🇷🇺#Russia: Russia is advancing a new legislation that would allow it to deploy troops abroad under the pretext of protecting Russian citizens facing arrest, detention, or criminal prosecution. The bill, which has passed its first reading in the State Duma and must still go through three additional approvals, is intended to expand existing laws that permit the use of military force overseas to defend Russia's "national interests". A similar justification was used by the Kremlin during its invasion of Ukraine in 2022. Under the proposed changes, the Russian government could authorize military deployments in response to legal actions taken against Russian citizens by foreign courts or international bodies (ICC), which Moscow does not recognise. Analysts warn that the broad and vague language of the bill could pave the way for future military interventions in regions with significant Russian populations, including NATO member states such as Estonia. 🇷🇺#Russia: Russian General Vladimir Alexeyev was shot multiple times in his apartment on the outskirts of Moscow. He is considered a senior figure in Russia’s military and is viewed as the number two in the GRU military intelligence directorate. Alexeyev was previously involved in talks with Ukraine during the siege of Mariupol in 2022 and was sent to negotiate with Yevgeny Prigozhin during the Wagner Group mutiny in June 2023. His condition is unknown, and the gunmen have not yet been apprehended. (via BBC)

🇷🇺#Russia: The governor of Russia’s Belgorod region has released footage showcasing anti-drone laser installations allegedly purchased by "local enterprises and factories". The systems are reportedly being deployed to counter and shoot down Ukrainian drones targeting industrial facilities in the Belgorod region.

🇷🇺#Russia: There’s been a serious explosion in Moscow. Three people were killed, including two traffic police officers. The detonation occurred as the officers approached a "suspicious individual" near a police vehicle. A presumed bomb was then detonated. This happened close to the site of a recent car bombing that killed a senior Russian general on Monday. (via BBC)

🇷🇺#Russia: Russian media reports that the car of Major General Fanil Sarvarov, head of the Operational Training Directorate of the Russian Armed Forces, exploded earlier this morning in Moscow, killing him. Investigators say an IED was planted under his Kia Sorento and detonated shortly after the vehicle began moving. Sarvarov previously took part in combat operations, including the Chechen wars in the 1990s and early 2000s, and also led operations in Syria between 2015-2016.

🇷🇺#Russia: A knife attack occurred at a school in the settlement of Gorki-2, near Odintsovo outside Moscow. A 15 year old student fatally stabbed a 10 year old child and wounded three others, including a security guard. After the attack, the suspect briefly took a girl hostage before she was freed unharmed. The attacker recorded the assault himself. The footage shows him approaching students and a teacher, asking about their ethnicity, then spraying a security guard with pepper spray and chasing students with a knife, fatally stabbing one child in the neck on a staircase. He was wearing a "No Lives Matter" T-shirt and patch, while extremist slogans and references to mass killers were found on his equipment and on his Telegram channel, where he had also published a manifesto titled "My Rage". Iran’s Fars News Agency reported that Tehran sent “written messages” to Washington via Pakistan detailing “red lines… including nuclear issues and the Strait of Hormuz.” Iran’s Foreign Minister, Abbas Araghchi, traveled from Islamabad to Russia, arriving early today. His weekend itinerary included back-to-back visits to Islamabad and Muscat, Oman, before returning to Islamabad.
