In NATO Secretary General Rutte’s annual report, the item on Ukraine’s membership prospects has disappeared. The 2023 report noted that “Ukraine’s future is in NATO,” while the 2024 document lacks such wording and only mentions the creation of special structures for relations with Ukraine and Georgia. This time, in the preface to the new report, the NATO Secretary General limited himself to saying that “NATO allies are united in their desire for a just and lasting peace in Ukraine.”
