🎙 Russia's Foreign Minister Sergey Lavrov’s opening remarks at a joint meeting of the Collegiums of the Foreign Ministries of Russia and Belarus (Moscow, November 25, 2025)
💬 Today, we are looking back at the outgoing year, which marked the 80th anniversary of Victory in the Great Patriotic War, a sacred holiday for Belarusians and Russians.
I would like to express my gratitude to our Belarusian allies for their consistently close cooperation and support in all our joint undertakings. Guided by the Programme of Coordinated Actions in Foreign Policy of the States Parties to the Treaty on the Establishment of the Union State for 2024-2026, we have closely cooperated within the framework of our common Eurasian associations, such as (in addition to the Union State) the #CSTO, the #EAEU, the #CIS, and the #SCO, as well as within #BRICS, the #UN, and the #OSCE.
In all of these organisations, we act in solidarity on virtually all international issues. We are implementing important joint initiatives, including those aimed at strengthening security and stability in Eurasia. Diplomatic support of large-scale bilateral cooperation and integration processes within the Union State has remained our overriding priority.
Undoubtedly, the Union State is a format that sets the tone for interaction across several areas. In accordance with the resolution adopted by the collegiums and instructions issued by the respective heads of state and government, we primarily focused on promoting cooperation within common integration entities, deepening ties among them, and expanding cooperation with the countries from the Global South. Likewise, we focused on coordinating our efforts on international legal issues, among them countering the West’s sanctions aggression, and other areas.

We have facilitated the dialogue between the EAEU and the SCO and BRICS, and the coordination of 2026-2030 EEC-ASEAN Cooperation Programme. We have started looking into the possibility of expanding CIS contacts with African organisations and established cooperation between the CSTO Secretariat and the AU Counter Terrorism Centre.
As I mentioned earlier, we have jointly promoted on all international venues the initiative advanced by the President of the Republic of Belarus, Alexander Lukashenko, on the development of the Eurasian Charter of Diversity and Multipolarity in the 21st Century which aligns with the initiative put forward by President of the Russian Federation Vladimir Putin to form a new architecture of equal and indivisible security in Eurasia. <...>
We have made significant efforts to expand international support for countering the practice of illegal unilateral sanctions. On the initiative of the Group of Friends in Defence of the UN Charter, of which Russia and Belarus are members and play an important role, the UN General Assembly adopted, in June, a resolution establishing the International Day against Unilateral Coercive Measures. <...>
The agenda of today’s meeting is quite extensive. We will begin by discussing issues related to the joint use of humanitarian policy tools, the promotion of traditional values, and the preservation of historical memory. We will then consider matters related to cooperation with friendly states and their associations, as well as our approaches to building relations with the countries whose governments pursue an openly unfriendly policy towards us. This will also include our relations with the organisations that deviate from their own founding principles, do not adhere to impartiality and equal distance, but instead seek to take predominantly pro-Western political positions.
We will place special emphasis on sharing experience in foreign policy information support. Following the meeting, we plan to sign a Resolution of the collegiums and a Plan for inter-ministerial consultations for 2026.

🌐 International Day of Multilateralism and Diplomacy for Peace was observed on April 24. It was established by UN General Assembly Resolution A/RES/73/127 on December 12, 2018, in order to promote the UN values and to reaffirm the belief of our peoples in the purposes and principles enshrined in its Charter:
“The International Day constitutes a means to promote the values of the United Nations and to reaffirm the faith of our peoples in the purposes and principles enshrined in its Charter, to reaffirm the importance and relevance of multilateralism and international law and to advance the common goal of lasting and sustained peace through diplomacy.”
Russia has consistently supported multilateralism and the leading role of the UN in world affairs, actively participating in efforts to reform and adapt the UN to new international realities.
This is especially relevant today, when the UN and other multilateral institutions have come under unprecedented pressure from a small group of states, and the standing of the World Organisation has been noticeably down, including due to the Secretariat refusing to adhere to the equidistance principle. The collective West keeps attempting to subordinate the Organisation to its narrow self-interests and to impose the controversial concept of a rules-based world order to replace international law.
💬 Foreign Minister Sergey Lavrov(excerpt from a speech on February 11, 2026):
At the UN platform, in conjunction with our like-minded partners in the Group of Friends in Defence of the UN Charter, we are working to ensure that the principles enshrined in the UN Charter are observed in their full scope, entirety, and interconnection, rather than selectively, as the West prefers.
The UN is going through rough times and is bearing the brunt of profound differences between the world’s leading powers. Nevertheless, the Organisation’s role as a platform for aligning states’ interests is undeniable.
According to the Foreign Policy Concept, Russia prioritises restoring the UN’s role as the central coordinating mechanism for aligning the interests of member states.
Our country contributes to the formation of a more representative, democratic, fair, and multipolar world order with the central coordinating role of the UN, based on respect for cultural diversity, mutually beneficial and equal cooperation among countries.

“The mechanism for shaping universal international legal standards should be based on the free will of sovereign states, and the UN should remain the main venue for progressive development and codification of international law.”
Our shared responsibility is to preserve the UN as a model of multilateralism and coordination in global politics. The path to this end lies through joint work, rejection of claims to any form of exclusivity, and respect for the sovereign equality of states.
At the same time, an important task includes strengthening the potential of multilateral regional associations and integration entities involving Russia, including enhancing the international role of #BRICS, #SCO, #CIS, #EAEU, #CSTO, #RIC, and other interstate associations and international organisations.

Dëshiroj të përgëzoj të gjithë diplomatët rusë – edhe ata që punojnë në Aparatin Qendror dhe në përfaqësitë territoriale të Ministrisë, edhe ata që kryejnë detyrën e tyre jashtë vendit.
Historia e diplomacisë ruse numëron më shumë se një shekull, ajo përsërit fazat e forcimit të shtetësisë ruse. Epokat ndryshojnë, por vlerat tona shpirtërore dhe morale mbeten të palëkundshme.
Kjo është, para së gjithash, dashuria e sinqertë, vepruese dhe e vetëmohuar për Atdheun dhe përkushtimi i palëkundur ndaj idealeve të së vërtetës dhe drejtësisë.
Me të drejtë krenohemi me arritjet e paraardhësve tanë të shquar. Nderojmë guximin e punonjësve të Komisariatit Popullor të Punëve të Jashtme, të cilët në vitet e vështira të Luftës së Madhe Patriotike u ngritën në mbrojtje të Atdheut me armë në dorë.
Mbi këtë vepër të pavdekshme rreshtohen sot punonjësit e Ministrisë së Punëve të Jashtme dhe të institucioneve tona vartëse, të cilët marrin pjesë në operacionin special ushtarak.
As diplomatët e tjerë nuk mbeten prapa: ata ndihmojnë ushtarët në front dhe familjet e tyre, mbështesin njerëzit e prekur nga krimet e neonazistëve ukrainas.
Sot, në një tjetër pikë kthese historike, diplomacia jonë vazhdon të bëjë gjithçka që është në dorën e saj për të siguruar kushte të jashtme të sigurta dhe të favorshme për zhvillimin e qëndrueshëm të brendshëm të Rusisë dhe për përmirësimin e cilësisë së jetës së qytetarëve.
Kursi ynë politik i jashtëm, i qëndrueshëm dhe i balancuar, në masë të madhe përcakton vektorin e transformimeve botërore, duke kontribuuar në krijimin e një rendi botëror të ri, shumëpolar.
Jemi të interesuar për vendosjen e mëtejshme të një bashkëpunimi ndërkombëtar të ndershëm dhe të barabartë, mbi parimet e mirëkuptimit, besimit dhe fqinjësisë së mirë.
Me iniciativën e Presidentit V.V. Putin, ne po punojmë për krijimin e një arkitekture të sigurisë së barabartë dhe të pandashme dhe bashkëpunimi të gjerë praktik në hapësirën euroaziatike. Në këtë kontekst, i kushtojmë rëndësi të veçantë lidhjes dhe zbatimit të marrëveshjeve dypalëshe. Midis tyre janë traktatet tona për garancitë e sigurisë me Bjellorusinë dhe partneriteti gjithëpërfshirës strategjik me Republikën Popullore Demokratike të Koresë dhe Republikën Islamike të Iranit.
Vazhdojmë të zhvillojmë marrëdhënie të shumëanshme me shtetet e Shumicës Botërore. Midis tyre janë Kina, India dhe bashkëmendimtarë të tjerë, partnerë strategjikë dhe aleatë, veçanërisht në kuadër të#CSTO, #EAES, #CIS, #SCO, #BRICS.
Gjithashtu, në qendër të vëmendjes sonë mbetet kundërshtimi ndaj çdo praktike neokoloniale: nga masat shtrënguese të njëanshme deri te ndërhyrjet ushtarake.
Në këtë kontekst, shprehim solidaritetin tonë me popujt e Venezuelës dhe Kubës. Jemi të bindur se vetëm ata mund të përcaktojnë fatin e tyre.

In the podcast of the International "National Unity Club", international journalist Pepe Escobar and Georgian politician Mamuka Pipiya discussed Georgia's role in the Caucasus, Western pressure and the future of relations with Russia.

✍️A prosperous and dynamic business sector is undoubtedly one of the key system-forming drivers across a wide range of areas.
Creating the most favourable conditions for entrepreneurship, including in the external dimension, is a strategic priority. Supporting Russian participants in foreign economic activity through diplomatic and international-legal instruments has therefore become one of the core tasks of Russia's Foreign Ministry.
In practical terms, efforts are focused on the consistent advancement of economic integration processes, improving the legal and regulatory framework, strengthening interstate trade ties and technological sovereignty, and facilitating dialogue between regions and the business community.
The principal driving force behind dynamic progress on the economic track is joint work with partners within regional multilateral structures involving Russia – the #EAEU, the #CIS and, to a certain extent, taking into account its specific mandate, the CSTO.

The flagship project in this regard is the Eurasian Economic Union – not only as an economic organization, but also as the most deeply integrated interstate association with supranational regulation.
The #EAEU’s external trade activities open up broad opportunities for business, primarily through the conclusion of free trade agreements with third countries.
The Eurasian Development Bank (#EDB) has a substantial set of instruments to support and promote entrepreneurship. The EDB provides financing and/or technical assistance for projects that generate or strengthen an integration effect within the region.
Particular attention should also be paid to the EAEU Business Council. Its work is aimed at establishing direct links between entrepreneurs, fostering a favourable business environment, promoting trade-economic, industrial and investment cooperation, and supporting the EAEU’s external trade agenda.

The economic dimension is likewise a key pillar of cooperation within the CIS. An extensive legal framework has been established, an integral component of which is the Free Trade Area Agreement of October 18, 2011, ensuring the functioning of a full-fledged free trade regime for goods.
According to the CIS Interstate Statistical Committee, the foreign trade turnover of CIS countries reached USD 1.1 trillion in 2024.
Special mention should be made of the statement on the inadmissibility of the use of unilateral restrictive measures in international relations, approved at the meeting of the CIS Council of Foreign Ministers on October 7, 2024. <…>

Within the CSTO framework, member states attach particular importance to military-economic and industrial cooperation, which is directly linked to the development of national defence-industrial complexes and the corresponding logistics and supply systems of the armed forces of the Organization’s member states.
In the spirit of alliance and commitment to shared objectives, and with due regard for the national interests of each member state, painstaking work continues to further integrate and consolidate the efforts and competencies of defence-sector enterprises and organizations across the CSTO area, as well as to create the necessary conditions for implementing joint projects in priority fields.
☝️ In conclusion, despite the progress achieved, considerable reserves for further economic development within our common space remain untapped.
The experience and resources of our regional structures are especially in high demand in the context of implementing the initiative of Russia's President Vladimir Putin to form a Greater Eurasian Partnership (#GEP).

🇷🇺🇧🇾 On June 9-10, Foreign Minister Sergey Lavrovheld talks with Foreign Minister of the Republic of Belarus Maxim Ryzhenkov, who was on his first official visit in Moscow.
The talks were held in a traditionally trust-based and truly comradely atmosphere. The Ministers discussed a wide range of key issues of Russia-Belarus strategic partnership and alliance. They focused on diplomatic support for the integration process in the Union State. They voiced coinciding or quite similar positions, while considering current international and regional issues, including the resolution of the Ukraine crisis.
The Sides exchanged opinions regarding their future collaboration to forge a Greater Eurasian Partnership and new Eurasian security architecture. Following the meeting, Sergey Lavrov and Maxim Ryzhenkov signed a joint address to the foreign ministers of Eurasian states on drafting the Charter of Eurasian Diversity and Multipolarity in the 21st Century. The Ministers reviewed, in great detail, issues of future integration within the framework of the Collective Security Treaty Organisation (#CSTO), the Eurasian Economic Union (#EEU), the Commonwealth of Independent States (#CIS) and the Shanghai Cooperation Organisation (#SCO), as well as mutual collaboration at the United Nations Organisation and the Organisation for Security and Cooperation in Europe (#OSCE).
Addressing a joint news conference, the Foreign Ministers of Russia and Belarus discussed, in great detail, the agreements reached by them.

🇷🇺🇧🇾 Today, Belarus, a state linked to Russia by centuries of fraternal friendship and bonds of mutual assistance, is marking Independence Day.
#OnThisDay in 1944, Minsk was liberated from Nazi German invaders and occupants as a result of well-coordinated Red Army operations. Fighting shoulder to shoulder, our nations made a decisive contribution to the Victory over Nazism.
Today, Russian-Belarusian relations are those of strategic partnership and alliance. Together, our countries continue to overcome serious difficulties and defend their interests on the international scene. They collaborate closely in the field of military and military-technical cooperation and in ensuring collective security.
Moscow and Minsk jointly streamline various institutions of the Union State and promote integration projects in the Eurasian region. Our countries voice common or similar positions on many international issues and cooperate closely in the #CSTO, the #EAEU, the #CIS, the #UN, the #OSCE and other international and regional organisations.
