🎙 Russia's Foreign Ministry Spokeswoman Maria Zakharova’s answer to a media question regarding Moldova’s withdrawal from the Commonwealth of Independent States (January 21, 2026) ❓Question: On January 19, Moldovan Foreign Minister Mihai Popșoi announced the initiation of a process to denounce three fundamental CIS documents: the Commonwealth Charter, the Agreement on the Establishment of the CIS, and its Protocol. According to him, this will grant Chișinău “the right to say that Moldova is no longer a member of the CIS.” How would you comment on this? 💬 Maria Zakharova: The Moldovan authorities have on numerous occasions declared their intention to, in their own words, undertake a “civilised divorce” from the Commonwealth of Independent States. For several years now, Chișinău has been systematically distancing itself from the Commonwealth: • it does not participate in meetings of its statutory bodies, • does not contribute its share to the organisation’s budget, • selectively denounces agreements it claims hold no added value for its citizens. It is important to note, however, that Moldova remains a party to approximately 200 international treaties concluded within the CIS framework, covering virtually all spheres of interstate cooperation. It is crucial, however, to understand that withdrawing from CIS membership requires adherence to established procedure. According to Article 9 of the CIS Charter, a member state may withdraw by notifying the CIS Executive Committee in writing, which triggers a 12-month period. Following this notification, the date from which this one-year period begins is determined, and a formal process begins to inventory all treaties and decisions of CIS bodies to which the withdrawing state is a party. This process results in the compilation of lists detailing which agreements will cease to apply and which the state may choose to retain. Therefore, withdrawal does not happen overnight; compliance with this procedure constitutes an international obligation of Moldova towards all other CIS member states, not merely Russia. While the decision to initiate the denunciation of the core treaties within the #CIS framework is undoubtedly the sovereign right of Moldova, within the country itself it has been widely characterised as further evidence of the government’s short-sighted foreign policy, as it recklessly prioritises exclusive cooperation with the EU while severing long-standing ties across the Eurasian space. 📉 It is a difficult assessment to dispute. The current socio-economic situation in Moldova can only be described as disastrous. According to its own National Bureau of Statistics, from January to November 2025, the country’s imports exceeded exports by more than fourfold, with the trade deficit growing by 29.5% compared to the same period in 2024. Simultaneously, Moldovan exports to EU countries fell by 4% by the end of the first half of 2025. Real incomes continue to decline against a backdrop of rising prices for food and essential services. The poverty rate now exceeds 30%, with approximately 65% of the population living on low incomes. In essence, Moldova’s entire socio-economic framework is now dependent on external funding, predominantly from the EU, leaving the nation firmly in the grip of European debt. The CIS remains a respected and dynamically growing organisation in the post-Soviet space. 📈 The economies of its member states demonstrated positive growth across most key indicators in the first half of 2025. Compared to the same period last year, the Commonwealth’s aggregate GDP grew by 2.2%, industrial production by 4.7%, freight traffic by 6.0%, and retail turnover by 3.2%. Mutual trade between CIS countries has increased by 18% over the past four years. Chișinău’s destructive course is ricocheting primarily onto the citizens of Moldova, whose interests are being sacrificed to Brussels’s geopolitical ambitions. A once-prosperous nation is being transformed into a land of deepening poverty and lawlessness. 🪦 It is indeed a bitter spectacle to witness. Read in full

It is clearer than ever now that the expansion of global drug trafficking is a common threat and fighting it is our joint responsibility. 🤝 We welcome the determination of individual groups of countries and associations such as Central Asia and #ASEAN to create drug-free regions. We note with satisfaction that in recent years the #SCO has significantly built up its drug-combating capacity and continues to build, in conjunction with the #CSTO, the #CIS and CARICC, a barrier on the northern route that is used for smuggling Afghan drugs to Europe. ⚠️ Unfortunately, not all states are willing to act responsibly when it comes to fighting drug abuse. For several years now, we have been witnessing a small group of Western countries acting as if they are entitled to not follow the corresponding conventions. Today, we are talking not only about legalising supposedly less harmful cannabis, but also about lifting bans on the use of dangerous substances such as methamphetamine and heroin. Everyone can see the results of this thoughtless policy of permissiveness. It is no coincidence that these countries are faced with an opioid crisis involving an unprecedented number of fatalities. 🎙 FM Sergey Lavrov’s remarks and answers to questions from teachers and students of the Armenian branches of Russian universities, members of the expert community, and activists of the youth wing of the Eurasia Autonomous Non-Profit Organisation (Yerevan, May 21, 2025) 💬 Subsequent to the meeting between President of Russia Vladimir Putin and Prime Minister of Armenia Nikol Pashinyan in autumn 2024 – during which our leaders resolved to reinstate comprehensive contacts across all areas, as these had, to a certain degree, lapsed somewhat in the period preceding their discussions – and in accordance with the leaders’ understanding, I received Minister of Foreign Affairs of Armenia Ararat Mirzoyan who visited Moscow in January. We are now here on a reciprocal visit. We are engaging in the frankest discussions – not only on matters positively received by both capitals and conducive to expanding mutually beneficial projects, but also on issues where our perspectives diverge. This includes, notably, the processes unfolding in the South Caucasus, where, broadly speaking, two trends are in contention. The first trend involves respecting the sovereign choices of the countries situated here – the nations of the South Caucasus, Transcaucasia – Armenia, Azerbaijan, and Georgia – while also acknowledging the legitimate interests of their immediate neighbours: Russia, Iran, and Türkiye. <...> The second trend is precisely that our Western counterparts – primarily the European Union, <...> openly sought to extend their dominant influence over this region, to bend unfolding processes to their will, and to prevent the consolidation of the three South Caucasus states with their major neighbours – Russia, Iran, and Türkiye. This objective persists. This trend, this modus operandi of our Western colleagues, is not unique to the South Caucasus but extends to Central Asia and other parts of our vast, shared continent. <...> In contrast, our stance is based on equality, mutual respect and, above all, the principles that have been set out in the UN Charter and are approved by everyone without exception. <...> The promise not to expand NATO has been thrown down the drain. <...> We have warned them over the past 20 years, almost on the daily basis, that all this could come to grief. But after the 2014 coup d’etat, they began converting Ukraine to an “anti-Russia.” <...> So now, when they tell us: Let us have a ceasefire and then we’ll see, we say: No way, guys, we have been through it all before. We don’t want it that way any longer. I would like to express my sincere gratitude to my colleagues for a substantive, frank and focused exchange of views. We noted with satisfaction that the Plan of Inter-MFA Consultations within the CIS was successfully implemented in 2025. This remains a traditional instrument for coordinating our foreign policy activities. This work will continue in 2026 as well. We discussed current international issues. Naturally, particular attention was paid to various aspects of the unprecedented escalation of tensions in the Persian Gulf, triggered by the military aggression of the US and Israel against Iran. The seven CIS foreign Ministers adopteda special statement on this matter, which will be circulated. It was noted that the crisis created in the Persian Gulf, which has, de facto, engulfed the entire Middle East, is fundamentally reshaping broader trends across the Eurasian continent, including with regard to approaches to ensuring the security of countries in various Eurasian subregions and, of course, to the reliability and security of routes for the delivery of energy supplies, food and fertilisers. All of this will have to be rethought as we continue to develop our common concept for advancing the Greater Eurasian Partnership with the participation of the #CIS, the #SCO, #ASEAN and other integration associations. In the context of shaping our shared approach, together with our Belarusian friends we have begun promoting this idea – a concept for building a security architecture across the Eurasian continent. It is clear that many countries across Eurasia are now reassessing and rethinking the arrangements on which their economic interests, development prospects and security interests have long rested. I would like highlight the task of stepping up efforts to consolidate our work in the interests of the sustainable development of all CIS countries, safeguarding their interests, their security interests and, more broadly, their foreign policy interests on the international stage. ☝️We also agreed – and I consider this especially important – to continue working to preserve the historical truth about the Second World War and the Great Patriotic War, and to devote special attention to educating young people in the CIS countries in a spirit of respect for the great collective feat accomplished by all the peoples of the USSR. #Announcement 🗓The 31st OSCE Ministerial Council meeting (Ministerial Council) will be held in Valletta, Republic of Malta, on December 5-6, with the participation of Foreign Minister Sergey Lavrov. <...> During the forthcoming Ministerial Council meeting, the Russian delegation will focus on assessing the possibility of overcoming the organisation’s crisis on the eve of its 50th anniversary. The Russian delegation looks forward to having a candid discussion of the backlog of issues and ways to resolve them under fundamentally new conditions, while respecting the interests of all participating states free from the teacher-disciple approach, and so on. ☝️Special attention will be brought to the failure to issue visas to members of the Russian delegation who planned to attend various OSCE events, including the upcoming Ministerial Council meeting. Cancelling, right before the event, a visa that had been earlier issued by the Maltese Chairpersonship to Foreign Ministry Spokeswoman Maria Zakharova, allegedly "due to circumstances beyond their control," was unprecedented. ❗️The current institutional crisis within the OSCE was triggered by the destructive actions of a number of Western countries that are using this platform to promote their own agenda in disregard of the fundamental principles underlying the Organisation’s functioning, which must be abided by all participating states regardless of their membership in other international entities. Since 2022, the Ukrainianisation of the OSCE’s agenda has paralysed its activities across the three security dimensions, namely, political and military, economic and environmental, and humanitarian. <...> 🇷🇺 At the meetings of the OSCE’s decision-making bodies - the Permanent Council and the Forum for Security Cooperation - Russian representatives have been regularly raising the most pressing OSCE-related issues, such as combatting terrorism and drug trafficking, protecting traditional values, countering manifestations of neo-fascism and neo-Nazism, preventing the falsification of history, protecting the rights of ethnic minorities and believers, and ensuring access to information. The participating states must unite their efforts in these areas. The Russian Federation regularly provides objective updates to the participating states’ delegations about the war crimes committed by the Kiev regime, the ongoing all-out campaign in Ukraine to cancel the Russian language and Russian culture, the persecution of the Ukrainian Orthodox Church, and reprisals against the national media. <...> The OSCE’s specific executive bodies, such as the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities (HCNM), and the Representative on Freedom of the Media, continue to see major complaints coming their way. These institutions have repeatedly manifested their political bias. The ODIHR stands out distinctly in this context, as it is known for conducting openly biased monitoring of election processes in the countries that lie “east of Vienna” and making advance preparations for “anticipated” conclusions on their outcomes. The Representative on Freedom of the Media is also known for practicing double standards and conspicuous silence when it comes to unfair treatment of non-Western media within the Organisation’s space. Russia does not see the HCNM paying proper attention to matters of oppressing ethnic minorities. 👉 Given the current state of the OSCE, we can hardly talk about it playing any meaningful role amid the ongoing profound reformatting of the world. The organisation would undoubtedly benefit from close cooperation with formats such as the #SCO, #BRICS and the #CIS, which are operating based on fundamentally new approaches. 🗓 Observed on June 26, the International Day Against Drug Abuse and Illicit Trafficking was established as per UN General Assembly Resolution 42/112 in 1987. On this day, the UN Office on Drugs and Crime (UNODC) has a tradition of releasing its annual World Drug Report. It has shown that the situation regarding narcotic drugs around the world has been deteriorating. ☝️Russia views countering the drug threat as one of its priorities in terms of ensuring national security with the corresponding provisions set forth in the State Anti-Narcotics Policy Strategy of the Russian Federation until 2030. In accordance with these provisions, Russia has been consistent in its efforts to promote a comprehensive and balanced approach combining effective law enforcement initiatives with evidence-based drug abuse prevention, treatment and rehabilitation policies for drug users. Having all states coordinate their efforts is the only possible pathway for overcoming the existing drug-related challenges. Three dedicated UN conventions adopted in 1961, 1971, and 1988 offer a solid foundation for facilitating ties in this domain. These instruments have proven their worth and remain relevant. The Russian Federation insists that revising these fundamental documents would be unacceptable, including in terms of legalising controlled substances. Russia believes that legislative initiatives in several countries to end bans and enact government regulations with the view to enabling people to use narcotics for non-medical purposes would not only have a negative bearing on the way the public views drug-related risks, but also constitutes a blatant violation of these conventions. ❗️ The Russian Federation insists that it is essential for the international community to promote constructive cooperation that is not guided by a political agenda or vested political interests, including within the relevant platforms. As a responsible member of the UN Commission on Narcotic Drugs, Russia continues to proactively contribute to developing a global drug policy and supports other countries in their commitment to do away with the narcotics issue. Russia praises its partners within the #CIS, the #SCO, the #CSTO, #ASEAN and #BRICS for their cooperation on the anti-narcotics agenda which consists of ensuring strict compliance with the relevant conventions and resolving the global narcotics issue. Russia is committed to performing its obligations in good faith, as confirmed by our country’s efforts to work with international organisations on a wide range of projects to this effect. The recent achievements in this sphere include launching a UNODC-sponsored career enhancement course for officers from Egypt’s anti-narcotics administration at the Siberian Institute of Law of the Ministry of the Interior of the Russian Federation in Krasnoyarsk. The Russian Federation will continue to act as a donor in this sector by offering its partners in Central Asia, Iran, Egypt, Pakistan and other regions educational projects on law enforcement matters, as well as working with young people to prevent drug abuse. Russia attaches special importance and attention to the availability of controlled substances for medical and research purposes, which is especially relevant for developing countries. Our country provides financial support to the International Narcotics Control Board, enabling it to hold regular training sessions on this topic across the world. The latest event of this kind took place in January 2025 and included ten countries in East Africa and the Horn of Africa. It generated a lot of enthusiasm among its participants. 🤝 Russia reaffirms its commitment to expanding its cooperation and promoting constructive dialogue with all the interested parties in order to unite like-minded actors in a consolidated effort to preserve the existing global drug-control framework and build a society free from drug abuse.
