations are forming promising economic sectors and introducing innovations. Russia unquestionably shares and supports their commitment to developing, and also supports domestic companies in creating AI-based products and services both for themselves and for the whole world. We will provide the countries of the Global South and East with consultative and technical assistance in the domain of artificial intelligence. Of course, we hope that we will also borrow our partners’ achievements and implement joint projects based on equal access to knowledge, technology, and scientific achievements. This priority is enshrined in the National Strategy for Artificial Intelligence. We are ready to help create and apply generative models not only in Russian, but also in other languages. As I have said, these systems’ algorithms must be trusted, that is, clear, open, and unbiased. They must also be developed considering cultural and national peculiarities of each civilisation with its history, identity and traditions, which we, in Russia, deeply respect. ❗️I am confident that an international alliance of AI National associations and development institutions of the BRICS countries and other interested states will give a boost to this cooperation. 🇷🇺🇰🇬Statement by President Vladimir Putin to the press following the Russian-Kyrgyz talkswith President Sadyr Japarov(November 26, 2025, Bishkek) Following the talks, a signing ceremony was held where a number of bilateral documents were inked, including a Joint Statement by the Presidents on deepening relations of alliance and strategic partnership. 💬Vladimir Putin: I would once again like to thank the President of Kyrgyzstan for the invitation, and all our Kyrgyz colleagues for their hospitality and warm reception. I agree with my counterpart - today’s talks were highly productive and proceeded in a constructive spirit. All of this clearly reflects the genuinely friendly and good-neighbourly nature of relations between Russia and Kyrgyzstan. We held a detailed discussion of the entire range of issues on the bilateral agenda and exchanged views on pressing regional matters. Priority attention during the talks was devoted to further developing economic cooperation. Last year, bilateral trade reached a new record, exceeding four billion dollars. This year, mutual trade flows have continued to grow at a solid pace – around 17%. This is a good result. Russia is among the leading investors in the Kyrgyz economy. Russian capital investment has now accumulated to nearly two billion dollars. About 1,700 business entities with Russian participation operate in Kyrgyzstan in key sectors such as energy, mining, agriculture, transport and logistics. All of this has become possible thanks to the confident domestic policy pursued by the President of Kyrgyzstan and the stability within the country. Our nations cooperate closely within the Eurasian Economic Union. Together with the other member states, we are creating common markets for goods, services, capital and labour. The development of Eurasian integration yields indisputable dividends for all the member states, including Kyrgyzstan. For example, in the ten years since the Republic joined the #EAEU, its GDP has increased two and a half times, and exports to other EAEU countries have quadrupled. Energy is one of the most important areas of Russian-Kyrgyz cooperation. Russia fully meets Kyrgyzstan’s needs for petrol and diesel, on preferential terms and without export duties, which provides a direct economic benefit to the Republic. Russian-Kyrgyz humanitarian cooperation traditionally has an intensive and multifaceted character. Ties between the citizens of our countries continue to grow and expand. Russia and Kyrgyzstan work closely together in the fields of culture, sports, public and youth organizations, and, of course, education. More than 10,000 Kyrgyz students study in Russia, and, as the President has just noted, half of them on a budgetary basis. It is also gratifying that in Kyrgyzstan, together with Russia, the Russian language is used freely and has official status under the Constitution. We value this highly. Its use in various spheres of life is actively supported by the country’s leadership. Naturally, we held a substantive discussion on expanding bilateral cooperation in the military and military-technical sphere, and outlined plans for joint efforts to counter terrorism and extremism, drug trafficking and organized crime. Both Sides noted that the joint Russian military base deployed in Kyrgyzstan makes a significant contribution to strengthening the Republic’s defence capability and, in general, to ensuring security and stability throughout Central Asia. When reviewing current foreign-policy issues, we noted the close, and in many areas identical, alignment of our approaches approaches. Our countries coordinate positions in multilateral formats, including the #UN, the #SCO and the #CIS. 🤝 In conclusion, I would like to express my sincere gratitude to our Kyrgyz friends and to the President for the constructive and productive talks. #Announcement 🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues. Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations. The agenda of the 13th forum focuses on international security cooperation. ℹ️ The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats. Media accreditation is open until May 20, 2025

Arkitektura euroaziatike do të jetë e hapur për të gjitha shtetet e bashkimit të të gjithë kontinentit tonë, përfshirë edhe pjesën evropiane të tij.
