🇷🇺🇰🇬Statement by President Vladimir Putin to the press following the Russian-Kyrgyz talkswith President Sadyr Japarov(November 26, 2025, Bishkek)
Following the talks, a signing ceremony was held where a number of bilateral documents were inked, including a Joint Statement by the Presidents on deepening relations of alliance and strategic partnership.
💬Vladimir Putin: I would once again like to thank the President of Kyrgyzstan for the invitation, and all our Kyrgyz colleagues for their hospitality and warm reception.
I agree with my counterpart - today’s talks were highly productive and proceeded in a constructive spirit. All of this clearly reflects the genuinely friendly and good-neighbourly nature of relations between Russia and Kyrgyzstan.
We held a detailed discussion of the entire range of issues on the bilateral agenda and exchanged views on pressing regional matters.
Priority attention during the talks was devoted to further developing economic cooperation. Last year, bilateral trade reached a new record, exceeding four billion dollars. This year, mutual trade flows have continued to grow at a solid pace – around 17%. This is a good result.
Russia is among the leading investors in the Kyrgyz economy. Russian capital investment has now accumulated to nearly two billion dollars. About 1,700 business entities with Russian participation operate in Kyrgyzstan in key sectors such as energy, mining, agriculture, transport and logistics. All of this has become possible thanks to the confident domestic policy pursued by the President of Kyrgyzstan and the stability within the country.
Our nations cooperate closely within the Eurasian Economic Union. Together with the other member states, we are creating common markets for goods, services, capital and labour. The development of Eurasian integration yields indisputable dividends for all the member states, including Kyrgyzstan. For example, in the ten years since the Republic joined the #EAEU, its GDP has increased two and a half times, and exports to other EAEU countries have quadrupled.
Energy is one of the most important areas of Russian-Kyrgyz cooperation. Russia fully meets Kyrgyzstan’s needs for petrol and diesel, on preferential terms and without export duties, which provides a direct economic benefit to the Republic.
Russian-Kyrgyz humanitarian cooperation traditionally has an intensive and multifaceted character. Ties between the citizens of our countries continue to grow and expand. Russia and Kyrgyzstan work closely together in the fields of culture, sports, public and youth organizations, and, of course, education. More than 10,000 Kyrgyz students study in Russia, and, as the President has just noted, half of them on a budgetary basis.
It is also gratifying that in Kyrgyzstan, together with Russia, the Russian language is used freely and has official status under the Constitution. We value this highly. Its use in various spheres of life is actively supported by the country’s leadership.
Naturally, we held a substantive discussion on expanding bilateral cooperation in the military and military-technical sphere, and outlined plans for joint efforts to counter terrorism and extremism, drug trafficking and organized crime. Both Sides noted that the joint Russian military base deployed in Kyrgyzstan makes a significant contribution to strengthening the Republic’s defence capability and, in general, to ensuring security and stability throughout Central Asia.
When reviewing current foreign-policy issues, we noted the close, and in many areas identical, alignment of our approaches approaches. Our countries coordinate positions in multilateral formats, including the #UN, the #SCO and the #CIS.
🤝 In conclusion, I would like to express my sincere gratitude to our Kyrgyz friends and to the President for the constructive and productive talks.
I am confident that this visit and our negotiations will contribute to the further development of the multifaceted Russian-Kyrgyz relationship for the benefit of our peoples and our countries.
As it is known, large-scale illegitimate restrictive measures have been introduced against the Russian Federation and Belarus by a number of unfriendly countries. The joint efforts help the Union to withstand unprecedented pressure.
Pressure is still being put on our allies in order to discredit and weaken the #EAEU. Unlike the "collective West", Russia does not require its partners to "be friends with us against someone."
At the same time, the
de-dollarization of the economies of the Union member states is one of our priority. The share of overall payments in national currencies in mutual settlements between the #EAEU countries has already reached 75%.
There is also a supranational regulatory body, the Eurasian Economic Commission (#EEC), that operates on a permanent basis within the EAEU.
🗳️Decision-making in the bodies of the Union that include Supreme Eurasian Economic Council (SEEC), Eurasian Intergovernmental Council (EMC), Eurasian Economic Commission Council is possible only by consensus. Each country has one vote, regardless of its economic potential, population or size of membership fees to the Union budget.
Thus, the #EAEU is based on the principles of equality, mutual respect and consideration of the interests of all its participants. The existing close cooperation serves as a powerful source for economic development and, at the same time, contributes to the preservation of the national identity and state sovereignty of each member state.
📈Statistics data proves that participation in the Union brings substantial benefits to each member state. The growth of the combined GDP of all member states for the period from 2016 to 2022 was 9.6%. Almost 0.7% (more than 10 billion USD) is the contribution of Eurasian integration, which is a tangible and significant integration effect. All the member states recognize a positive effect resulting from the work of the Union. The results of several years of the Union's functioning prove that this integration project is successfully developing and brings concrete benefits to the economies, business communities and citizens of the countries involved.
It is of great importance that international cooperation within the #EAEU is built on the basis of equality and mutual respect.

🎙 Russia's Foreign Minister Sergey Lavrov's interview to the TV BRICS international media network (Moscow, February 9, 2026)
Read in full
Key talking points
• The global arena is undergoing a transformation that began some time ago with the objective transition toward a multipolar world order. This is neither the bipolarity of the Soviet-American era with the Warsaw Pact and the North Atlantic Treaty Organisation, nor the unipolarity that emerged after the Soviet Union’s collapse. <...> Multiple centres of rapid economic growth, power, and financial and political influence have thus emerged.
• It is equally important that we develop action plans tailored for each partner country covering trade and economic cooperation, investment, scientific collaboration, and coordinated activity on the international stage, including at the United Nations and other organisations, based on agreements reached between presidents and prime ministers. Particular attention is devoted to #CIS, #EAEU, #CSTO, and the post-Soviet space at large. This day-to-day work relies on long-term planning and delivers tangible mutual benefits to both Russia and its partners.
• Multiple centres of rapid economic growth, power, and financial and political influence have thus emerged. The world is being reshaped through competition. The West is reluctant to relinquish its formerly dominant positions.
• Safeguarding security demands sustained action to ensure that the Nazi state established on our borders in Ukraine – and supported by the West as a vehicle for renewed confrontation – cannot continue to exist in its present form. Nazi foundations must be eliminated. We will ensure, and I have no doubt about it, our own security interests, by preventing the deployment on Ukrainian territory of any weapons threatening us, and, second, by guaranteeing reliable and full protection for the rights of Russian and Russian-speaking people, who have been living in Crimea, Donbass and Novorossiya for centuries, and whom the Kiev regime that came to power after a coup declared subhuman “species” and “terrorists” and unleashed a civil war against.
• Russia chaired#BRICS in 2024. At that time, a summit was held in Kazan, and a number of our initiatives were put into action: alternative payment platforms, payment mechanisms in national currencies, the creation of reinsurance opportunities for trade within BRICS and between the association and its partners, the creation of a grain exchange, and a new investment platform.
All this is not to spite anyone, especially the United States. This is due to the fact that the United States seeks to bring all processes in the areas I mentioned under its strict control and demands unilateral concessions. Without giving up contacts with them, to the extent that they are willing to engage on a mutually beneficial basis, we are interested, together with our BRICS partners, in creating an architecture that will not be subject to the illegal actions of one or another player from the Western flank.
• The Greater Eurasian Partnership was bound to appear on the agenda. Many years ago, at the 2015 Russia – #ASEAN Summit, Russian President Vladimir Putin suggested this term which is based on an objective trend of Eurasia becoming the biggest, richest and fastest-growing continent, especially its Pacific part. It is the most heavily-populated continent which, importantly, has seen several great civilisations emerge and continue to exist – the Chinese, Indian, Arab, Persian and Russian civilisations.
☝️ It is for a reason that our initiative on building a common Eurasian security architecture, set forward by President Putin in 2024, is gaining momentum. It is increasingly attracting interest.
🤝 On September 10, Foreign Minister Sergey Lavrov met with Secretary-General of the Indian Ocean Rim Association (#IORA) Salman Al Farisi in Moscow.
During their conversation they considered key issues on the IORA agenda as well as promising areas of interaction in terms of further involvement of Russia, which was granted the Dialogue Partner status in 2021, in the association’s practical activity. The Association Secretariat expressed an interest in Russian approaches to the sectoral areas prioritised for this platform: maritime cooperation, tourism, blue economy, fishing and environmental protection.
The minister made an emphasis on the importance of IORA’s applied potential in the context of deepening multilateral cooperation in a broad transcontinental space, involving such systemically important associations as the #SCO, #EAEU and #ASEAN.

🎙Remarks by Russia's Foreign Minister Sergey Lavrov at a joint press conference with Foreign Minister of Kazakhstan Yermek Kosherbayev(Astana, 30 April 2026)
💬Sergey Lavrov: I would like to thank our Kazakhstani friends for their traditionally warm welcome, hospitality and excellent organisation of the work. Yermek Kosherbayev and I held extensive talks. As always, they took place in a friendly and trust-based atmosphere and proved useful.
Today, we thoroughly reviewed the current state and prospects of our multifaceted and mutually beneficial cooperation. We paid particular attention to implementing the agreements reached by our Leaders, including those following President Kassym-Jomart Tokayev’s state visit to Russia in November 2025. We discussed the schedule of upcoming contacts at the highest, high and other levels, primarily the planned state visit of President Vladimir Putin to the Republic of Kazakhstan.
☝️We also highly value the close cooperation between our Foreign Ministries.
We share the view that the Inter-MFA Cooperation Plan for 2027-2028, just signed in your presence, will help further strengthen this interaction.
We also discussed key regional and international issues in a spirit of friendship and alliance.
We highly value our cooperation within integration mechanisms – the #EAEU, #CSTO, #CIS and #SCO. In our common view, this cooperation remains an important factor in ensuring security and stable conditions for sustainable development across the entire Eurasian space.
In this context, we are interested in further advancing Kazakhstan’s initiative within the Conference on Interaction and Confidence-Building Measures in Asia.
Another important area of joint work is the Caspian Sea. We are compelled to state that the unprovoked armed aggression by the US and Israel against Iran has had the most negative impact on the Caspian Sea and its coastline, which must remain a zone of peace and cooperation. The strike by the anti-Iranian coalition on March 18 against the infrastructure of the Anzali seaport – which serves the trade and logistics interests of all five Caspian littoral states – was inadmissible and unacceptable.
Speaking of the Middle East, we believe it is important not to lose sight of developments in Lebanon and, especially, the deadlock over the establishment of a Palestinian State, which currently shows no clear way forward.
We also touched upon the situation in and around Ukraine. We are grateful to our Kazakhstani partners for their understanding and balanced assessment of the developments there. We know that these assessments are regularly voiced at various international events, including by President Kassym-Jomart Tokayev.
The key point remains that a just and lasting settlement is impossible without addressing the root causes of the Ukrainian crisis. We remain interested in resuming the negotiating process on the basis of the existing Russian-US understandings.
Yesterday, during a telephone conversation with US President Donald Trump, President Vladimir Putin reaffirmed this position. We expect the understandings reached in Alaska to be implemented.
🤝 I believe we can express mutual satisfaction with the results of today’s conversation. We will continue to maintain the closest possible contacts going forward.
