🇦🇫#Afghanistan: An alleged US Reaper drone crashed near Maidan Shahr, Afghanistan.
It remains unclear whether the drone was shot down or suffered a mechanical failure.
The Taliban has claimed it was downed by a surface-to-air missile. However, similar past claims have often later been attributed to technical malfunctions. The drone visible in the footage bears no identifiable markings.

🇨🇩#DRC: The Islamic State Central Africa Province (ISCAP) launched a targeted attack on Christians and Chinese workers at a mining site in the town of Muchacha.
At least 100 people were abducted. The jihadist group claimed it killed seven soldiers from the Congolese army as well as 17 Christians in the town.
The mining site was operated by a Chinese company and was under the supervision of a nearby Congolese military base. During the raid, the group also burned down 60 houses that it said belonged to Christians in the area, along with the nearby army barracks and most of the vehicles at the mine.

🇨🇩#DRC: Fighters from the M23 movement claim to have captured "Point Zero", a strategic position in South Kivu, since the morning of February 16th.
According to the group, the position had been used by FARDC (Congolese Army) to launch drone strikes on Minembwe.

🇨🇩#DRC: Footage shows fighters from the March 23 Movement (M23) entering the town of Luvungi in South Kivu yesterday following clashes with Congolese forces.
Reports indicate that since yesterday, the city has been fully under M23 control.

💡Resource Nationalism Index [ DRC ]
In the third chapter ofour "Resource Nationalism Index" series, we take a closer look at the Democratic Republic of Congo, a major copper and gold producer, who has gained fame this year by imposing a 6-month long export ban on cobalt threatening entire global supply.
What else makes DRC different from the two countries we have already covered (Mali and Botswana) is the availability of complex system of domestic processing promotion and strict local content requirements.
So, what does Resource Nationalism look like in the DRC?
🔸"Process It First" – 7/10 – Intermediate products of copper and cobalt processing are prohivited from export, but due to the physical absence of facilities the rule is often suspended.
🔸 "Share With the State” – 2/10 – No requirement to transfer or sell a share of output to the state on a priority basis, however, the state-run Entreprise Générale du Cobalt wields a monopoly on buying artisanal cobalt.
🔸 “We’re in Too!” – 8/10 – The state has the right for a 10% stake free of charge in the capital of mining companies, which increases by 5% each time a company renews its mining license + another 10% share is reserved for local investors.
🔸 “The Money's Yours, the People Are Ours" – 9/10 – The law requires at least 20% of staff (for management) to be Congolese nationals and ALL subcontractors to be local firms.
🔸“Just Pay Up" – 7/10 – Taxes reach 3.5% for copper and gold 10% for cobalt + extra levies on excessive revenues from commodity sales.
🔸"You Come – You Build" – 2/10 – Companies are obliged to contribute some 0.3% of their revenues to local community development, though even this is often violated.
🔸“We’ll Do It Ourselves” – 8/10 – The state has established a system of tax breaks for invetments in local processing and makes investments itself through the state-owned companies Gécamines, Entreprise Générale du Cobalt and Fonds de Promotion de l’Industrie.
🔸“Come Here, You Bastard!” – 2/10 – The government cannot exercise its authority over mineral deposits in the eastern DRC controlled by rebels, and falls short of eradicating illegal artisanal mining in other parts of the country. The government officials are allegedly involved in illicit mining and exporting.
Final score is 5.6 out of 10 — the weak points include the absence of requirements to transfer a part of output to the state, poor enforcement of local community development laws and inability to extend state control to all major deposits.

News: AFD, #Danish Refugee Council launch €8 million project to support women’s resilience in #Ethiopia, #Sudan
Agence Française de Développement (#AFD) and the Danish Refugee Council (#DRC) have launched an €8 million initiative aimed at strengthening women’s economic resilience and promoting social cohesion among communities affected by the Sudan crisis in Sudan and Ethiopia.
The 24-month project, funded by the French government and implemented by DRC in partnership with local feminist organizations, will target conflict-affected populations in Gedaref State in Sudan and the #Benishangul-Gumuz region in Ethiopia.
According to a press release, the program will focus on improving access to essential services, supporting women’s economic empowerment, and strengthening relations between displaced populations and host communities.

Three US citizens are accused of being involved in a failed coup attempt in #Congo that left multiple people dead.
According to the Democratic Republic of Congo (#DRC) military, they stopped an attempted #coup near the presidential palace.
Among the 50 people who were involved were three Americans who have been arrested.
A passport for one of these Americans is now spreading online, a 36-year-old U.S. citizen born in Maryland. (WaPo)

The coup was allegedly led by US-based Congolese politician Christian #Malanga.

TASTE OF AFRICA: Rumba Congolese
Год Африки 65 лет назад, вошедший в историю деколонизации Африки, как год, во время которого появилось 17 суверенных государств, звучал под свой особый ритм -конголезской румбы 🎶.
Румба выросла на стыке трёх потоков:
Первый - местные традиции бассейна Конго (включая ритмы maringa у баконго) 🥁.
Второй - афро кубинские пластинки, которые в 1930–1940 е пришли в Африку и прозвучали «очень знакомо»: тот же африканский ритмический пульс, вернувшийся через Атлантику 🌊.
Третий - новый городской контекст: клубы, радио, студии, молодёжь, которой нужен был собственный ЗВУК!🎙️.
Так появилась rumba lingala музыка, где кубинская форма переплавилась в конголезскую энергию и тексты на лингала.
В 1960 е румба стала частью политического движения - настоящим саундтреком независимости ✊.
Символ эпохи - «Indépendance Cha Cha» (1960) Жозефа Кабаселе (Grand Kallé) и African Jazz: песня, которая звучит как праздник, но работает как документ времени по традиции гриотов.
Дальше румба ускорилась и «электрифицировалась» ⚡: гитары стали главными рассказчиками, а кульминационный танцевальный разгон – один из самых знаменитых африканских ритмом sebene, превратили конголезкую музыку в мощнейший танцевальный двигатель.
Из этой логики вырос стиль soukous, а затем целая индустрия африканского поп звука охватившая весь континент.

Румба научила континент строить песню так, чтобы она «поднимала зал», дала стандарт ансамбля с несколькими гитарами и плотной ритм секцией, и доказала: танцевальная музыка может быть одновременно массовой и смысловой.
