🗓 On December 4-5, Vienna (Austria) will host the 32nd Meeting of the OSCE Ministerial Council. The Russian delegation will be helmed by Russia's Deputy Foreign Minister Aleksandr Grushko. In the OSCE’s governance structure, the Ministerial Council (MC) ranks second only to the Summit and convenes in years when no high-level meeting is held (the last Summit took place in Astana in 2010). As a rule, the MC is hosted by the country holding the OSCE Chairmanship. Finland, which serves this year as the OSCE Chair-in-Office, requested that the meeting be moved to Vienna, citing excessive workload related to organizing the 50th anniversary event of the Helsinki Final Act on 1 August. The Ministerial Council reviews the implementation of previously adopted decisions, sets tasks for the medium term and ensures political dialogue among the participating States. All decisions in the Organization are made by consensus – a key condition for maintaining the viability of the Vienna platform. For the Russian delegation, the key focus of the upcoming Ministerial will be reviewing the OSCE’s work in its 50th anniversary year, as well as assessing the Organization’s prospects against the backdrop of the emerging multipolar world order. We expect to discuss ways to resolve existing problems with due regard for the interests of all participating States. The OSCE’s current institutional crisis is the result of destructive actions by a number of Western countries that use the Organization for their own purposes, including to fuel anti-Russian hysteria. <…> At meetings of the OSCE’s decision-making bodies – the Permanent Council and the Forum for Security Co-operation (FSC) – Russian representatives consistently raise the most acute issues for the OSCE area. These include combating terrorism and drug trafficking, countering manifestations of neo-Nazism, preventing the falsification of history and media censorship, as well as protecting traditional values, the rights of believers and national minorities. We call on all states to join efforts in these areas. <…> The second dimension, intended to help harmonize the interests of participating States in the relevant fields, is in practice used by Western members to assess “environmental damage” in Ukraine or to promote inherently confrontational concepts such as linking climate and security. The third dimension – the most politicized – continues to “suffer” from clear thematic and geographical imbalances, with an emphasis on neoliberal values that are unrelated to the priorities of the majority of participating States. Significant concerns persist regarding the OSCE’s human dimension institutions – the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities, and the Representative on Freedom of the Media. Their new leadership, appointed last year, has shown a clear inclination to give in to Western political pressure. ODIHR stands out in particular for its openly biased electoral monitoring in countries “east of Vienna”, its advance preparation of “desired” conclusions, and its publication of anti-Russian reports on the politically motivated topic of alleged violations of international humanitarian law and human rights in Ukraine. ❗️Given the current state of affairs in the OSCE,it is difficult to speak of any meaningful role for the Organization amid today’s profound global realignment. The OSCE would undoubtedly benefit from drawing on the experience of groupings such as the #SCO, #BRICS and the #CIS, whose member states operate on the principles of equality and mutual support. Earlier, the Head of State of the Republic of Tajikistan took part in an informal meeting of the leaders of the #CIS member countries. 💬Vladimir Putin: Mr Rahmon, Once again, I would like to thank you for accepting the invitation and coming to St Petersburg. ◾️However, I would like to begin our bilateral meeting by expressing my sincere condolences to you and to the family of the boy from Tajikistan who tragically lost his life a few days ago. Perpetrating terrorist acts against children is an especially abhorrent crime. The investigation will be concluded without doubt, and the perpetrators, should there be several, will undoubtedly be brought to full justice. I repeat once again: I was shocked by this crime. 2025 has been declared the Year of the 80th anniversary of Victory in the Great Patriotic War and the Year of peace and unity in the fight against nazism. The proposal was approved by the leaders of the CIS countries during a meeting of the Council of Heads of State of the Commonwealth. The summit also discussed a block of cultural and humanitarian issues within the CIS countries. People have been killed in an air crash, and many more have been injured. As we have just noted, I would like, on your behalf, to offer condolences to the families of the deceased and to all the injured. We will hope that they recover. By agreement with the President of Kazakhstan, an aircraft of the Russian Ministry for Civil Defence, Emergencies and Disaster Relief will deliver medical personnel and the required additional equipment to Aktau. *** Over the past year, Russia focused its efforts as part of its #CIS chairmanship on promoting Eurasian integration, consolidating the international standing of the CIS, as well as enabling its executive bodies to be effective in their work. 🇺🇳On March 28, the United Nations Economic and Social Commission for Asia and the Pacific marks its 7️⃣9️⃣th anniversary The decision to establish #ESCAP was taken at the 4th session of the UN Economic and Social Council in 1947, to ficilitate socio-economic development of the countries of the Asia Pacific Region. 🇷🇺Russia has been a member of the Commission since its establishment. Our country views ESCAP as a unique dialogue platform to help the states implement the UN 2030 Agenda and is using the Commission’s capacities to promote Russian approaches and developments in the regional cooperation agenda. With Russia's expert and financial involvement ESCAP developed and adopted a number of significant international legal documents: the 2013 ESCAP Intergovernmental Agreement on Dry Ports of international importance, the 2016 ESCAP Framework Agreement on the Facilitation of Cross-border Paperless Trade in Asia and the Pacific, and the 2016 trilateral (Russia-Mongolia-China) Intergovernmental Agreement on the Asian Highway Network. Our country is among ESCAP’s major donors. Russian financial support has helped to implement over70 various technical assistance projects worth $18.4 million across all key sectors within the ESCAP mandate: energy, transport, trade, development finance and social issues, environment and sustainable development, information and communication technologies, etc. The geographical priority of such projects is the #CIS nations. The execution of these initiatives has made a significant contribution to strengthening the socio-economic potential of the recipient countries. 🤝Russia appreciates the Secretariat’s efforts inrendering assistance to the Asian-Pacific states and developing the formats of regional and subregional cooperation. Our country is going tosupport this activity both through its expert and analytical input in the implementation of the ESCAP work programme and through its voluntary payment to the Commission’s budget and thereby funded technical assistance projects for friendly countries in the Asia-Pacific region.

Our tenure proceeds under the motto, Collective Security in a Multipolar World: Common Goal, Shared Responsibility. In collaboration with our allies within the CSTO, we are intensifying efforts to uphold shared approaches to resolving international security issues. Much has already been articulated on this subject today. The foundational documents of the Organisation – and I wish to underscore this with particular emphasis – enshrine the principles of peaceful coexistence among states, the primacy of political and diplomatic methods of resolution, and adherence to the norms of international law, with the United Nations playing a central role. I consider it of fundamental importance that, in the current period, as the West resorts more frequently and extensively to illegitimate use of force, neocolonial methods of diktat, and outright plunder, the CSTO countries are neither altering nor revising the aforementioned goals of their activities. We will not deviate from the universal norms of international law. On the contrary, we will counter attempts to undermine them and oppose efforts to impose lawlessness in global affairs, whilst upholding the universal norms of international law, above all the sovereign equality of states, as enshrined in the UN Charter. <...> The Collective Security Treaty Organisation has established itself as an authoritative association of allied states whose activities are not directed against anyone, contain no aggressive aspirations, and are built exclusively in the interests of maintaining regional stability and the well-being of its member countries. <...> Russia maintains continuity in advancing the principal vectors of our collaboration within the CSTO. 🇷🇺🇺🇳 On July 1, Russia assumed the UN Security CouncilPresidency, which, pursuant to the UN Charter, bears the primary responsibility for finding effective responses to threats to international peace and security. Three central events have been planned during the Russian presidency: 🗓July 16 – open ministerial-level debate on multilateral cooperation for a more just, democratic and sustainable world order. 🗓July 17 – open ministerial-level debate on the situation in the Middle East, including the Palestinian issue. 🗓July 19 – debate in the Security Council on UN cooperation with the #CSTO, the #CIS and the #SCO. The first two events will be chairedby Foreign Minister of the Russian Federation Sergey Lavrov. In general, the Council has a very busy agenda. The mandate-reporting cycle will include meetings on the situation in Haiti, the Democratic Republic of the Congo, West Africa and the Sahel region, Yemen, Cyprus, Colombia, Lebanon and Syria, as well as on the activities of the UN Regional Centre for Preventive Diplomacy for Central Asia. The mandates of the UN Integrated Office in Haiti, the UN Mission to Support the Hudaydah Agreement and the Security Council sanctions regime against the Central African Republic are scheduled for renewal. The agenda also includes discussions on implementing UN Security Council Resolution 2720 on the humanitarian mechanism for the Gaza Strip to be attended by the UN Senior Humanitarian and Reconstruction Coordinator for Gaza Sigrid Kaag. 🇷🇺 The Russian Federation as a permanent member of the Security Council and a responsible participant in the international community, will traditionally make every effort to ensure a coherent and expeditious work of this agency. In this connection, Russia will urge its colleagues in the Security Council to seek common denominators, given due account of the interests of all the parties concerned.
