We can see that domestic political processes in Armenia are gaining momentum, with elections approaching. In this context, I would like to emphasise several key points: such processes often become more intense during election campaigns, as is the case not only in Armenia, I believe, but also in Russia and other countries. However, this escalation must not be allowed to affect relations between Russia and Armenia.
We have discussed this many times. Russia and Armenia have special relationships which have evolved over centuries rather than decades. We are united by our common history as well as our cooperation to solve the challenges that we faced in years past. Crucially, we are also united by civilizational affinity. I have already told you this privately before, and I can say it publicly now: we are always in favour of anything that benefits the Armenian people, and you can always rely on it.
As for economic cooperation, it continues to develop at a solid pace. Trade reached approximately $11 billion the year before last, and amounted to $6.4 billion in 2025. <...>
We observe that there is an ongoing discussion in Armenia concerning the development of relations with the European Union. We remain entirely calm about this, understanding that each nation endeavours to maximise the advantages of cooperation with third countries. However, this must be transparent and articulated honestly, in advance, as it were, “on the shore,” beforehand.
Simultaneous membership in the Customs Union with the European Union and the #EAEU is impossible; it is simply untenable by definition. The issue is not even a political one; it is purely economic. <...>
There are also numerous other issues today, at this present moment. Perhaps years will pass, and we – the EAEU and the European Union – I hope this will eventually be the case, given that we reside on the same continent – will be able to resolve them. <...>
Now, regarding energy. I hope the situation will improve there as well. However, currently, as you are aware, energy prices, gas prices, for instance, in Europe exceed 600 dollars per 1,000 cubic metres, whereas Russia provides gas to Armenia at 177.5 per 1,000 cubic metres. The disparity is vast, the difference is substantial. <...>
Now, turning to security issues. Of course, the most sensitive issue to this day – and we recognise this, we discuss it often – is everything relating to #Karabakh. <...> But I think it is also clear that, after you recognised Karabakh as part of Azerbaijan in Prague in 2022, it simply became wholly inappropriate for the #CSTO to become involved in a process that had taken on an intra-Azerbaijani dimension. <...>
Incidentally, thanks to your efforts and those of the President of Azerbaijan, I believe you have now managed to stabilise relations. The US President has played an active role in this, and I understand transport links are being unfrozen, and so on. But I think we also need to draw a line under this matter. And it would be better if this did not become entangled in the domestic political process, especially during an election campaign.

Let me say again that, whatever happens, we in Russia will always be guided by what is best for the Armenian people. I have said this to you before, and I want to emphasise it once again.

Nikol Pashinyan presented a detailed account of the outcomes of his August 8 meeting in Washington with President of the United States Donald Trump and President of Azerbaijan Ilham Aliyev.
Vladimir Putin stressed the importance of steps aimed at ensuring lasting peace between Yerevan and Baku, reaffirming Russia’s willingness to assist, according to the top-level trilateral declarations of 2020–2022, in the comprehensive normalisation of relations between Armenia and Azerbaijan, including the unblocking of regional transport links.
Vladimir Putin informed Nikol Pashinyan about the main outcomes of his conversation with US President’s Special Envoy Steve Witkoff and the preparations for the meeting with Donald Trump in Alaska. The Prime Minister of Armenia welcomed the steps aimed at achieving a peaceful resolution of the Ukraine crisis.
The conversation also covered several current bilateral matters with a focus on further expanding trade and investment cooperation, as well as working together within the Eurasian Economic Union.

🎙Statement by President Vladimir Putin at the expanded meeting of the Collective Security Council of the CSTO(November 27, 2025, Bishkek)
A package of documents was signed following the Summit, including the Declaration of the Collective Security Council of the CSTO and a statement on combating drug trafficking.
💬Vladimir Putin: From January 1, 2026 the #CSTO Chairmanship passes to Russia.
It will be held under the motto: “Collective security in a multipolar world: one goal – shared responsibility”. Russia will do everything necessary to preserve continuity in the key areas of the Organization’s work and to deepen cooperation among our states on the principles of genuine alliance, friendship and good-neighbourliness, mutual respect, support and consideration of each other’s interests.
Over the past decade, the Collective Security Treaty Organization has become an authoritative regional structure. The CSTO reliably guarantees security and stability across the Eurasian space, safeguarding the sovereignty and territorial integrity of its member states. In the context of rising geopolitical tensions, it is only logical that the promotion of the collective interests and initiatives of CSTO countries on the world stage should come to the forefront.
☝️ In this context, the Russian Side proposes convening in 2026, ahead of the CSTO Summit in Moscow, an international expert forum dedicated to building an architecture of equal and indivisible security in Eurasia. We plan to invite not only delegations of CSTO member states but also representatives of friendly countries, multilateral platforms and integration associations.
Russia will, of course, continue close cooperation with its allies on all issues of strengthening the CSTO’s military potential. Our main efforts will focus on enhancing combat readiness of national contingents and improving the command and control of Collective Forces. We propose launching a large-scale programme to equip the Collective Forces with modern Russian weapons and hardware that have proven their effectiveness in real combat conditions.
We plan to hold a series of joint exercises for military and special-service units. These include the next stages of regular exercises: Interaction, Echelon, and Search. We believe that the development of the Organization’s air component and air-defence system requires particular attention.

We expect to increase the effectiveness of the CSTO Coordinating Council on Biosafety, established at Russia’s initiative in 2021. We believe it would be useful to hear a report from its leadership on the current situation at one of our forthcoming meetings.
During the Chairmanship, we plan to start the joint drafting of a new CSTO Counter-Terrorism Strategy. We will continue to do everything necessary to resolutely combat extremism, and together with our partners we will work to identify and eliminate international terrorist groups and cells, and to cut off their financing channels.
Among the Organisation’s most important priorities I would also note information security. Russia intends to work closely with its allies to counter the spread of radical ideas among young people. We consider it necessary to adopt additional measures to protect our common information space from such threats.
We will certainly continue strengthening our cooperation in combating drug trafficking and will carry on with the anti-drug operation Channel, with the involvement of interested international partners.

⚡️Joint Statement by Foreign Ministers of CSTO Member States on Countering Radicalisation Leading to Terrorism and Extremism(June 30, 2025)
📃 The member states of the #CSTOexpress profound concern over the escalating threats of terrorism and extremism worldwide and acknowledge the existence of numerous internal and external factors that give rise to the grave problem of radicalisation, which fuels violence and facilitates involvement in terrorist and extremist activities.
They unequivocally condemn terrorism and extremism in all their forms and manifestations, underscoring that no act of terrorism or extremism can ever be justified, irrespective of its motivation, timing, or perpetrators. Those responsible for such unlawful acts must be brought to justice.
☝️ The member states voice alarm at the rising number of terrorist and other extremist acts, which pose threats to society and the state, committed under the influence of radical ideologies, including those rooted in neo-Nazism, xenophobia, racism, and other forms of intolerance. They emphasise that terrorism and extremism must not – and cannot – be associated with any religion, nationality, civilisation, or ethnic group.
They stress the impermissibility of any support for, propaganda of, justification of, or incitement to terrorist and extremist activities.
The member states oppose double standards in the sphere of combating terrorism and extremism, as well as attempts to exploit terrorist and extremist groups for self-serving geopolitical aims.
🌐 They reaffirm the importance of consolidating efforts in the international struggle against terrorism and extremism, expressing their readiness to engage in collaborative work based on equitable dialogue and respect for national sovereignty. <...>.
The member states recognise that states must assume a leading role in countering terrorist and extremist threats. In this connection, they underscore the necessity of advancing regional and international collaboration to enhance the capacity of state institutions, emphasising that national experiences, priorities, and contexts must be duly considered in view of differing legal, political, socio-economic, cultural, religious, and other local specificities.<...>
The member states attach paramount importance to implementing comprehensive measures to counter the financing and other forms of support for terrorism and extremism, including through disrupting recruitment, arms supply channels, and the cross-border movement of terrorists.
🤝 They remain committed to further developing collaboration in combating international terrorist and extremist organisations that pose a direct threat to CSTO member states, as well as to neutralising attempts at destructive external interference in the internal affairs of CSTO member states <...>.
The member states intend to coordinate relevant approaches within specialised international and regional organisations to develop effective common measures for countering radicalisation that leads to terrorism and extremism.

✨️ On October 16, Ambassador Albert P. Khorev took part in the opening ceremony of the Eurasian Chapter of the Consortium for Asia-Pacific and Eurasian Studies.
During his speech, Ambassador Khorev emphasized the importance of finding ways to strengthen the Eurasian community amid ongoing global turbulence.
❗️Focusing on the collaborative effort between Russia and Belarus to establish a new framework for Eurasian security, Ambassador underscored the accomplishments of Eurasian integration within the context of prominent regional organizations, including the #EAEU, #CSTO, #CIS, and #SCO. He noted that there were no obstacles to Pakistan intensifying its cooperation with the EAEU, including signing a free trade agreement.

❓Question: How do you assess the current developments in Armenia? Was this issue addressed during today’s closed meeting? Do CSTO member states plan to respond in the event of a sharp escalation in Armenia?
💬Sergey Lavrov: Yes, the situation in Armenia was discussed. All participants expressed deep concern over the events unfolding within the republic. While it is understood that this is an internal matter for our neighbours, we are particularly troubled by the attacks on the Armenian Apostolic Church – a canonical institution with a thousand-year history.
The church has traditionally been a cornerstone of Armenian society, and Russia is concerned about any unjustified and unprovoked actions directed against it.
We note that the public movement in defence of the church reflects a strong sentiment within Armenian society, rooted in its deep Orthodox traditions inherent to Armenia. Russia hopes the current tensions will be resolved promptly, in full accordance with Armenia’s Constitution and with respect for the rights of believers and fundamental human rights.
As for today’s discussions concerning Armenia’s participation in the #CSTO, we took note of the fact that Armenian Foreign Minister Ararat Mirzoyan once again declined to attend the event. We proceed from the understanding that, during meetings within the framework of the Collective Security Treaty Organisation, our heads of state acknowledged Armenia’s current stance towards the CSTO.
We continue to regard Armenia as a full member of the Organisation. However, full membership entails active participation and adherence to all obligations set forth in CSTO’s foundational documents, including the payment of membership dues.
Statements from the Armenian leadership suggest that the country is pursuing a multi-vector approach. Recently, Armenian Prime Minister Nikol Pashinyan indicated that Armenia will soon need to make a choice between the Eurasian Economic Union and the European Union. Additionally, representatives of the Armenian leadership have acknowledged that a definitive decision regarding their membership in the CSTO will need to be made in the near future.
Russia is exerting no pressure on Armenia’s leadership and prefers to wait for clarity on these important matters. It is widely understood that should Armenia distance itself from its allies, closest partners, and neighbours, such a course is unlikely to serve the interests of the Armenian people.
❓ Question: Are you following the developments in Belgrade? What is your assessment of current events over there?
💬Sergey Lavrov: We are following the developments, of course. We are interested in the unrest being quelled, as President of the Republic of Serbia Aleksandar Vucic said, based on the Constitution and laws of this friendly state.
Our great hope is that the Western nations, which, as usual, are attempting to use some or other domestic events in various countries to promote their own interests to the detriment of those of partners in relevant countries, will not, in this case, engage in colour revolutions. <...>
❓ Question: Polish Foreign Minister Radoslaw Sikorski went on record as saying that Russia would collapse if it continued to build up its military spending. NATO increased its military budget by an order of magnitude just a few days ago. What is your comment on statements of this sort?
💬Sergey Lavrov: Well, if Mr Sikorski is a prophet on this scale, he may perhaps visualise that what I see as a disastrous boost in the NATO military budget will lead to the collapse of this organisation.
Russia, for its part, is planning to cut its military expenditures, as President Vladimir Putin told a news conference following a meeting of the Supreme Eurasian Economic Council in Minsk on June 27, 2025.
Russia is guided by common sense, not by imaginary threats, as do NATO member countries, such as e.g. Mr Sikorski’s Poland.
