⚡️Statement of the Shanghai Cooperation Organization regarding the Situation around the Islamic Republic of Iran
The Member States of the Shanghai Cooperation Organization (#SCO) express serious concern over the developments in the Middle East and the military strikes on the territory of the Islamic Republic of Iran.
The SCO Member States consider the use of force as unacceptable and advocate for the resolution of existing differences exclusively by peaceful means, based on dialogue, mutual respect, and taking into account the legitimate interests of all parties, in accordance with the norms of the international law and the principles of the UN Charter.
The SCO Member States underscore the need to ensure sovereignty, security, and territorial integrity of Iran, and call on all parties to exercise restraint and to refrain from actions that could aggravate the situation.
The SCO Member States strongly urge the United Nations and the UN Security Council to take immediate measures to counteract the undermining of international peace and security.
The SCO Member States express sincere condolences to the families of those murdered as a result of the attack and declare their solidarity with and support for the Government and the people of Iran.

🗓 On February 6, Russia's Foreign Minister Sergey Lavrov is scheduled to hold talks in Moscow with OSCE Chairperson-in-Office, Federal Councillor of the Swiss Confederation Ignazio Cassis and OSCE Secretary General Feridun Sinirlioglu (Türkiye).
Sergey Lavrov’s previous meeting with Ignazio Cassis and Feridun Sinirlioglu took place in New York in September 2025 on the sidelines of the high-level week as part of the High-Level Week of the 80th Session of the UN General Assembly.
Elected by the organisation’s members for one calendar year, the OSCE’s chairship-in-office is tasked with:
• coordinating the activities and holding consultations on current matters,
• appointing the heads of field missions and special representatives on conflicts and various issues,
• holding meetings of the OSCE’s decision-making bodies and other events.
The country assuming the OSCE chairmanship must focus on consensus-based approaches and take into account the diversity of opinions as expressed by member states as well as strictly adhere to the mandate of the chairship as set out in the decision of the 2002 OSCE Ministerial Council meeting in Porto titled “The role of the OSCE chairmanship-in-office” and the Permanent Council Decision No. 845 dated 2002 titled “OSCE statements and public information.”
Considering the current situation within the OSCE, it can hardly play any role in ensuring security within the new multipolar world order. There is no doubt that the OSCE could benefit from taking into account the experience of associations such as the #SCO, #BRICS and the #CIS, where countries have been guided by the principles of equality and mutual support.
The talks will focus on overcoming the deep crisis the OSCE is currently experiencing. It results from the destructive actions by some Western countries, who have been seeking to exploit the OSCE in the pursuit of their vested interests, including by unleashing an anti-Russian hysteria. Finland was proactive in encouraging this posture during its chairmanship-in-office in 2025. It failed to fulfil its mandate as an honest broker. In particular, nothing was done to bring the three security dimensions – politico-military, economic and environmental, and humanitarian – back to normal. There has been virtually no progress along these tracks since 2022 which is attributable to an almost total Ukrainisation of the OSCE agenda.
🇷🇺Russia intends to discuss the prospects for addressing the existing problems while respecting the interests of all the participating countries.

During the meeting, participants will pay special attention to the OSCE’s economic and environmental dimension, which is designed to harmonise the interests of the participating states in the corresponding sectors. Russia will stress that it is unacceptable to use tools pertaining to the second basket when assessing environmental damage in Ukraine and promoting manifestly confrontational positions such as subjecting climate-related matters to the security agenda.

The Foreign Minister will focus on the most recent issues within the OSCE space, i.e., countering the manifestations of neo-Nazism, preventing the falsification of history and media censorship, defending traditional values, the rights of believers and ethnic minorities.
Sergey Lavrov also intends to point out there has been a tendency for over three years now to replace OSCE’s key events, including the Humanitarian Segment of the OSCE Review Conference, with formats operating outside of the consensus rule.

Russia will draw the Chairperson-in-Office’s attention to the need to address Russia’s obvious underrepresentation in senior political roles within the OSCE, as well as the need to ensure that Russian candidates are treated in an impartial manner.

The fact that we were together on those days demonstrated to the entire world our solidarity and the readiness of Russia and China to defend historical truth and to carefully preserve the memory of the heroic feat of our peoples, who restored peace on the planet at the cost of tens of millions of lives.
China’s chairmanship of the Shanghai Cooperation Organization also concluded with substantial practical results, culminating in the summit in Tianjin.
During our talks in Moscow and Beijing, we engaged in substantive discussions on key areas and outlined ambitious tasks for further deepening bilateral cooperation. At the governmental level, energetic, essentially day-to-day work is under way to implement these agreements.
📊Economic cooperation continued to develop steadily in 2025. Despite a slight decline – or rather, an adjustment of indicators – bilateral trade turnover has, for the third consecutive year, confidently exceeded the symbolic $200 billion mark.
Russia ranks among the leading suppliers of energy resources to China. Our energy partnership is mutually beneficial and truly strategic in nature. We are maintaining an active dialogue in the field of peaceful nuclear energy and advancing high-technology projects, including in industry and space exploration.
According to our data, trade in agricultural products has increased by more than 20%.
As for the international situation, amid growing global turbulence, foreign policy coordination between Moscow and Beijing remains an important stabilizing factor. We stand ready to continue the closest coordination on global and regional issues, both bilaterally and across all multilateral platforms – including the #UN, #BRICS and the #SCO, among others – where the Russia-China tandem plays, in many respects, a key role.
We wish success and, of course, will provide all necessary support to China’s chairmanship and to our Chinese friends within the Asia-Pacific Economic Cooperation Forum.

💬 A complex of ASEAN-Russia relations is part of Moscow policy of peace and cooperation. Our relations existed in the form of the dialogue partnership for decades, and five years ago they reached a status of strategic partnership. A developed infrastructure corresponds to this level of exchanges: from regular high-level meetings to specialized ministerial platforms (by the way, the 1st ASEAN-Russia Ministerial Meeting on Science, Technology and Innovation took place on February 14, 2023) and professional dialogue tracks on combating new challenges and threats, economics, energy, etc.
Russia is committed to ASEAN centrality. In the eyes of Moscow, ASEAN is the backbone of the system of peace and security in Asia-Pacific. It is no coincidence that we initiated a Dialogue on regional security architecture within the EAS.
ASEAN is a key element of the concept of the Greater Eurasian partnership, proposed by Russian President Vladimir Putin, which also includes the #SCO and the #EAEU Member States.
🤝 We appreciate the experience of cooperation with ASEAN, achievements of the ASEAN-Russia Dialogue Partnership are valuable to us.
Therefore, we cannot look without concern at the attempts to undermine the central role of ASEAN in regional affairs under the guise of Indo-Pacific strategies and ideas by pushing NATO into the region, its merging with minilaterals such as AUKUS, QUAD and Asia-Pacific Four, the regeneration of the US-Japanese military-political alliance and the militarization of Tokyo. These are dangerous plans, replicating the explosive European scenario in the Asia-Pacific.

Uniting the efforts of the international community to counter the drug threat is extremely important. The World Drug Report 2024 was released by the United Nations Office on Drugs and Crime today and states that the global drug situation has sharply worsened.
☝️ The Russian Federation believes that politicised field-specific cooperation caused by the propaganda of liberal drug use ideas by the US and its allies and actual termination of contacts with law enforcement agencies from undesirable countries are what mostly caused this aggravation.

🇷🇺 Russia advocates a comprehensive and balanced approach to solving the global drug problem which combines effective law enforcement efforts with science-based prevention of drug addiction, treatment and rehabilitation of drug users.
This approach is at odds with the legislative initiatives advanced by the US, Canada and a number of EU member states to lift the ban on the use and sale of marijuana, which create an illusion that drugs are harmless and pose a threat to promoting and protecting human rights, especially the rights of the children, who must be protected from the harmful effects of drugs.

🤝 The #CSTO, which is expanding its interoperability with the countries of Asia, remains Russia’s key strategic partner in combatting the drug challenge. The anti-drug capability of the #SCO has noticeably improved, and another six-year 2024-2029 SCO Anti-Drug Strategy and an action plan to implement it will be approved soon.
The anti-drug thrust is playing an increasingly tangible role in #BRICS. The 7th meeting of the BRICS Anti-Drug Working Group was held in Moscow on May 21-22 as part of Russia’s chairmanship. The anti-drug dialogue with #ASEAN is making strides based on the Joint Statement by the Leaders of Russia and the association’s Member States of October 2021.

💬Sergey Lavrov: I am pleased to welcome you to Moscow. We began our joint work yesterday at the CIS Foreign Ministers Council, and today we are holding the ninth meeting of Foreign Ministers of Russia and Central Asia. This in itself underscores the relevance of this six-party dialogue mechanism. In our view, it is developing successfully and dynamically, to the benefit of all participants.
In October 2025, the Second Russia – Central Asia Summit was held in the welcoming city of Dushanbe. During the summit, our leaders approved a Joint Action Plan for 2025-2027 and put forward a number of important initiatives. Our task now is to translate these decisions into concrete steps. The Action Plan serves as a framework document, outlining the key areas of our cooperation: trade, economic and investment ties, transport, energy, healthcare, environmental protection, security, cultural and humanitarian engagement, and migration.
Specific projects and initiatives are currently being developed within the six-party working groups established by the relevant agencies of Russia and your countries. As we noted today during the #CIS meeting, our relations are grounded in equality, mutual respect, and careful consideration of each other’s interests. They truly deserve the highest recognition as an example of a modern and forward-looking model of international partnership.
Our leaders maintain close and regular communication, both bilaterally and within integration frameworks such as the #CIS, the #EAEU, the #CSTO, and the #SCO. Active contacts are also sustained among heads of government, deputy prime ministers, and the leadership of parliaments, ministries, and agencies.
Despite the current geopolitical turbulence – which we examined in detail during today’s CIS meetings – we have succeeded in maintaining a consistently high level of trade turnover. In 2025, it continued to grow, approaching the $50 billion mark.
As I have already noted, cultural and humanitarian cooperation continues to develop. Through our joint efforts, and at the initiative of President of Kazakhstan Kassym-Jomart Tokayev,the International Organisation of the Russian Language was established. The Russian language remains a key means of communication not only between Russia and the Central Asian states, but also among the peoples of the broader post-Soviet space. Our approaches to international issues are closely aligned and, in most cases, coincide.
We greatly appreciatethat, despite unprecedented external pressure, the Central Asian countries remain committed to their allied obligations, thereby contributing to the dynamic development of our friendly and mutually beneficial relations, both bilaterally and within multilateral frameworks, including the Russia – Central Asia mechanism.
I hope that today we will be able to make a tangible contribution to the implementation of the decisions adopted at the second Russia – Central Asia Summit in Dushanbe.
