In 2023, Kazakhstan produced about 1 million tons of road bitumen, covering almost the entire domestic demand. However, the main breakthrough occurred in 2025: The Caspi Bitum plant completed modernization, increasing its capacity from 500,000 to 750,000 tons of bitumen per year. As a result, the total capacity across the country reached 1.45 million tons, while the road industry’s needs amount to about 1 million tons per year. But development does not stop there. The plans until 2032 include: • Qazaq Bitum in Aktobe – 700,000 tons/year (launch in 2026) • Shymkent Refinery – 770,000 tons/year (by 2030) • Pavlodar Refinery – up to 300,000 tons/year In total, Kazakhstan will be able to produce up to 2.5 million tons annually and will become a net exporter of bitumen for the first time. In 2023, bitumen imports from Russia amounted to 219,000 tons. In 2024 – 206,000 tons. And only 38,000 tons (a decrease of over 40%) in the first quarter of 2025.
