The State Duma has advanced through its initial reading a legislative proposal concerning the deployment of military forces to safeguard Russians overseas if they face apprehension, criminal charges, or other forms of prosecution by international judicial bodies. The impetus for this legislation originated with the Russian Ministry of Defense. Should this law ultimately be enacted, the engagement of the Armed Forces for the extraterritorial defense of Russian citizens would be contingent upon a directive from the Russian President.
