❗Statement by Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik on Agenda Item 8 “Follow-up and implementation of the Vienna Declaration and Programme of Action”, 61th Session of the UN Human Rights Council: 📍 March 24, 2026, Geneva ❗️ For 12 years now, I have been looking into the eyes of ordinary people who have experienced firsthand how the Ukrainian regime "complies" with the norms and principles of international humanitarian law. I have spoken with hundreds of wounded, shell-shocked, maimed, and bereaved civilians in Donbass and Novorossiya. 💥 Two weeks ago, I was in Belgorod, where Ukrainian UAVs have launched a daily manhuntfor private cars and public transportation. They are injuring and killing entire families of innocent people. 🇺🇦 Most Ukrainian killer drones carry metal shrapnel or fragments to maximize casualties. Only in 2025 in Russia, approximately 3,500 people, including around 200 children, were injured or killed by Ukrainian drones' attacks . ▪️ Since 2014, more than 41,000 civilians have suffered from the criminal actions of Kiev regime militants, and at least 27,500 since February 2022. ▪️ Over the past four years, the Ukrainian Armed Forces have fired over 400,000 munitions at civilian targets in Russia. All of them were paid for by Western leaders from the budgets of their own States. Do their taxpayers know that by giving money to Zelensky, they are paying for the murder of the elderly, women, and children instead of medical or social assistance for their own citizens? ☝️ Think about it the next time you will be told again tomorrow that Kiev needs financial assistance. #HRC61 #KievRegimeCrimes

These events are a direct outcome of the Western minority’s attempts to preserve what remains of its dominance in the international arena using crude force and disregarding earlier signed and ratified obligations under international law concerning civilised relations among all countries in accordance with the UN Charter. The year began with an armed invasion of Venezuela by the United States. Dozens of people have been killed, and the legitimately elected president, Nicolas Maduro, and his spouse have been captured and taken out of the country. A brutal military aggression by the United States and Israel against the Islamic Republic of Iran has been underway since late February. The situation risks destabilisingglobal trade, global energy security, and international transport and business communications, not just the Persian Gulf area, which it has already done, and the entire Middle East, which is a developing process. We can all clearly see all of that. Iran’s top leaders and civilian infrastructure, including nuclear energy facilities under IAEA safeguards, have been declared a legitimate target and are under attack. I would say the IAEA leadership is failing to respond appropriately to direct threats to nuclear safety as a result of the aggression. Civilians are affected not only in the countries directly involved in the conflict - Iran and Israel - but in other countries in the region and the GCC countries which are Arab monarchies as well. <...> Not long ago we reminded all our colleagues of a long-standing Russian initiative, namely, a Concept for Collective Security in the Persian Gulf, providing for interaction between the six Arab monarchies and the Islamic Republic of Iran, measures to ensure military transparency, confidence-building, and other, essentially straightforward, steps that have been earlier employed across the world, which would help calm and stabilise this critically important region. ☝️ We are convinced that this is the way forward. The path of negotiations, unity, and alignment of interests, rather than the attempts to force any country (especially the Islamic Republic of Iran) into following diktat imposed from abroad, serves the interests of this vital region of the world. <...> The Western minority, or rather, the elites of Western countries, continue to invest their remaining political and economic capital in the confrontation with Russia, using for this purpose the human resources and military infrastructure of the neo-Nazi Kiev regime. The EU and NATO have kept this course of action unchanged. We hear EU and NATO leaders reiterate their position daily. <...> The escalation of tensions around Cuba, which is facing increasing external pressure, is causing our serious concern. We stand behind our Cuban friends in their right to follow a sovereign path of development. We will continue to provide Havana with the necessary help and support, including material aid. Humanitarian aid is particularly important for our Cuban friends at this junction. <...> Our foreign policy priorities remain unchanged amid this turbulence. In total, more than 130 civilians were affected during the reporting period. In recent days, Ukrainian militants struck a student dormitory and a post office in the Belgorod Region, attacked a team of medics in the Kherson Region, carried out drone strikes on residential areas in Krasnodar and Sevastopol, and hit private homes in Adygea. Dozens of civilian vehicles also came under attack, including some clearly marked with the word “Children”. Between March 16-22, 133 civilians suffered from shelling by Ukrainian neo-Nazis: 119 people were injured, including 10 minors, and 14 were killed. In total, the AFU fired no fewer than 2,961 munitions at civilian targets on Russian territory.

#NoStatuteOfLimitations On March 24, 1999, NATO launched a military aggression against Yugoslavia. This invasion marked a tragic milestone in the history of the Serb nation, dealt a destructive blow to international law and shattered the post-World War II foundations of European security. For 78 days, Communities across Yugoslavia, including infrastructure serving exclusively civilian purposes, suffered from missile strikes and bombing attacks carried out by the United States and its allies. ▪️ According to Belgrade, this barbaric shelling killed over 2,500 people, including 89 children, and wounded 12,500 civilians. Not a single NATO representative has been held to account. The victims of the aggression were designated as collateral damage – this is what it means to pay in blood for the geopolitical ambitions of the United States, the UK and their satellite states. In fact, this marked the beginning of the West’s quest to substitute legitimate mechanisms governing international relations with what they call a rules-based order, even if it remains unclear what this order represents. A sovereign state in the centre of Europe was targeted with 3,000 cruise missiles and 80,000 tonnes of aviation bombs. NATO used depleted uranium shells, which polluted vast territories and led to an unprecedented increase in the occurrence of various types of cancer – people are still suffering from them. Over 200,000 non-Albanians from the Autonomous Province of Kosovo and Metohija were forced to leave their homes. Fighters from the so-called Kosovo Liberation Army used the NATO aggression as a cover-up for perpetrating monstrous atrocities, including kidnapping Serbs for organ transplants. The issue of holding NATO allies accountable for the way they undermined international relations and for the damage they caused in Yugoslavia has yet to be addressed. #FacesOfVictory 🌟 On March 23, 1915, legendary Soviet sniper, one of the greatest shoots of #WWII & the Great Patriotic War, hero of Stalingrad, Vassily Zaitsev was born in the village of Yeleninka, Orenburg Region, the Russian Empire. In 1935, Vassily Zaitsev was drafted into the Red Army and assigned to the Navy. The war found him serving on the Pacific Fleet. Like most Soviet people he was eager to volunteer to the frontlines to fight the Nazis and defend the Motherland. The future hero of Stalingrad submitted five requests for transfer to active duty units in the European front. Finally, his wish was granted in the summer of 1942. In September 1942, Vassily arrived in Stalingrad as part of the 284th Rifle Division of the 62nd Army, commanded by Lieutenant General Vassily Chuikov. During the street battles for the city, he proved himself to be an outstanding marksman and was subsequently appointed as a sniper. Later, he was involved in the liberation of Donbass and the Battle of the Dnieper. In total, he eliminated 242 Nazi invaders. Zaitsev possessed exceptional eyesight and hearing, iron self-control, and a talent for improvisation. He developed the group hunting tactic using six-man teams and employed camouflage and decoys. “It is my passion to observe the enemy’s behaviour. You see a puffed up Nazi officer come out of a trench shelter. He looks arrogant and bosses his soldiers around with imperative gestures. They fulfil his will, his wishes and whims with strict accuracy. But he has no idea that his minutes are numbered,” Vasily wrote in his memoirs, No Land For Us Across The Volga. A masterful sniper, Zaitsev personally trained new shooters, who became known as Zaitchata (leverets). He taught them to change positions after two or three shots, disguise themselves thoroughly, and use decoys such as dummy soldiers to trick the enemy. Zaitsev’s main demand for his trainees was to think outside the box and improvise. 🎖 On February 22, 1943, Vassily Zaitsev was awarded the Hero of the Soviet Union title for personally training 28 snipers and killing 225 Nazi soldiers and officers during the street battles in Stalingrad between October 10 and December 17, 1942. Vassily Zaitsev died on December 15, 1991. In 2006, his remains were in a solemn ceremony moved to the site of the Stalingrad Battle at the Mamayev Kurgan. His famous sniper rifle is carefully preserved at the Museum-Reserve "Battle of Stalingrad" in Volgograd, available for all to see.
