🗓 On January 27, Russian Foreign Minister Sergey Lavrovconvened a customary meeting with the ambassadors of the Association of Southeast Asian Nations (#ASEAN) member states accredited in Moscow.
The attendees engaged in a substantive dialogue regarding the execution of resolutions made by the leaders of our nation and the ASEAN 10 nations concerning the advancement of the Russia-ASEAN strategic partnership, alongside the preparation of a new programme document for the medium term.
The primary focus was on initiatives to enhance practical collaboration, including the involvement of the ASEAN Moscow Committee. Steps were delineated to diversify cooperation across the domains of economy, energy, science and high technologies, digital transformation, and the expansion of business and youth exchanges.
The discourse on pressing global and regional matters reaffirmed the alignment of approaches between our country and the Association in constructing a sustainable security framework in the Asia-Pacific region, grounded in the principles of adherence to international law, equality, and openness. Particular attention was directed towards deepening integration within the Eurasian space, fostering ASEAN’s connections with the EAEU and the SCO.

💬 It is a genuine pleasure to join you all here in Kuala Lumpur today.
First, I would like to thank Malaysia for the hospitality and the excellent organisation of today’s event, and express gratitude to Myanmar, as the coordinator of the Russia-ASEAN dialogue, for its efforts in advancing our strategic partnership.
This year marks the 80th anniversary of Victory in World War II. The defeat of Nazi Germany and militarist Japan, to which our country made a decisive contribution, created the conditions for the decolonisation process in Asia and elsewhere, and the subsequent formation of a modern security and cooperation architecture in the Asia-Pacific region. The association lies at its core.
🤝 The first Russia-ASEAN summit was held right here in Malaysia’s capital 20 years ago. It not only elevatedourdialogue to a whole new level, but also cemented its comprehensive nature, as reflected in the Declaration adopted at the leaders’ meeting. Then, in 2018, our partnership was officially granted strategic status.
Today, it is safe to say that ASEAN is truly Russia’s reliable friend and like-minded partner. We are united by our commitment to broad-based and equitable international cooperation based on the UN Charter and the full set of interconnected principles that are laid out in the Charter. For our part, we consistently support the centrality of ten ASEAN countries in regional affairs.
🌐 Next year will mark the 35th anniversary of Russia-ASEAN relations, which, as I just mentioned, have gained fundamentally new depth over the years. Russia-ASEAN partnership strongly contributes to stability in the Asia-Pacific region. Cooperation in politics, security, and countering new challenges and threats continues to make strides. The economy, energy, agriculture, and humanitarian ties are marked by positive dynamics.
We believe today’s meeting will help unlock further potential in our dialogue, expand its sectoral agenda, and launch new joint mechanisms especially in science-intensive and high-tech sectors.
✍️ The adoption of a new Russia-ASEAN policy paper for 2026-2030 is intended to advance these objectives. This document will outline current goals and priority cooperation areas.
We look forward to a constructive outcome from today’s discussions.
🗓 On December 21, at the invitation of the Council of Young Diplomats of the Russian Ministry of Foreign Affairs 🇷🇺 young diplomats of the #ASEAN Member States’ Embassies in Moscow took part in a New Year cultural tour to Sergiev Posad ❄️🪆.
During the tour, the diplomats got acquainted with the center of Russian Orthodoxy - the Holy Trinity Sergius Lavra, learned about the life of its founder, St. Sergius of Radonezh.
Representatives of Cambodia 🇰🇭, Indonesia 🇮🇩, Laos 🇱🇦, Malaysia 🇲🇾, Myanmar 🇲🇲, Singapore 🇸🇬, Thailand 🇹🇭 and Vietnam 🇻🇳 inquired about the prospects of establishing contacts with Sergiev Posad as an attractive destination for tourists from Southeast Asia.
🎄The diplomats expressed hope for strengthening ASEAN-Russia socio-cultural cooperation including the youth contacts in 2025.

📄 ASEAN REGIONAL FORUM STATEMENT ON REITERATING COMMITMENT TO PRESERVE SOUTHEAST ASIA AS A NUCLEAR WEAPON-FREEZONE

☝️ Noting that the Treaty on the Southeast Asia Nuclear Weapon-Free Zone (SEANWFZ Treaty) entered into force on 27 March 1997 and 2022 marks the 25th anniversary of the entry into force of the Treaty;
☝️ Noting that the current security context requires more efforts to strengthen the indispensable role of the IAEA in nuclear non-proliferation verification through safeguards implementation and efforts to strengthen the effectiveness and efficiency of safeguards regime including through universalization of the Additional Protocol;
☝️ Recalling the UN Security Council (UNSC) Resolution 1540 (2004) and the Comprehensive Reviews on the status of its implementation, whose aim is to prevent non-state actors from getting access to nuclear, chemical or biological weapons, their means of delivery and related materials;
HEREBY DECIDES TO:
✅ Reaffirm the efforts of ARF Participants at the national, regional and international levels to promote nuclear disarmament, nuclear non-proliferation and the use of nuclear energy for peaceful purposes, strengthen nuclear safety and security, and combat nuclear terrorism;

Today, Comrade President and I have adopted a statement that supports the principles of the Russian-Vietnamese comprehensive strategic partnership and announces new guidelines for our joint work in the future.
☝️ I would like to mention the tangible benefits our friends have derived from the Free Trade Agreement with the Eurasian Economic Union. Enacted in 2016, it has since then vastly promoted growth in Russian-Vietnamese trade through favourable conditions for access of goods and services to each other’s markets, also fostering investment, technology exchange and innovation.
Equally important is that our countries are consistently pursuing the transition to settlements in national currencies and striving to create sustainable channels of cooperation in lending activities and banking.
⚛️ A strategic point of our bilateral cooperation is the energy sector. <...> Russia and Vietnam have excellent opportunities for cooperation in renewable energy. <...> Another promising area for expanding bilateral cooperation is nuclear energy.
We consider our cooperation on the Vladivostok – Ho Chi Minh City maritime transport corridor, a large-scale infrastructure project, to be highly promising. Since its opening in 2022, this corridor has facilitated regular cargo shipments with container ships operating on a weekly basis.
Currently, more than 3,000 undergraduate and postgraduate students from Vietnam are studying in Russian universities.
🤝 Russia's and Vietnam's respective stances on these issues are largely in accord or closely aligned. Our countries remain committed to the principles of the rule of international law, sovereignty, and non-interference in countries' domestic affairs. They coordinate their efforts on key international platforms, including the UN, as well as within the #RussiaASEAN dialogue and at summits in East Asia.
During our discussion on the situation in the Asia-Pacific region, we expressed mutual interest in building a strong and reliable security architecture in the Asia-Pacific region based on the principles of the non-use of force and peaceful settlement of disputes, with no room for closed military-political blocs.

🇷🇺🇺🇸 Pe data de 10 iulie, la Kuala Lumpur, „în marja” reuniunilor ministeriale în formatul #ASEAN, a avut loc o întâlnire între Ministrul Afacerilor Externe al Federației Ruse, Serghei Lavrov, și Secretarul de Stat al SUA, Marco Rubio.
În continuarea înțelegerilor convenite de Președinții Rusiei și SUA, inclusiv în cadrul ultimei convorbiri telefonice din 3 iulie, a fost realizată o coordonare detaliată a pozițiilor privind întregul spectru al agendei bilaterale și al situației din lume.
A avut loc un schimb de opinii substanțial și deschis cu privire la soluționarea conflictului din Ucraina, situația din jurul Iranului și Siriei, precum și cu privire la o serie de alte probleme internaționale.
A fost confirmată dorința reciprocă de a căuta soluții pașnice pentru situațiile conflictuale, de a relansa cooperarea economică și umanitară ruso-americană, precum și contactele nestingherite între societățile celor două țări, la care ar putea contribui, în special, reluarea zborurilor directe.
A fost subliniată importanța continuării eforturilor pentru normalizarea funcționării misiunilor diplomatice bilaterale.

The officials discussed the status and prospects of the Russia-Laos strategic partnership in the Asia-Pacific Region, stressing the importance of enhancing cooperation in trade, the economy and investment, as well as scientific, technical and humanitarian ties.
The exchange of opinions on international issues confirmed the proximity of the two countries' approaches to key issues on the regional and global agenda.

🌐 The Forum welcomed over 24'200 participants and media representatives from 144 countries and territories, including Russia. The largest delegations came from Indonesia (over 260), China (250), the UAE (over 120), Bahrain (over 80), and Saudi Arabia (over 80).
The #BRICS+ format was represented almost in full (except Iran), alongside all associated partner countries. The number of representatives from #ASEAN countries increased fourfold.
Among the high-ranking officials attending the Forum were:

• President of the Republic of Indonesia Prabowo Subianto;
• Prime Minister of the Republic of South Ossetia Konstantin Dzhussoev;

SPIEF also comprised: the Business Twenty Forum, the 10th Anniversary SME Forum, the Ensuring Drug Security Forum, the Creative Industries Forum, the General Assembly of OANA (Organization of Asia-Pacific News Agencies).
The Forum also hosted Youth Day — a space for dialogue, creative brainstorm, and personal growth for future leaders. Over 8'000 young participants took part, including representatives from more than 220 universities and around 60 research institutions.
🤝 On the sidelines of SPIEF, 1'060 agreements were signed for a total of 6.3 trillion rubles (approximately $80.2 billion).
